Community resilience is widely recognized as a participatory approach to managing climate disasters. However, limited empirical research specifically examines how community leaders carry out the work of building that resilience in rural, climate-vulnerable communities. This qualitative case study addressed that issue by exploring the role of community leaders in building resilience against climate disasters in a rural, climate-vulnerable Midwestern community with a history of such events. Flooding is one of the most devastating natural hazards, causing significant economic losses and threatening public safety. While social media has emerged as a powerful tool for disaster communication, its effectiveness in rural flood risk management remains underexplored. This study evaluates the role of social media in disseminating flood-related information and engaging communities during and after 2019 Nebraska floods. This study incorporates SWOT (strengths, weaknesses, opportunities and threats) analysis method to examine how the seven core communication functions were utilized for flood risk management at the state, regional, and local levels. Social justice is widely recognized as a foundational value of the social work profession, yet research indicates inconsistencies in how social justice is defined, taught, and experienced within social work education. This study examines how undergraduate social work students make meaning of social justice learning in relation to their own lived experiences. Using a critical narrative inquiry approach grounded in constructivist qualitative methodology, this study explores how students narrate their experiences of social justice education and how those narratives reveal tensions between professional ideals and classroom realities. Effective drought management depends not only on the accuracy of scientific data, but also on how that information is communicated and understood by diverse audiences. This dissertation examines drought communication through the lens of science communication, with a focus on improving readability, accessibility, understandability, and usability of drought information. Using a manuscript-style format, three studies investigate how drought information is written, delivered, and applied. Chapter 1 provides a brief overview and outline of this dissertation. Restaurants exhibit noise levels that vary with occupancy over a typical operating day. When noise levels become excessive, customer comfort is diminished. While many previous works have surveyed noise levels in restaurants over short time intervals, there has been little work to comprehensively examine noise levels over a full operating day, while also tracking occupancy levels and thoroughly measuring unoccupied acoustical parameters. This article analyzes Season 3, Episode 5 of Sex and the City, “No Ifs, Ands, or Butts,” through the lens of Black feminist theory. It investigates how race and gender are constructed, stereotyped, and selectively represented within the episode’s narrative. The analysis focuses on two Black characters who were featured only in one episode of the series, Adeena and Chivon, and examines how the show portrays harmful stereotypes such as the angry Black woman (Adeena) and sexualized Black male (Chivon) in the episode. Four years ago, the Supreme Court revolutionized Second Amendment law in New York Rifle & Pistol Ass’n, Inc. v. Bruen by instituting a test concentrated on text, history, and tradition. To uphold a firearm regulation, the government must demonstrate a relevantly similar historical analogue. Shortly after, the Court affirmed but clarified its position in United States v. Rahimi by performing the Bruen analysis at a higher level of generality and rejecting a challenge to 18 U.S.C. 922(g)(8). The Court’s evolving Second Amendment jurisprudence offers fertile ground for the Court’s originalists to elucidate their perception of constitutional interpretation. In Rahimi, Justice …

“It is curious that the Legislature has chosen to give a presumption of probation for more serious felony offenses, but not for lesser misdemeanor offenses.” With those words, Judge Bishop concluded a heart-wrenching opinion in State v. Anderson, which upheld Courtney Anderson’s sentence of 240 days in jail. Despite being sentenced for a first offense Class I misdemeanor and nearly every sentencing factor counseling in favor of probation, the district court decided to separate Ms. Anderson from her two children, one of whom was a newborn. Over the last thirty years, the use of restorative justice within and adjacent to state juvenile and criminal proceedings, including community contexts, has expanded significantly in the United States. As such, what once could be fairly characterized by scholars as a norm and practice at the legal margins has moved widely into the mainstream. This dissertation presents a comprehensive analysis of factors influencing crash injury severity across diverse road and work zone environments. Using advanced statistical modeling techniques, it examines crash outcomes in four critical contexts: general road crashes, work zone crashes, truck-involved crashes, and high-speed rear-end collisions. A mixed logit modeling framework with random parameters, incorporating heterogeneity in parameter means and variances, is employed to capture unobserved heterogeneity in crash data. The analyses are further refined through targeted segmentation by speed regime, work zone type, and crash type to identify context-specific risk factors. Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. Atmospheric turbulence presents a significant barrier to long-range facial recognition, introducing severe geometric distortions and blur that degrade image quality. This thesis investigates deep learning approaches for mitigating these effects, with a focus on transformer based architectures and domain adaptation strategies.

