Traffic enforcement represents the most frequent form of police-initiated contact and serves as a convergence point where discretion and legal authority are enacted. Despite its prominence, little research examines how specialized traffic enforcement units themselves shape enforcement patterns. These units, typically staffed by officers with focused training and mandates, may influence stop frequency and outcomes differently than typical patrol officers. This study analyzes a unique case in which a traffic unit in a mid-sized Midwestern police department was effectively disbanded in the early 2020’s. Generational incarceration is a significant social problem in which criminal justice involvement is repeated across multiple generations of the same family. Children of incarcerated parents face elevated risks of trauma, poverty, educational disruption, mental health challenges, and later justice system involvement. These patterns demonstrate that incarceration often harms the entire family rather than only the individual offender. This project examines why generational incarceration occurs and identifies strategies to interrupt the cycle. The project uses a literature review methodology to integrate criminological 4 theory, sociological research, and policy analysis. “Violence prevention begins in the high chair, not the electric chair” (Reiner, as cited in Davis et al., 2002). Two elements are essential to successful violence prevention: interventions that start early and interventions that are consistent (Davis et al., 2002; Dodge et al., 2015). The first five years are crucial for development; therefore, violence prevention needs to happen as early as possible to identify and address potential risk factors before harmful behaviors become reinforced (Davis et al., 2002). This dissertation examines the dynamic mechanisms that drive correctional population change and evaluates strategies for sustainable decarceration. Despite widespread calls for evidence-based corrections, methodological tools such as time series analysis remain underutilized for understanding population management. This dissertation addresses this gap through a three-paper design that applies advanced time-series methods to key stages of the correctional continuum. Chapter Two uses interrupted time-series analysis to evaluate the impacts of both proactive (policy-driven) and reactive (COVID-19 and court mandate-related) decarceration events in Washington State on admissions, technical violations, and recidivism outcomes, clarifying how policy design affects prison admission flows. This study examines how legal professionals describe their preparation for legal and law-adjacent careers, with the goal of identifying practical guidance for college students entering the field. Existing literature on legal career preparation often emphasizes measurable qualifications, while offering broad or generalized advice. At the same time, research on career development highlights the importance of experiential learning and mentorship, suggesting a gap between formal guidance and lived experience. To explore this gap, this study conducted interviews with ten legal professionals across a range of roles and experience levels. The Lasting Impact: Aces, Foster Care Placement, And Lifespan Development, Abigail J. Luth

Research shows that children in foster care experience adverse childhood experiences at a disproportionately high rate. This significantly impacts developmental, and health outcomes across ones lifetime. Through interviews with field specialists and individuals with experience in foster care, a qualitative analysis was conducted to identify thematic responses and draw conclusions. Interviewees were briefed on the project and gave consent to participate. Key findings included a high ACE score prevalence among foster youth as well as a need for stability in home placements. Further research should be done to look into how professionals can help make the transition into foster care …

A publication of 4 separate zines made up of 12 pages each. The zines delve into the history of the Americans with Disabilities Act, trans women and their music artistry, lack of lesbian media, and inmate working conditions. These zines aim to not only raise awareness towards these issues, but spark action from readers by providing practical and doable options to pursue. With societal attitudes and political administrations becoming more conservative, spreading this information and awareness is vital to ensure that these alternatives ways of life are not forcibly erased.

Institutions of higher education play a critical role in regulating student behavior; however, existing research has given limited attention to how students themselves interpret conduct addressed through campus disciplinary systems. The present study examined how college students differentiate institutional misconduct from crime in university settings and whether those judgments are associated with perceptions of institutional legitimacy. Data was collected through an online Qualtrics survey administered to 146 students at the University of Nebraska at Omaha. Participants were presented with six vignette-based scenarios depicting campus-relevant behaviors and asked to classify each as criminal or non-criminal, rate its perceived severity, and identify …

Owning a motor vehicle and a smartphone are modern conveniences that most Nebraskans were accustomed to by 2024. 1 The combination has, however, proven to be a modern challenge for roadway safety. Traffic crashes stemming from cellphone distractions have increased steadily since 2016, and traffic fatalities have fared no better since 2019. 2 Cellphone laws restricting the use of cellular devices while operating a motor vehicle may offer some relief. Although most states, including Nebraska, have text-messaging bans, others have begun instituting additional legislative mandates prohibiting cellphones while driving—often termed a hands-free policy (HFP). This report presents pre- and post-training survey results for Phase 1 of the Nebraska Department of Transportation (NDOT) grant. Law enforcement officers regularly interact with individuals who have experienced trauma. These encounters can be complex, unpredictable, and high stress. Trauma-informed policing training is intended to give officers practical tools to recognize trauma responses, communicate more effectively, and reduce unnecessary escalation during these interactions.

