The central limit theorem, in simple terms, states that the probability distribution of the mean of a random sample, for most probability distributions, can be approximated by a normal distribution when the number of observations in the sample is 'sufficiently' large. Most applied statistics books recommend using the normal approximation for the probability distribution of the sample mean when the number of observations exceeds 30. It is commonly known in the discipline of statistics that larger samples will be needed when the underlying probability distribution is heavily skewed. A Normative Analysis Of Gambling Tax Policy, Kahlil S. Philander

This article surveys the application of normative tax theory to gambling tax policy. The analysis suggests that fixed license based taxes may be preferable to taxes on gross gaming revenue. Where output based taxes are used, the types of gambling whose demand is more price sensitive, and the types that have positive links to other industries, should be taxed at comparatively lower rates. Sin-based taxes are noted to increase economic welfare, but only when applied with a rate commensurate to harm that is external to the gambler and the operator. The purpose of this research is to investigate a potential consequence related to the 2003 Illinois Gaming Tax rate restructuring. Specifically, did the assessment of a higher gaming tax rate in the state of Illinois negatively impact promotional spending by an Illinois riverboat operator in an attempt to limit revenues and avoid incurring a higher tax rate? Data were contributed by a major Illinois riverboat operator and the researchers utilized an Autoregressive Integrated Moving Average (ARIMA) method for analysis of the data. The findings demonstrate that this particular operator reduced promotional spending when confronted with increases in gaming tax rates. …

On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

The emergence of the Great Recession of 2008 had a profound impact in Nevada. The economic downturn generated high unemployment levels and led to turbulence in many sectors, particularly residential home construction and the hospitality industry. In the wake of the crisis, median home prices in Nevada plunged, while the residential foreclosure rate increased and remains one of the highest rates in the country. The death penalty has been a contested issue throughout American history. The United States has been executing offenders since Jamestown became a colony in 1608 (Allen & Clubb, 2008). Since that time, many issues have been raised about the death penalty including whether or not it is moral, discriminatory, or a deterrent.

Lateral cephalometric radiographs have been used for years to help diagnose skeletal and dental patterns in Orthodontics. Within the last decade, these radiographs have caught the interest of the department of Anthropology for the identification of gender within the adult and adolescent population. Numerous publications have been made but failed to identify sexual dimorphism in the pre-adolescent population. 303 lateral cephalograms of pre and post Latino adolescence age ranging from 6.5 to 17.9 years old were obtained from University of Nevada, Las Vegas (UNLV) digital database. 25 variables were identified and plotted with all linear and angular measurements transferred into …

The quarter’s Mountain Monitor marks the four-year anniversary of Brookings Mountain West's quarterly tracking of the uneven pace of recovery across the major metro areas of the Intermountain West and it finds that, although the region continues to outperform the national economy the rate of recovery slowed moderately in the region’s metro areas.

As a group, Mountain region metro areas advanced on all four indicators of economic recovery tracked by the Monitor—employment, output, unemployment, and house prices—but their progress was more restrained in the third quarter of 2013 than it was in the second.

Bullying is an aggressive act performed repeatedly on another enacting a power differential. This thesis utilized data collected from The Anti-Bullying Prevention Pilot Program (ABPPP), which studied bullying within eleven schools in a large metropolitan area in southwestern United States. The program was aimed to increase positive school climate through the use of Operation Respect and Welcoming Schools programs.

Consensual Qualitative Research (CQR) and mixed methods approaches were used in order to analyze interviews and questionnaires. This research investigates the feasibility of application of high frequency immersion ultrasonic measurement (UM) to discriminate different performance grade (PG) asphalt binders. PG asphalt binder is one of the main components of hot mix asphalt used for roadway construction. UT may provide an inexpensive alternative to sophisticated tests currently used for quality control of PG asphalt binders. Nine different PG asphalt binders used were selected for this investigation. Molecular evolution is partially driven by mutation, selection, random genetic drift, or combination of the three factors. To quantify the magnitude of these genetic forces, a previously developed time-dependent fixed effect Poisson random field model provides powerful likelihood and Bayesian estimates of mutation rate, selection coefficient, and species divergence time. The assumption of the fixed effect model that selection intensity is constant within a genetic locus but varies across genes is obviously biologically unrealistic, but it serves the original purpose of making statistical inference about selection and divergence between two related species they are individually at mutation-selection-drift inequilibrium. In order to better understand factors affecting immunization status, logistic regression was used to assess the association of various socio-demographic factors and whether parents would have their child immunized if not a state mandate. An assessment of the growth response of key vegetative species to climatic variability is vital to identifying possible local impacts on ecosystems faced with imminent climate change. As CMOS technology continues to scale down, process variation introduces significant uncertainty in power and performance to VLSI circuits and significantly affects their reliability. If this uncertainty is not properly handled, it may become the bottleneck of CMOS technology improvement. As a result, deterministic analysis is no longer conservative and may result in either overestimation or underestimation of the circuit delay.
