Women account for almost two-thirds of the world's illiterates. In the year 2000, the World Education Forum met in Dakar, Senegal and set goals to (1) eliminate gender disparities in primary and secondary education by 2005, and (2) achieve gender equality in education by 2015. Two months before 2004, the United Nations Educational, Scientific, and Cultural Organization (UNESCO) reported that sixty percent of the 128 countries that attended the Dakar Conference would not meet these goals. Universities need to play a central role in infrastructure assurance but have not realized their full potential. While the first role of Universities is education, their role in infrastructure assurance does not stop there. University infrastructure assurance programs should embrace research, policy studies, public awareness, development and promulgation of best practices, and real-time/real-problem assistance to public and private infrastructure stakeholders.

In this essay, I present the voices of homeless women to illustrate the empowering impact of popular education on their lives. Popular education is a methodology of teaching and learning through dialogue that directly links curriculum content to people's lived experience and that inspires political action (Beder, 1996; Freire, 1985, 1990; Williams, 1996). On the basis of 5 years of ethnographic research in a shelter-based popular-education program, I describe how popular education approaches inspired a sense of community among a group of 50 homeless women of color. This paper examines the way in which the Cyprus educational system, primarily concentrating on the Greek-Cypriot side, reproduces discriminatory patterns via an outmoded and ethnically divided educational model, in spite of some efforts to introduce multi-cultural elements of local level.
