Most research into post-fire geomorphology has been conducted in regions with frequent fire, such as in dry Mediterranean and temperate climates and less has been conducted in wet forests where wildfire is now expanding with climate change. Because climate, soils, topography, vegetation, management legacies and fire history influence post-fire geomorphic processes, research into post-fire erosion and debris flow hazards across a broader set of climatologies is needed. With the Portland Police Bureau (PPB) adopting drone technology in 2024 as a tactical tool, officers have begun to experience change in the way they approach their roles as they learn to work in conjunction with this new technology. Known as the Unmanned Aerial Support program (UAS), this drone program is embedded into PPB's patrol unit. Individuals of Asian descent make up approximately 7.4% of the U.S. population. As one of the fastest-growing minority groups, their population is projected to reach nearly 15% by 2065, with 38% being foreign-born – surpassing all other racial minority groups. Despite their increasing presence in the U.S. workforce, research on Asian workers' nonwork experiences remains limited. One key unexplored area is how Asian workers engage in recovery after work, considering their unique cultural and racialized experiences. Oregon's Critical Energy Infrastructure (CEI) Hub in northwest Portland contains a large portion of the state's liquid fuel storage and distribution capacity and is located in an area susceptible to liquefaction and earthquake-induced permanent ground deformation during a Cascadia Subduction Zone earthquake. Initial Seismic Vulnerability Assessments submitted under Oregon's Fuel Tank Seismic Stability program provide valuable facility-specific information, but the assessments vary in subsurface characterization, treatment of fine-grained soils, ground motion selection, and deformation estimation methods. This variability complicates interpretation of regional seismic risk and motivates a consistent corridor-scale analysis.

This study explores the relationship between race, gender identity, sexuality, and prison sentence length using data from the Survey of Prison Inmates, 2016. While state and federal guidelines are ostensibly in place to prevent disparate sentencing outcomes, research still finds disparities in prison sentence lengths across identities of defendants. Women generally receive more lenient sentences than men, and may be shown chivalry when processed through the criminal legal system. However, qualifications for chivalrous treatment have historically only been accessible to certain women (i.e. cisgender, heterosexual, white women). High precision lightning localization is essential for atmospheric research and public safety, yet the high cost of traditional VLF/LF systems restricts high resolution detection primarily to well funded agencies. Furthermore, conventional low frequency receivers often overlook microwave frequency emissions associated with lightning leader development. This thesis proposes a compact, low cost microwave frequency localization system operating in the 1.42 GHz band to provide an accessible alternative for high resolution mapping. The abrogation of Article 370 of the Indian Constitution on August 5, 2019, revoked the special autonomous status of Jammu and Kashmir (J&K) under the Indian administration. Traditional journalistic ethics have emphasized detachment from sources and objectivity guiding journalists' practices. In this thesis, I explore the contribution of care ethics to the field of journalistic ethics, emphasizing care in relation to interviewing vulnerable sources. I claim that the traditional objective, detached ethical status quo in journalism is insufficient in the context of reporting on mass shootings. This thesis argues that caring journalistic practices should be utilized when interviewing traumatized, vulnerable sources. Individuals with severe mental illness (SMI) are highly overrepresented in jails. In Oregon, these individuals can be eligible for what is referred to as the aid and assist process (ORS 161.370) which is designed to facilitate restorative care in efforts to ensure that vulnerable individuals can rationally participate in their criminal proceedings. However, continuous escalation in aid and assist orders (109.3% between 2011-2025) has led to strain on the Oregon State Hospital, the primary care facility for this population. This thesis examines the relationship between business owners and individuals experiencing homelessness within urban commercial districts in the United States, arguing that the dynamic is shaped primarily by spatial concentration, uneven power structures, economic pressure, and public framing rather than simple conflict between competing interests. Drawing on stakeholder analysis, business perception surveys, a mixed-methods study, and an original content analysis of 50 news articles spanning 23 states, this thesis identifies a consistent pattern: business owners broadly perceive homeless presence as negatively impacting safety, cleanliness, and consumer behavior. In a political climate shaped by surveillance, labor precarity, policing, and immigration enforcement, questions of (in)security increasingly organize everyday life. Governments justify security measures through the language of public safety, even as many people experience insecurity surrounding housing, healthcare, employment, and the future itself. Although critical security studies have examined policing, militarism, and surveillance extensively, youth are often overlooked as political actors despite their central role in social movements. AbstractOregon’s pretrial system operates under a common statewide legal framework, yet detention and release outcomes do not appear fully consistent across jurisdictions. Earlier research on pretrial decision-making has largely focused on judicial discretion, individual-level legal factors, and the use of risk assessment tools, while giving less attention to the district-level environments in which those decisions are made. This study examines whether variation in institutional capacity, political context, demographic composition, and socioeconomic conditions corresponds with differences in pretrial outcomes across Oregon’s circuit court districts.

