Methodological Variations In Environmental Justice Screening Tools And Their Impact On Disadvantaged Community Designations, Thomas Robbins, Qingran Li, Stephen Bird

Government agencies in the United States have developed environmental justice screening tools (EJSTs) and designations to promote equitable distribution of benefits from environmental policies to disadvantaged communities (DACs). However, the methodological choices embedded in these tools, including the selection, weighting, and aggregation of environmental justice indicators, vary across EJSTs, and their implications for DAC designation outcomes are poorly understood. Here we systematically compare four EJSTs at the federal and state levels and show that these tools produce substantial variation in the DAC census tracts, with some tools emphasizing socioeconomic burdens while others prioritize environmental risks. The New Hampshire Early Care & Education (NH ECE) Research Consortium’s statewide research agenda identifies questions NH most needs answered to build, strengthen, and sustain its ECE system. The agenda is designed to help researchers, state leaders, funders, advocates, and community partners align work around shared priorities, avoid duplication, and make better use of high-quality evidence to guide policy, practice, and systems change. The Consortium will maintain this agenda as a living resource, updating it as the field’s needs and evidence base evolve. Health insurance is meant to financially protect enrollees should they need healthcare services following illness or injury. However, the affordability of maintaining insurance coverage continues to grow as a concern in the US and in New Hampshire. In fact, increasingly individuals avoid necessary health care services due to unexpected or high costs among both the insured and uninsured. In 2025, nationally more than 1 in 3 adults (36%) either delayed or did not seek healthcare due to costs and nearly half (44%) said it was difficult to afford healthcare costs [1].

This dissertation is a narrative microhistory of American diplomacy during Costa Rica’s transformative 1948 civil war. Emerging out of a contested presidential election, the war pitted the Costa Rican government of Teodoro Picado and its communist allies against an anticommunist, nationalist rebel movement led by José Figueres in a monthlong fight for political power. While existing histories of American policymaking have concluded almost unanimously that the United States intervened to support the rebels as part of its Cold War strategy in Latin America—labeling the civil war a precursor to the more infamous coup in Guatemala in 1954—this dissertation seeks to …

As outdoor recreation surges in popularity, human-made sound reaches even the most protected places. In the United States, the National Park Service is mandated to preserve natural soundscapes, which are a key ecosystem service. Yet many aspects of soundscape management remain underexplored, including the integration of visitor perspectives into strategies to minimize human-made sound in national parks. In 2025, the non-profit organization Leave No Trace and the National Park Service Natural Sounds and Night Skies Division collaboratively outlined new Soundscape Guidelines, urging visitors to minimize their impact on natural soundscapes. Geofencing, a location-based investigative technique that uses digital mapping to identify individuals within a defined geographic area, has become an increasingly common yet constitutionally contentious tool for law enforcement. Federal courts remain deeply divided on whether geofence warrants comport with the Fourth Amendment. The Fifth Circuit has held that such warrants constitute unconstitutional general warrants, while the Fourth Circuit has concluded that they do not even amount to searches under the third-party doctrine. This circuit split exposes a broader tension between technological innovation and foundational constitutional privacy protections.

The application of AI/ML to shallow bathymetric mapping with airborne lidar remains limited by a lack of high-quality labeled datasets, extreme spatial variability, and noise introduced by environmental conditions and hardware limitations. These issues reduce the generalizability of traditional statistical approaches for extracting bathymetric points from lidar point clouds, with additional challenges for supervised neural networks arising due to the amount and quality of labeled data required to properly capture broad seafloor characteristics. Recent advances in point cloud machine learning methods have the potential to improve conventional bathymetric processing workflows. This study examines the relationship between place-based climate vulnerability and belief in anthropogenic climate change in Maine and New Hampshire. While exposure-based models suggest that direct experience with environmental hazards should increase climate belief, sociological research emphasizes the role of political ideology and social context in shaping attitudes. Using county-level measures from the U.S. Climate Vulnerability Index combined with individual survey data from the Pine Tree State Poll and Granite State Poll, this study evaluates whether multidimensional climate vulnerability is associated with belief that climate change is happening now and is primarily caused by human activities. A “Free Artist Of Color” In Late-Eighteenth-Century Saint-Domingue: The Life And Times Of Minette, Bernard Camier

