The 2020 COVID-19 outbreak has caused significant disruption to economic and social systems. New York City, as the United States’ largest city and among the nation’s most densely populated, was an early epicenter of the crisis. Modifications to the design, planning and operations of the city’s public realm have been important components of the city’s overall response to mitigate the effects of the pandemic while also facilitating economic recovery and providing social, educational, and recreational opportunities for city residents. Between 1994 and 2011, those falling within this category increased by 330%; they are currently the fastest growing age group in the federal correctional system. Science research in the twenty-first century increasingly results in powerful and rapidly disseminated technologies that raise concerns over technological risk and public safety. A common recommendation for assessing and managing controversial research is to perform a quantitative risk-benefit analysis (RBA) in order to help determine an appropriate course of action. However, these recommendations lack guidelines on how to perform such an assessment. This dissertation lays out a detailed argument why a quantitative RBA should not be used as a basis for making complex policy decisions. Since the subprime mortgage crisis, many banks agreed to pay huge sums to settle the government's accusations that they sold flawed mortgage securities in the 2008 crisis. The Bank of America, JP Morgan, Citi, Wells Fargo, and many other banks have paid a total of more than $130 billion for claims that they intentionally misled investors or were guilty of financial wrongdoing. Is there evidence to support this position and is it fair to assign equal blame to all the big banks? Real-time localization and tracking of people and assets within buildings is in high demand in many applications. These tasks are very challenging in indoor environments due to the physics of signal propagation and the multi-path interference. Satellite-based technologies such as the Global Positioning Systems (GPS) are notoriously unreliable in indoor environments. As a result, a variety of novel technologies have been developed to fill this gap. The world faces urgent problems related to global water pollution. New fast, efficient, green, and cost-effective purification technologies can play a crucial role in solving contamination issues and offering fresh water supplies. In this research, two of the most abundant natural polysaccharides, cellulose and chitin, are extracted from wood pulp and shrimp shells, respectively, by using a series of chemical/physical treatments to produce nanofibers of 5 nm to 20 nm in width and a few microns in length, and investigated as functional components in water purification membranes. My dissertation explores the social experience and environmental politics of mass incarceration in five communities in New York's Adirondack Park, with a focus on the period 1975-1999. Historians, sociologists, and criminologists have enhanced our understanding of criminal law and its impacts on lawbreakers, their families, and communities. By the same token, environmental historians have expanded our knowledge of the dynamic forces that contributed to the making of parks and recreational spaces across the United States. Given the exponential increase in mobile data traffic, there is a growing fear of an im- pending spectrum crunch. Shared use of the so-called ‘Whitespace’ spectrum offers a solution. Whitespace spectra are those that are already licensed for specific use but is understood to be ill-utilized over space and time. Examples include spectra used by ter- restrial TV broadcast or various radars. Shared use of such Whitespace spectra requires that incumbent licensed devices (primary) would have priority. This article focuses on Enrico Brizzi’s L’inattesa piega degli eventi [The Unexpected Turn of Events, 2008], La nostra guerra [Our War, 2009], and Lorenzo Pellegrini e le donne [Lorenzo Pellegrini and the Women, 2012], a trilogy of alternative history novels that imagines what would have happened to the Italian empire if Italy had not allied with Germany during the Second World War. Drawing on Giorgio Agamben’s reflections on contemporaneity (2009), I analyze how this trilogy represents Fascism and its colonial legacy in relation to the history of politics and soccer in Italy. Damaging wind events not associated with severe convective storms or tropical cyclones can occur over the Northeast U.S. during the cool season and can cause significant problems with transportation, infrastructure, and public safety. These non-convective wind events (NCWEs) events are difficult for operational forecasters to predict in the NYC region as revealed by relatively poor verification statistics in recent years. This study investigates the climatology of NCWEs occurring between 15 September and 15 May over 13 seasons from 2000-2001 through 2012-2013. The events are broken down into three distinct types commonly observed in the region: pre-cold frontal (PRF), post-cold frontal …

This paper examines the external and internal changes that occurred in the French language as a result of the French Revolution. In terms of external changes, it examines the perception and overall regulation of the language that resulted directly from the social and political upheaval of French society in the late eighteenth century. While most external changes that were attempted did not come to fruition during the Revolution itself, many aspects of the French language of the early twenty-first century can trace their heritage back to the ideals of the movement. My dissertation explores the realistic dimensions of the cultural threats posed by immigrants and their impacts upon Americans' immigration policy preferences. Cultural threat, at present, is an under-theorized concept within the opinion research on immigration. The existing literature conceptualizes the cultural threats posed by immigrants largely in terms of social identity and symbolic politics theories, where immigrants are cast as posing a collective level threat to the American identity and its related symbols. What remains largely under-developed is a theoretical and empirical exploration of the more tangible and realistically rooted cultural threats posed by immigrants to individual native born citizens. …

Since the 1980's, the common practice in handling juvenile justice involved youth in the United States has been with punitive sanctions and institutional placement. The general agreement among policy makers, politicians and juvenile justice professionals is that there is a better way to help these young men and women than with institutional placement or detention. In cellular networks, a recent trend is to make spectrum access dynamic in the spatial and temporal dimensions, for the sake of efficient utilization of spectrum. In such a model, the spectrum is divided into channels and is periodically allocated to the base stations in both centralized and distributed manners with different goals in mind for each approach.For the centralized approach, an auction-based market mechanism is favored due to its simplicity, efficiency and high utilization of the spectrum.
