In 2019, this author published a literature review that identified and described 35 partnerships between academic libraries and athletics departments at higher education institutions in the United States, 20 of which were established for library marketing and development purposes. Most of these marketing and development arrangements were forged over a decade ago and the literature documenting them is pri-marily dated. This essay explores the vast potential for participatory and sustainable human development in Morocco. Though Morocco is a country with many diverse resources, it remains burdened by severe levels of poverty and illiteracy, and now growing social discord. There have recently been increased public calls for participatory development programs designed and implemented by and for local people. The essay identifies six existing Moroccan Frameworks intended to initiate decentralized human development programs, and critically examines their efficacy. Nigeria was under military rule for near to 30 years out of her 55 years of existence after independence. During this period, corruption reached peak levels causing societal retrogression. The dawn of the Fourth Republic in 1999 heralded the revival of elections in the country. It is against this background that this study investigates the extent to which democracy has advanced and improved the living standards of citizens and increased per capita income among others. This article draws from some theoretical and practical issues that emerge with connection to democracy and civil society in exploring democratization processes in Africa. It discusses the political economy of democracy in order to inspire the creation of popular democracy. It concludes that whereas democracy can bring new hopes and anxieties for the African people, its leaders and the emerging democratic governments must support the establishment of civil society to cement the need for pluralism and multi-party politics on the continent.