This article sets forth, for the first time in detail, the life and career of Minette, who was the main female opera singer in Port-au-Prince at the end of the eighteenth century. The city was the capital of the thriving and wealthy French colony of Saint-Domingue (which, upon gaining independence in 1804, took the name Haïti). Theatrical activity in Port-au-Prince was comparable to what one could find in any large provincial city, and the success that Minette gained was all the more remarkable for her being categorized as colored (mestive). The Northeast Snow Survey (NESS) Feasibility Study was launched to address a critical gap in snowpack and weather monitoring across the northeastern United States. Unlike the western U.S., which benefits from the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Snow Telemetry (SNOTEL) network, the Northeast lacks a coordinated, automated, real-time snow monitoring system—particularly at higher elevations where snowpack dynamics most strongly influence flooding, water supply, ecosystems, outdoor recreation, and working lands.

Optimal Placement Of Electric Vehicle Chargers: A Mixed-Integer Linear Programming Model, Joubin Zahiri Khameneh, Emmanuel Fagbenle

Electric vehicle adoption is growing, but New Hampshire lags in public charging infrastructure, especially in rural areas. This gap increases range anxiety and economic inefficiencies. In this study, we developed a mixed-integer linear programming (MILP) model to optimally locate new electric vehicle chargers statewide, maximizing coverage and equity under budget constraints. The model includes geographic coverage requirements, population-weighted equity, capacity limits, and a $28 million budget. Moreover, the model recommends 855 Level 2 chargers and 149 Direct Current Fast Chargers (DCFCs) across 247 ZIP Codes, nearly doubling public charging capacity and achieving 98.8% coverage within defined service radii. Purpose: The purpose of this review is to examine the outcomes of Housing First (HF) programs or models for transitional-age youth (TAY) experiencing homelessness. Specifically, this review aims to synthesize existing evidence on how Housing First influences housing stability and over-all wellbeing for young adults ages 18-25. Urban infrastructure systems face unprecedented compound threats from aging physical stock, climate-driven hazard escalation, and large-scale systemic shocks, yet the analytical tools available to decision-makers remain inadequate in both empirical scope and equity orientation. This dissertation advances urban resilience science along two complementary empirical frontiers.The first investigation develops a deep reinforcement learning framework for socially equitable, flood-aware bridge portfolio maintenance optimization. Using Proximal Policy Optimization, a portfolio of 19 flood-vulnerable bridges in Suffolk County, Massachusetts is optimized over a multi-year planning horizon integrating HAZUS-based flood hazard simulation across four return-period scenarios (10, 50, 100, and 500 years), HEC-18 hydraulic scour …

Studying American literature produced during the Information Age, from 1970 to 2020, reveals an evolution of wild human resistance to the increasing powers of digital technology. These increasing powers include capturing attention, fostering dependence, and training behavior through a process I call digital domestication. Digital domestication distances people from wildness, and as William Cronon writes in “The Trouble with Wilderness”, “Learning to honor the wild—learning to remember and acknowledge the autonomy of the other—means striving for critical self-consciousness in all of our actions.” (20). The ICESat-2 satellite collects LiDAR data along linear orbital tracks using a photon-counting green wavelength (532.27 nm) instrument. The utility of combining ICESat-2 data with satellite imagery for training and subsequently applying satellite-derived bathymetry models to provide estimates of shallow water depth is well-established. However, automating and improving the accuracy of the identification of ICESat-2 photon events (PEs) representing bathymetry remains a challenge. This article presents an algorithm for automated extraction of PEs reflected from the ocean floor (rather than the ocean surface or noise in the water column). Covering The Care: Impacts Of Labor And Delivery Unit Closures On Maternal Health Outcomes, Bridget Green, Deborah Fournier, Susy Hawes

In 2022, more than half of rural hospitals and one-third of urban hospitals in the United States lacked obstetric services, reflecting an escalating trend of hospital labor and delivery (L&D) unit closures across the US. Despite some large-scale studies reporting negligible impacts of L&D closures on maternal health, an analysis of the literature presents a clear net negative impact for vulnerable women, including those who identify as members of a racial or ethnic minority, those who have low-income, and those who are Medicaid members.
