Items were received in 1996 or thereabouts and include information from the President's Executive Assistant. Items contain Economic Adjustment Programs, MU's CRP Annual Reports, a proposal for Flexible Manufacturing Center for MURC, and Coal Road (survey of southern WV mining and tourism potential). Cybercriminal groups continue to pose major threats to global cybersecurity. One of the most common types of cybercriminal groups are, “Ransomware-as-a-Service (RaaS)" groups, who create and sell ransomware. While research is conducted into the development of ransomware, there is limited reporting on the organizational structure and habits of RaaS groups. In 2022, prominent RaaS group Conti had their chat logs leaked, with the logs ranging from 2020 to 2022. This study seeks to provide a deeper understanding of RaaS group structures by utilizing the Conti leaked logs as a case study. Female-perpetrated violence has exhibited concerning data trends in recent years. Prior scholarship indicates that past victimization and trauma in childhood, known as adverse childhood experiences (ACEs), are highly prevalent among women offenders. However, the research concerning ACEs and violent females is scattered. This thesis provides a scoping literature review using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) updated 2020 guidelines. A systematic database search was conducted using Academic Search Complete, SAGE Journals, Springer Nature Link, and HeinOnline to identify relevant peer-reviewed journal articles. A Descriptive Study Of Culturally Responsive Practices In Positive Behavioral Interventions And Supports (Pbis) In West Virginia Elementary Schools, Janna Rae Coleman

This descriptive mixed-methods study examined elementary teachers’ implementation and perceived effectiveness of culturally responsive practices within existing Positive Behavioral Interventions and Supports (PBIS) systems in a West Virginia school district. Guided by Leverson et al.’s (2021) Culturally Responsive PBIS (CRPBIS) framework, the study explored five components of culturally responsive practice: identity, voice, supportive environment, situational appropriateness, and data for equity. Both quantitative and qualitative data were collected from 86 elementary teachers using the researcher-developed Culturally Responsive Practices in Existing PBIS Survey. Findings indicated that teachers reported frequent implementation and perceived effectiveness across all five components, with the supportive environment receiving …

This current paper has studied whether the psilocybin-assisted treatment has been linked with meaningful shifts in three clinical outcomes among adults 18 years old and above diagnosed with alcohol use disorder (AUD): percentage of heavy drinking days, abstinence rates, and neural responsiveness to alcohol-related cues. A literature review following a systematic approach was performed using guidelines from PRISMA 2020 based on four databases, namely PubMed and PsycINFO, and Scopus and CINAHL, where peer-reviewed articles published between 2015 and 2026 were included. Brought forth by common rhetoric, Appalachia is often viewed as the closest space to that of an empyrean domain. Separated from the sleepless city, its allure rests in its created identity of a quiet, green escape from the city, which offers serenity on all fronts. Although Appalachia can fulfill this profile, such an ascension ignores the burning yellow grass below. The purpose of this paper is to examine the history of the destruction of Appalachia through the lens of extractive industries and the region’s designation as a sacrifice zone. Child abuse and neglect are prevalent problems, affecting an estimated one million children worldwide each year. The purpose of this paper is to evaluate and analyze three potential solutions to reduce the rates of child abuse and neglect. The three programs that were suggested were: improving overall access to healthcare, therapy and counseling, and other support services for children and families who need them, implementing more Nurse-Family Partnerships across the United States for first time mothers with visits from a registered nurse, and increasing parent’s access to economic resources and improving families overall financial security. The Controlled Substances Act (CSA) is the primary regulatory and criminal legislation surrounding drugs in the United States. Passed in the 1970s, the CSA established the drug classification scheduling system we use today. Despite being over 50 years old today, the CSA has not achieved its goal of eliminating or even significantly reducing drug use and offenses. This paper conducts an analysis of the CSA's legislative intent versus its actual results through reviews of measures such as incarceration rates, inconsistent regulation, and disproportionate racial effects to argue that the Controlled Substances Act has failed in its mission while causing significant …

The purpose of this paper is to examine the continued concern about substance abuse/misuse and limited access to treatment in rural areas. Rural areas lack the adequate treatment needed to combat substance use disorder (SUD), mainly due to the lack of sufficient providers trained to identify, treat, and support those dealing with SUD. The opioid epidemic presents a profound and escalating public health and economic crisis in the United States. According to the CDC, the economic burden of opioid use disorder and fatal opioid overdose in the U.S. reached an estimated $1.02 trillion in 2017 alone, encompassing healthcare costs, lost productivity, criminal justice expenditures, and premature mortality. While current pharmacologic treatments—such as methadone, buprenorphine, and naltrexone—have proven efficacy, they are not without limitations, including high relapse rates, issues with compliance, stigma, and insufficient engagement in long-term recovery. These shortcomings necessitate an exploration of innovative, cost-effective interventions. One such promising alternative is psilocybin-assisted therapy. …

This dissertation is a phenomenological study exploring the educational lived experiences of institutional community and technical college Board of Governors members in relation to their preparation and training to serve. Board of Governors members carry a great deal of responsibilities serving in this role. The researcher will investigate the educational backgrounds of institutional board members who serve in this capacity. Among percussionists, the names of many marimbists come to mind before that of Vida Chenoweth (1928-2018), the pioneer of the modern marimba recital. Chenoweth began her first recital tour in the early 1950s at a time when the marimba did not yet have a dedicated solo repertoire, and women were largely excluded from performing on orchestral instruments. This thesis explores the musical and social contexts in which Chenoweth performed and worked, with particular attention to her recital history, critical reviews, and, through works written specifically for her performance, her technical abilities. The purpose of this case study is to provide direct insight into effective strategies for designing and implementing an in-prison restorative justice program. Mass incarceration remains a deeply entrenched characteristic of the U.S. criminal justice system, and prisons pose unique challenges to restorative practices, which literature on the subject often describe in general terms. By focusing on one organization successfully implementing in-prison restorative justice, the study aims at specifically illustrating how the prison system impedes attempts at providing restorative services and what practitioners might do to circumvent or otherwise mitigate those challenges. Introduction: The opioid crisis had a profound impact on public health across the United States and West Virginia, with overdose deaths reaching unprecedented levels by 2021. Traditional abstinence-only rehabilitation programs demonstrated limited success, largely due to high relapse rates and insufficient mental health support. These programs often overlooked the complex relationship between opioid addiction and co-occurring mental health disorders such as depression and anxiety, which are common among those with substance use disorders. In contrast, Medication-Assisted Treatment (MAT), when supplemented with behavioral therapies and antidepressant medications, has shown greater success in improving recovery outcomes and reducing relapse rates. Collegiate Recovery Programs (CRPs) have been around for decades, supporting higher education students by offering supports, resources, and a community. However, most existing research focuses on four-year institutions, and there is limited data on recovery supports at twoyear institutions, as well as limited research on recovery capital among this population. This study explores differences in recovery capital, a measure of internal and external resources supporting recovery, among students in CRPs at two-year versus four-year institutions in West Virginia by answering the following questions: 1.) This study examined the use and perceived effectiveness of instructional strategies among college students, with attention to differences based on GPA, class year, gender, and first-generation status. Four families of strategies—Information Processing, Personal, Behavioral, and Social/Family—were evaluated to understand how students engage with and benefit from various learning approaches. Findings indicate that students employ a multi-faceted set of strategies across all domains, with moderate to high levels of use and effectiveness. Information Processing strategies, particularly logically organized content, were reported as most frequently used and highly effective. Personal and Behavioral strategies, including self-monitoring, goalsetting, and active engagement, were widely applied …
