The UMass Boston Early Education CUSP is led by a multidisciplinary team that designed the simulator and uses it to produce current, relevant, accurate, and responsive estimates about the key impacts of proposed legislation to expand access to affordable, quality child care and early education. In June 2021, the Town of Acton’s Annual Town Meeting approved an FY22 capital budget request for a study of a Diversity Officer position and for follow-up implementation work. This action followed the establishment of a Diversity, Equity, and Inclusion Commission (DEIC) in Acton and several incidents of bias and hate experienced by residents and elected leaders in Acton and occurred amidst a racial reckoning in the United States.

Considered one of the strongest paid family and medical leave laws in the nation, the paid leave law adopted in Massachusetts in 2018 was notable for the depth and range of robust caregiving supports and protections for workers. In 2015, UMass Boston’s Center for Women in Politics and Public Policy released the first-ever publication exploring the elected leadership of women of color in the Commonwealth of Massachusetts largely to make known the contributions of female electeds of color across the Commonwealth. The publication also aimed to delve into what hinders and what facilitates the elected leadership of women of color. This 2021 updated publication contains profiles of the 174 women of color who have been elected to key policymaking positions and offers quantitative analysis to better understand office-holding patterns.

There is very limited Latino presence in the State Senate, with one Latina State Senator in office; having five Latinos in the Senate would be proportionate to the statewide Latino population. Six Latinos serve in the 160-member House of Representatives; eighteen would be proportionate. There are no Latinos in the state’s congressional delegation.

This policy brief explores the costs and coverage of three proposed paid family and medical leave programs for Massachusetts. These are House Bill 2172, Senate Bill 1048, and 2018 Initiative Petition C. Each of these proposed programs establishes a contributory fund paid by employers and employees, to be used for eligible workers when they are out of work for their own serious health condition or that of a family member, for pregnancy, or to bond with a new child. In the United States, some, but far from all, employers offer certain forms of wage replacement when workers take a leave for medical or family reasons. In 2015, only 12% of all workers had access to paid family leave from their employers, 38% had access to short-term disability leave, and 65% had paid sick leave. Extending paid family and medical leave to all employees through a statewide program would share the costs and expand access, level the employment playing field, and reduce inequality among workers. As a result of Massachusetts’ 2006 health insurance coverage law, there has been a significant decrease in the uninsurance rate for women of color. Access to and use of health care for all women in the Commonwealth has also increased. Despite these coverage and access gains, major racial/ethnic disparities in health conditions and outcomes still exist among women, especially in the use and quality of prenatal care, the occurrence of preterm and low birth weight births, and infant mortality rates. Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. Ninety percent of the 1,100 families who utilize the state's shelter system annually are headed by women, as are approximately 20% of the 19,000-29,000 individuals who stay in Massachusetts emergency shelters each year. In total, a minimum of 5,000 women and 2,000 children annually stay in Massachusetts homeless shelters.

These figures do not include over 3,000 women in domestic violence shelter (60% of whom enter shelter with their children), not the 50% of families seeking emergency shelter who are turned away each year. In July 1997, the Massachusetts State Legislature, recognizing the challenge presented by the problem of substance abuse for women in the criminal justice system, authorized funds to the Department of Public Health’s Bureau of Substance Abuse Services for a study of substance using female offenders to be conducted by the John W. McCormack Institute at the University of Massachusetts Boston. The passage of the Family and Medical Leave Act (FMLA) in 1993 was a milestone in the development of America’s basic labor standards. But many realized that the Act—which guaranteed 12 weeks unpaid leave for employees of large businesses—was only a cautious first step. The US continues to lag far behind most other nations in providing paid time off for employees needing to care for family members or their own non-work-related illnesses.
