Guilty Property: A Qualitative Analysis Of Civil Forfeiture, Brian Johnson, Greg Warchol

The objective of this article is to explore how property seized under the federal civil-judicial forfeiture laws for drug law violations is proceeded against by the government. The methodology is primarily exploratory. A sample of federal civil-judicial drug forfeiture cases is described and then analyzed in regard to the relative importance of the cases’ characteristics. The findings raise serious questions about the use of this policy and the government’s intent behind forfeiture. Implications and suggestions for future research are also presented.

A genetic linkage map of the canine genome has been developed by typing 150 microsatellite markers using 17 three-generation pedigrees, composed of 163 F2individuals. One hundred and thirty-nine markers were linked to at least one other marker with a lod score ≥ 3.0, identifying 30 linkage groups. The largest chromosome had 9 markers spanning 106.1 cM. The average distance between markers was 14.03 cM, and the map covers an estimated 2073 cM. Eleven markers were informative on the mapping panel, but were unlinked to any other marker. These likely represent single markers located on small, distinct canine chromosomes. This map …

We have constructed a collection of canine–rodent microcell hybrid cell lines by fusion of canine fibroblast microcell donors with immortalized rodent recipient cells. Characterization of the hybrid cell lines using a combination of fluorescencein situhybridization and PCR analysis of canine microsatellite repeat sequences allowed selection of a panel of hybrids in which most canine chromosomes are represented. Approximately 90% of genetic markers and genes that were tested could be assigned to 1 of 31 anonymous canine chromosome groups, based on common patterns of retention in the hybrid set. The crystal structure of the racemic title compound, C18H20NO6P, m.p. 428-431 K, has been determined by X-ray diffraction. The title compound consists of a tetrahedral P atom bonded to two methoxy groups, and an alkyl chain. The alkyl chain was substituted at position 1 with a carbamate and with an epoxide at positions 2 and 3. The relative configuration of the 1-carbamate and 2,3-epoxide substituents was confirmed as anti (1S,2R,3S). The crystal structure contains an enantiomeric pair with two intermolecular hydrogen bonds in a 14-membered ring. The hydrogen bonds are formed between the P=O of one enantiomer and the N-H …

The quality and value of an area depend primarily on what is found within
its designated boundaries. To determine the value of such areas in terms of boundaries,
we have developed a methodology for integrating multi-attribute utility functions with
spatial analysis so that desirable, or appropriate, boundaries can be determined on the
basis of the goals and objectives for the park. The key to successful evaluation is the
development of measures for what decision makers value, rather than merely using

Photolithographic Patterning Of Vacuum-Deposited Organic Light Emitting Devices, Peifang Tian, P. E. Burrows, S. E. Forrest

We demonstrate a photolithographic technique to fabricate vacuum-deposited organic light emitting devices. Photoresist liftoff combined with vertical deposition of the emissive organic materials and the metal cathode, followed by oblique deposition of a metal cap, avoids the use of high processing temperatures and the exposure of the organic materials to chemical degradation. The unpackaged devices show no sign of deterioration in room ambient when compared with conventional devices fabricated using low-resolution, shadow mask patterning. Furthermore, the devices are resistant to rapid degradation when operated in air for extended periods. This work illustrates a potential foundation for the volume production of …

Protected areas in India have historically been established on an ad hoc basis with little attention to the conservation value of an area. This study focuses on a set of protected areas in the Agastyamalai region of the Western Ghats (WG), India. We examine forest loss and land-use changes in the study area from the early 1900s to 1960 and from 1960 to 1990. We use GIS to perform a biodiversity gap analysis of the protected areas in the study site. Price-matching policies can be highly anticompetitive. They allow firms to raise their prices above competition levels by discriminating in price between informed and uninformed customers. The resulting high prices can persist even when new firms enter the industry, a fact that gives price matching the potential to be much more socially costly than an ordinary monopoly or cartel. At the same time, widespread entry implies that the agreement among sellers that is typical of a Sherman Act price-fixing case may be absent. International Trade Between Consumer And Conservationist Countries, M. Scott Taylor, James A. Brander

M. Scott Taylor

We consider trade between a Consumer country with an open access renewable resource and a Conservationist country that regulates resource harvesting to maximize domestic steady-state utility. In what we call the mild overuse case, the consumer country exports the resource good and suffers steady-state losses from trade, as suggested by the conventional wisdom that weak resource management standards confer a comparative advantage on domestic firms in the resource sector but cause welfare losses. Strikingly, however, when the resource stock is most in jeopardy, the conservationist country exports the resource good in steady state and both countries gain from trade.