Insight into aggression among early adolescents is important to understanding its predictors and consequences. In adolescence, aggression is typically related to underlying issues. Addressing this is important, as unmanageable aggression progressing past early adolescence can result in involvement in the criminal justice system. Studies show that peer victimization is associated with increased levels of aggression. Aggressive adolescents may attract victimization from their peers, or those who are victimized may respond with aggression. This research explores the line between consensual sex work and sex trafficking to gain a better understanding of the prevalence and pathways through which sex work may transition into sex trafficking. Semi-structured interviews were conducted with law enforcement professionals that work closely with survivors of sex trafficking to examine the pathways from consent to coercion. An interview with a former sex worker, now college professor, was also conducted to examine the lived experience and academic perspective. Since the 1972 Munich Olympics, mass gatherings for sport, music, and other entertainment have been viewed as highly vulnerable, culturally significant targets for terrorist attacks. Although research on the enactment and implications of terrorism have become more commonplace, comparatively little research has examined terrorism in the context of organized gatherings and the event venues which host them. Through a rapid evidence review, we summarize empirical research on (a) international incidents of terrorism and (b) perceived terrorism risks at large-scale public events and event venues, as well as (c) their psychological, behavioral, and social/news media effects. What information about teams, case management, reporting, information sharing, and training guidance are included in publicly available K-12 Behavioral Threat Assessment and Management (BTAM) guides? How does this information differ between K-12 BTAM guides created proactively versus those created reactively in response to an exogenous shock? In this thesis, I explore these questions by analyzing 30 publicly available K-12 BTAM guides. This study contributes to the sparse criminal justice literature on the use of BTAM guides, notably increasing the literature on BTAM responses to exogenous shocks. Findings indicate that although general information is usually included, specific details are often lacking. …

According to the Murder Accountability Project and Federal Bureau of Investigations, “nearly 340,000 homicides and non-negligent manslaughter cases went unsolved in the U.S. from the year of 1965 to 2021 alone” (FBI; 2021). Hidden in the corners of the Justice System are endless cases that go unsolved, untouched or just too long forgotten these crimes carry no answers, no justice, and no closure. Human trafficking is a pervasive and persistent global problem, affecting almost every nation. The United Nations developed a standard known as the Palermo Protocol that provides a comprehensive definition and international strategy for criminalizing and punishing trafficking offenders. This protocol defines human trafficking in terms of its act, means, and purpose. Human trafficking can take on many contexts, such as sex, labor, or servitude, but is uniformly concerned with exploiting individuals, usually from vulnerable populations, for personal profit. This report serves as Deliverable 7: Collective Analysis, as tasked by the Department of Homeland Security (DHS). The primary goal of this effort was to review literature (both academic and practitioner-based) related to threats found in K-12 schools, and to validate findings from the literature with interviews with subject matter experts (SMEs). Interviews discussed threats and vulnerabilities SMEs face along with their needs for future risk assessments. This review provides insights within and across interviews from SMEs and resource coding, identifying common and emerging themes that schools experience. The findings will inform the development of a comprehensive K-12 risk assessment …

This document fulfills the legislative requirements of LB 840, the Poverty Elimination Action Plan, aimed at reporting on Omaha efforts to eliminate poverty and developing a comprehensive strategy to eliminate poverty in Omaha, NE. It reviews research and policy interventions addressing poverty, incorporates community-driven and secondary data for a needs assessment, and offers actionable recommendations for poverty alleviation. The report also provides guidance on implementation, sustainability, and progress tracking. A brief conclusion at the end of this report is followed by appendices detailing supplementary data and analysis.

Human trafficking has been a persistent societal problem with significant costs for states, the nation, and across the world. Victims struggle to recognize that they have endured having been trafficked and society lacks the awareness and understanding that is necessary to help. While many organizations have implemented programs aimed at helping victims escape and recover, victims often remain unaware of what resources are available.