An in-depth benchmarking study was performed using convolutional neural networks (CNNs) and vision transformers (ViTs) on the Husker BRIAR Research Collection from up to 500m (HBRC-500) face dataset. The Hickory Street Square Revitalization Project seeks to transform a central public space in Sidney, Nebraska into a dynamic, community-oriented area that supports local events, economic activity, and cultural heritage. Indigenous people have been the victims of harsh persecution since the time of colonization; this has negatively impacted Native communities and has contributed significantly to the ongoing crisis of Missing and Murdered Indigenous Women and Children (MMIWC) across the United States and Canada. Under Legislative Bill 154, Richards et al. (2021) conducted an initial study to identify missing Native cases in Nebraska and in 2023, the Attorney General appointed a Missing and Murdered Indigenous People (MMIP) Liaison to help combat the number of missing Indigenous in the state. The increasing reliance on Smart Grid Substation Networks for efficient electricity distribution has amplified cybersecurity vulnerabilities, particularly within Supervisory Control and Data Acquisition (SCADA) systems. The IEC 60870-5-104 (IEC-104) protocol, widely adopted for communication between Remote Terminal Units (RTUs) and Human-Machine Interfaces (HMIs), lacks inherent encryption and authentication mechanisms, rendering it susceptible to sophisticated cyberattacks. This dissertation addresses a key puzzle: Why do states sometimes adopt nationally polarized policies, such as climate change legislation, even when doing so does not align with strict partisan interests? The analysis focuses on “landslide states,” where a single party overwhelmingly dominates, and the minority party cannot realistically expect to gain a majority. In these environments, reduced partisan conflict allows minority party legislators to break from traditional partisan paths. As a result, I argue that electoral motivations drive them to signal moderation by advancing liberal policy agendas or incorporating provisions that minimize backlash from their core constituents in landslide states. …

This report details 943 responses to the 2025 Nebraska Rural Poll, the 30th annual effort to understand rural Nebraskans’ perceptions. Respondents were asked a series of questions about their confidence in institutions. Trends for some of the questions are examined by comparing data from the 2017 Poll and 2021 Poll to this year’s results. In addition, comparisons are made among different respondent subgroups, that is, comparisons by age, occupation, region, etc. Based on these analyses, some key findings emerged:

Rural Nebraskans are more positive about the current change in their communities this year but are less positive about its future. Starting three years ago, the proportion believing their community changed for the worse was more than the proportion believing it had changed for the better (similar to what occurred in 2003 and 2009). This study assesses the effectiveness of precipitation zones and Intensity-Duration-Frequency (IDF) curves used by the Nebraska Department of Transportation (NDOT) for designing drainage structures. Twenty stations were selected for the analysis of revised IDF curves out of forty-two stations. Datasets have been considered from the National Center for Environmental Information (NCEI). By Comparing the new curves with existing ones, the study efforts examine the frequency, duration and severe rainfall. Some rural Nebraskans have used artificial intelligence (AI) tools. Just over one-quarter have used any AI tool. However, most younger persons have used AI tools.

Given that, it is not surprising that most rural Nebraskans are not at all or slightly informed about artificial intelligence. Just over one-third are moderately informed about AI, and just over one in ten are either very or extremely informed about AI.

According to Climate Central, a policy-neutral non-profit, “While Nebraska ranks fourth among U.S States for potential wind energy generation, it ranks 15th in installed capacity.” What is the number one reason Nebraska has not fully tapped into its potential, which would have numerous economic and climate benefits? This dissertation explores novel algorithms for complex geospatial problems at the intersection of environmental, social, and computational sciences. Emphasizing the unique challenges of the geospatial domain, particularly the deviation from the independent and identical distribution (IID) assumption, the research spans various methodologies across different domains, demonstrating the benefits of specialized approaches in spatial analysis.

First, we show that machine learning techniques can be effectively used in environmental modeling, which often has severe class imbalance challenges. Specifically, it analyzes what contributes to the disparate homiciderate for indigenous women by non-Indian offenders in IndianCountry. This paper concludes that to help combat the problem, the federal government should restore tribal criminal jurisdiction over crimes of homicide occurring in Indian Country where the victim is Indian, and the perpetrator is non-Indian.
