A laboratory study was conducted to evaluate how rate and timing of urease inhibitor application affects ammonia emissions from simulated beef cattle feedyard surfaces. The urease inhibitor N-(n-butyl)thiophosphoric triamide (NBPT) was applied at rates of 0, 1 and 2 kg/ha, at 8, 16, and 32 day frequencies, and with or without simulated rainfall. Synthetic urine was added every 2 days to the manure surface. Gaseous NH3 was trapped in a sulfuric acid solution using a vacuum system and analyzed for nitrogen using automated procedures. NBPT applied every 8 days was most effective, with the 1 and 2 kg/ha NBPT treatments …

Concentrations of ammonia (NH3) and hydrogen sulfide (H2S) in ambient air were semicontinuously measured at a 50,000-head cattle feedyard in Texas panhandle in three seasons: fall 2002 (10 days), winter 2003 (14 days), and spring 2003 (15 days). Sampling was conducted at 1.5 m above the ground at one location each season at the western fence line of cattle pens. Gas concentrations were measured using continuous analyzers housed in an onsite instrument shelter. Measured concentrations were upwind or downwind of the feedyard pens depending on the wind direction. Wind directions, wind velocity, and air temperature were measured to correlate them …

A tool (TEAP) to evaluate in real-time and operational mode the air quality produced by industrial plants (power plants also) has been developed based on the third generation of air quality modelling systems. The system uses the non-hydrostatic mesoscale meteorological model MM5 (PSU/NCAR, USA) and the air quality modelling system (transport and chemistry) CMAQ (Community Multiscale Air Quality Modelling System) (EPA, USA) by using the so-called ON/OFF scenario which allows the user to have in advance (48 - 72 hours) a detailed information in time and space on what is the relative impact of the industrial emissions in an area …

On March 23, 2004, the Mineta Transportation Institute brought together experts in surface transportation and students from elementary, middle, and high schools to discuss sustainable transportation topics. The goal was to introduce the students to transportation-related careers and to inspire them to pursue the academic curriculae that would lead to success in those careers. Students from Maryland and California participated in a videoconference, during which they heard a keynote statement from the U.S. Secretary of Transportation Norman Y. Mineta. Department of Biological Systems Engineering: Papers and Publications

A field survey of total reduced sulfur (TRS) concentrations in the vicinity of beef cattle feedlots was conducted to compare field observations against current regulatory thresholds. In addition, environmental factors that may contribute to increased TRS emissions were evaluated. It was observed that TRS levels in the vicinity of beef cattle feedlots are not likely to exceed current regulatory thresholds used by midwestern states. It was further noted that concentration of TRS varies with air temperature and time of day. However, wet feedlot surface conditions and wind speed had almost no impact upon observed concentrations.

Regulators must rely on science to understand problems and predict the consequences of regulatory actions, but science by itself cannot justify public policy decisions. We review the Environmental Protection Agency's efforts to justify recent changes to its National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter, showing how the agency was able to cloak its policy judgments under the guise of scientific objectivity. By doing so, the EPA evaded accountability for a shifting and incoherent set of policy positions that will have major implications for public health and the economy.