This paper examines the causes and consequences of the Great Plague of Marseille (1720-1722), which was one of Western Europe's last major outbreaks of the bubonic plague. Although European port cities had developed quarantine systems to prevent epidemics, Marseille’s outbreak revealed how these protections failed in practice. This paper argues that the plague became so devastating not because of a lack of institutional systems, but due to fragmented local authority, delayed government intervention, and the prioritization of economic interests over public health. Forest fire and climate change are reshaping the snow hydrology of the Pacific Northwest of the United States, yet the combined effects of these disturbances on snow accumulation, storage, and melt timing remain poorly quantified in these Mediterranean mountain watersheds. The purpose of this study is to examine how the sequencing of budget simulations influences the alignment between priority goals and budgetary decisions. Drawing on behavioral perspectives, the study posits that two simulation sequences—goal setting to budgeting (default) and budgeting to goal setting (alternative)—shape individuals' budgetary responses, particularly the proximity between a program's total cost and the corresponding budgetary allocations. An increase in the occurrence of large, high severity wildfires in the western Pacific Northwest (PNW), USA, has created an urgent need for science to better inform forest management and policy decisions to maintain source water quality in the region. This study investigates the extent to which individuals exhibit consistency in their preferences during sequential budget simulation exercises, as well as the factors that shape these preferences. Grounded in behavioral and citizen participation frameworks, the analysis demonstrates that the simultaneous use of priority-setting and budget-balancing modules encourages participants to allocate resources in ways that reflect their previously articulated priorities. While instances of inconsistency remain common, preference consistency is associated with participants’ sustained support for their favored programs, their commitment to ensuring adequate resource allocation, and, to some extent, their willingness to finance these programs. The 1983 death of Michael Stewart, a young Black graffiti artist, exposes the violent logic at the center of New York City’s War on Graffiti. Under Mayor Ed Koch and the rise of broken windows policing, graffiti was framed as a racialized symbol of disorder used to justify intensified control of public space. Rather than becoming political in this moment, graffiti is understood here as an already politicized form of expression shaped by racial and spatial inequality. Numerics is a free and open-source numerical computing library for .NET, developed by the U.S. Army Corps of Engineers Risk Management Center (USACE-RMC). The library provides 43 univariate probability distributions with L-moment and maximum likelihood parameter estimation, eight Markov Chain Monte Carlo (MCMC) samplers for Bayesian inference, bootstrap uncertainty quantification, bivariate copulas, optimization algorithms, and numerical methods for integration, differentiation, root finding, and linear algebra. Urbanization reshapes ecological processes by fragmenting habitat and altering patterns of human-wildlife interaction, often reducing biodiversity. However, at the household scale, residential yards can either enhance or inhibit ecological connectivity - functioning as informal habitat stepping stones or barriers to wildlife. This dissertation examines the intersection of Italian neo-fascism, the Mediterranean migrant crisis, and digital media. Through a qualitative content analysis of the Twitter and Instagram posts made by Italy's center-right parliamentary coalition from 2014-2018, this research outlines frameworks that facilitate both the physical and social deaths of migrants. Twitter is a platform on which bite-sized xenophobic messages characterize migrants as criminals, spoiled youth, spreaders of infectious disease, and future terrorists--sometimes in a contradictory fashion. Recently, immigration has been a major focus in U.S. politics, more importantly with the current administration pushing for the implementation of punitive immigration policies. Research shows that perceived Latino threat is associated with support of Trump and harsh border controls. While existing research has expanded the perceived Latino threat and punitive border control attitudes among non-Latinos, less is known about how perceived Latino threat and punitive border control attitudes function within their own group and how they might vary across different generations of Latinos. This project investigates the intersectionality between race, mental health, and homelessness, emphasizing the dynamic interplay between structural factors and individual characteristics. Through an integrative literature review, the research addresses the question of how race, mental health, and homelessness are interconnected. The findings suggest a distinct relationship between untreated mental illness and an increased risk of homelessness, particularly among marginalized racial groups. In addition, some mental illnesses, such as anxiety and depression, have a higher incidence among those who face conflict due to racial discrimination.
