Development challenges transverse the countries of Africa. This explains why the continent has progressed with comparative slowness in the global community. Among these challenges, the phenomenon of elite corruption proves to be one of the most potent. The paper offers a flash of intellectual insight that simultaneously distils the conceptual orientation of the phenomenon of elite corruption and also unravels its various dimensions in the African context. To achieve the latter goal, the paper adopts the theory of rent-seeking. Judicial activism has been accused of being an undue activity of judges, who should restrict themselves to the interpretation of the law. In this article, we argue that this conception is wrong: judicial activism does not imply a distortion in political and judicial structures, but it should be understood as an expected feature of legal interpretation in complex political systems. In contemporary liberal democracies, legislation cannot regulate all situations, and thus the only way to affirm its universality is through flexible interpretation, which grants to society the ability to adapt its legal system to new circumstances without the need to …

Translation Memory (TM) technology has been enjoying a good deal of popularity among translation theorists and practitioners since it came onto the market in the 1990s. A theoretical framework for TM vis-à-vis Machine Translation (MT) is first discussed. The paper then examines the applicability of a TM tool, namely Translator’s Workbench (TWB), to Arabic, and the ensuing problems as illustrated by the translation output of ten postgraduate translation students at Al-Quds University for the academic year 2012/2013. Variational Iteration Method For The Burgers' Flow With Fractional Derivatives—New Lagrange Multipliers, Guo-Cheng Wu, Dumitru Baleanu

The flow through porous media can be better described by fractional models than the classical ones since they include inherently memory effects caused by obstacles in the structures. The variational iteration method was extended to find approximate solutions of fractional differential equations with the Caputo derivatives, but the Lagrange multipliers of the method were not identified explicitly. In this paper, the Lagrange multiplier is determined in a more accurate way and some new variational iteration formulae are presented.

The present paper explores how a third language is dealt with in the translation from Arabic into English, illustrated with al-Qamar il-Murabaʻ: Qiṣaṣ Ghrāibyia by Syrian writer Ghada as-Samman (1994), translated by Issa Boullata (1998) as ʻThe Square Moon: Supernatural Talesʼ (SMST). The paper adopts particularized a theoretical praxis approach. A cost-effective solution in intercultural communication has been subtitling from English into Arabic for the past few decades. Subtitling stands as one of the most and oldest translation practices in the Arab World. However, the practice is done with blithe disregard for the technical dimension (e.g. space, segmentation, colour, synch etc) and polysemiotic channels (e.g. dialogue, music, picture etc). Results show ʻtwo-bitʼ technical aspect of subtitling; thus the strategies employed by film subtitle translators are questionable. Therefore, the paper argues that subtitling/translation strategies should be sought within the ambit of technical dimension of subtitling.

Efficient and reliable materials for gas separation, syngas production, and hybrid nuclear power plants must be capable of reliably operating at a high-temperature range of 700-1000°C and under exposure to highly oxidizing and reducing conditions. Candidate materials for these applications include alkaline metal doped lanthanum ferrite.
In the first study, the impact of A site substitution by different alkaline metals on lanthanum ferrite (LMF, M=Ca, Sr, and Ba) was investigated. Abstract: The effects of a mindful awareness intervention on improving memory and affect levels amongst three late-adolescent participants was examined using an alternating treatments design. The results of the intervention demonstrated differing degrees of effectiveness for each participant, suggesting both psychological and educational applications.

In this paper, a new configuration of a three-phase five-level multilevel voltage-source inverter is introduced. The proposed topology constitutes the conventional three-phase two-level bridge with three bidirectional switches. A multilevel dc link using fixed dc voltage supply and cascaded half-bridge is connected in such a way that the proposed inverter outputs the required output voltage levels. The fundamental frequency staircase modulation technique is easily used to generate the appropriate switching gate signals.
