Creating Effective Broadband Network Regulation, Daniel L. Brenner
Creating Effective Broadband Network Regulation, Daniel L. Brenner
Daniel L. Brenner
ABSTRACT: The Internet is central to the business and pastimes of Americans. Calls for increased regulation are ongoing, inevitable, and often justified. But calls for “network neutrality” or “nondiscrimination” assume with little hesitation federal agency competence to give predictable and accurate meaning to these terms and create regulations to implement them. This article’s chief contribution to Internet policy debate is to focus attention on the likelihood of successful FCC Internet regulation -- a key assumption of some advocates. The article analyzes three characteristics that hobble the FCC, the likeliest federal agency to provide prescriptive rules. First, the record for the …

Abstract for Article: Exploring the Human Rights Implications of Microfinance Initiatives by Rebecca Farrar
Microfinance and microcredit (“MFI”) programs have been advanced as a way to make the world a better place. These programs involve making small loans to people who would otherwise be unable to borrow money to facilitate them starting their own businesses: frequently, the programs focus on women borrowers in developing countries. Muhammad Yunus of the Grameen Bank says microfinance and microcredit programs can literally end world poverty.
This Article explores MFI from several perspectives, with particular emphasis on human rights issues. The emphasis of MFI programs …
A Note On The Sub-Optimality Of Rank Ordering Of Objects On The Basis Of The Leading Principal Component Factor Scores, Sudhanshu K. Mishra
A Note On The Sub-Optimality Of Rank Ordering Of Objects On The Basis Of The Leading Principal Component Factor Scores, Sudhanshu K. Mishra
Sudhanshu K Mishra
This paper demonstrates that if we intend to optimally rank order n objects (candidates) each of which has m rank-ordered attributes or rank scores have been awarded by m evaluators, then the overall ordinal ranking of objects by the conventional principal component based factor scores turns out to be suboptimal. Three numerical examples have been provided to show that principal component based rankings do not necessarily maximize the sum of squared correlation coefficients between the individual m rank scores arrays, X(n,m), and overall rank scores array, Z(n).

Electronic Commerce And Legal Protection For Consumers In Spain, Juan-Antonio Mondejar-Jimenez, Mª Angeles Zurilla-Cariñana, Jose Mondejar-Jimenez
Juan-Antonio Mondejar-Jimenez
Electronic commerce is becoming increasingly common at international level. It is defined as “doing business electronically across the extended enterprise”, which includes all forms of business, administrative transactions and information exchanges in which any type of information or communication technology is used. It has also been defined as “the form of commerce that by using the services and links provided in electronic documents in the Internet, allows the customer to query, select and purchase a distributor's offer using a device that is connected to the Internet, in real time and at any time or place”. In Spain, the Information Society …

Process Modeling And Optimization Of Mono Ethylene Glycol Quality In Commercial Plant Integrating Artificial Neural Network And Differential Evolution,, Nadeem Muhammed Khalfe
Process Modeling And Optimization Of Mono Ethylene Glycol Quality In Commercial Plant Integrating Artificial Neural Network And Differential Evolution,, Nadeem Muhammed Khalfe
Nadeem Khalfe
This paper presents an artificial intelligence based process modeling and optimization strategies, namely artificial neural network – differential evolution (ANN-DE) for modeling and optimization of ultraviolet (UV) transmittance of mono ethylene glycol (MEG) product. UV transmittance is one of the most important quality variable of MEG that has impact on the polyester product quality. UV transmittance measures the presence of undesirable compounds in MEG that absorb light in the ultraviolet region of the spectrum and indirectly measures the purity of MEG product. They are in trace quantities in the ppb ranges and primarily unknown in chemical structure. Thus, they cannot …

It Takes More Than House Calls: Organizing To Win With A Comprehensive Union-Building Strategy, Kate Bronfenbrenner, Tom Juravich
It Takes More Than House Calls: Organizing To Win With A Comprehensive Union-Building Strategy, Kate Bronfenbrenner, Tom Juravich
Kate Bronfenbrenner
[Excerpt] Until recently, some national and local union leaders still argued that labor should circle the wagons and take care of existing members rather than spend scarce resources on organizing nonunion workers. Today those voices have largely been silenced by the hard numbers of labor's dramatic decline. As expressed in the platform of the new AFL-CIO leadership slate, the American labor movement must "organize at an unprecedented pace and scale." The question unions face today is no longer whether to make organizing a priority but how that can best be achieved.

Intelligent Multimedia Delivery? It’S A Question Of Semantics, Joseph Thomas-Kerr, I. Burnett, C. Ritz
Intelligent Multimedia Delivery? It’S A Question Of Semantics, Joseph Thomas-Kerr, I. Burnett, C. Ritz
Ian Burnett
Intelligent multimedia delivery uses semantic information about content to enhance the delivery process. This paper proposes a model for intelligent multimedia delivery that advances the state of the art by incorporating a concept of semantic distortion into the delivery optimization process. Furthermore, the model combines format-independence with rate-distortion optimization to provide a flexible framework for intelligent delivery of multimedia in existing and future formats. The paper provides a review of the existing work covering components of the model: scalable coding formats, rate-distortion optimization, format-independent adaptation, and semantic adaptation. It then details the model, and identifies open problems and opportunities for …

Pre-Processing Of Signals Observed From Laser Diode Self-Mixing Intereferometries Using Neural Networks, L. Wei, Joe F. Chicharo, Yanguang Yu, Jiangtao Xi
Professor Jiangtao Xi
This paper presents a novel neural network signal interpolation technique in order to eliminate the noise and disturbance associated with the self-mixing signal observed from optical feedback self- mixing interferometry (OFSMI). The proposed technique aims to improve the accuracy for displacement and moving track measurement of a target. The performance of the proposed approach is evaluated by both simulation and experimentation, with simulation revealing a measuring accuracy of A/25 for weak feedback and J20 for moderate feed back.

Carbon-Centric Computing: It Solutions For Climate Change, Aditya K. Ghose, Helen M. Hasan, T. Spedding
Helen Hasan
IT has a role to play in the current debate on climate change. The current discourse on IT and climate change views IT in a negative light, as a polluter. What remains unrecognized is the critical role of IT as a source of solutions to the climate change problem. We live in a massive, inter-connected Planet Earth Supply Chain. IT provides a range of tools to model, manage and optimize this supply chain. The University of Wollongong Carbon-Centric Computing Initiative (CCCI) seeks to seed a program of research that addresses the climate change problem with a range of computing technologies …

The “Troodos Hunting Expedition” came to light recently, as a result of a message received by Mr John Elverson who was doing a research on his great grandfather Edward William Dunlo Croker (14 September 1849 – 10 May 1893). Edward, born at Merrion Square North, Dublin, was the fourth son of Captain Edward Croker of Ballynagarde, county Limerick and his wife Lady Georgiana Ellen Monck ....The family still possesses, inter alia, two documents written by him, that shed some light on a period of his life with focus on Cyprus: First, an account of an expedition that he made to …

From Acquired Rights To Reverse Tupe: Employment Law Issues In Global Outsourcing Transactions, Ute Krudewagen, Carole Spink
Ute Krudewagen
The article analyzes the numerous employment law issues that arise in global outsourcing transactions. For many of these issues, there are no clear-cut answers on how a company (or the potential service provider) should proceed. For example, in some countries, relevant employees transfer by operation of law to the service provider, even if the parties do not with this to occur. In these circumstances, the parties will need to make important decisions on what to do with any “unwanted” employees who transfer automatically in spite of the parties’ intent. Similarly, the termination of “unwanted” employees can also pose its own …

Background A common SNP upstream of the INSIG2 gene, rs7566605 (g.-10,1025G>C, Chr2:118,552,255, NT_022135.15), was reported to be associated with obesity (Body Mass Index, [BMI]) in a genome-wide association scan using the Framingham Heart Study but has not been reproduced in other cohorts. As BMI is a relatively insensitive measure of adiposity that is subject to many confounding variables, we sought to determine the relationship between the INSIG2 SNP and subcutaneous fat volumes measured by MRI in a young adult population. Methods We genotyped the INSIG2 SNP rs7566605 in college-aged population enrolled in a controlled resistance-training program, (the Functional Polymorphism …

Companies will not survive long unless they join a threefold revolution in management itself, innovation, and information technology. Innovation plays a central role in economic development, at regional and national level. In the competitive environment companies are obliged to produce more rapidly, more effectively and more efficiently in new product development which is a result of research and development (R&D) activities. It is necessary for them to put together different capabilities and services with the goal, through cooperation between suppliers and customers, service providers and scientific institutions to achieve innovations of high quality. Depending on the type of industry, the …

"With the refocusing of attention of the labor movement on organizing, an increasing number of scholars have been directing their research toward the nature and practice of current union organizing efforts. These scholars have begun updating a literature that had grown sorely out of touch with the organizing experience of America’s unions and have provided the foundation for a more sophisticated understanding of the organizing process. While we applaud this resurgence in organizing research, there has not been a comparable resurgence in research on collective bargaining…"
