Today, one quarter of Nepal’s population of 27 million lives on a daily income of less than two dollars (Sharma 8). Villages are deprived of an ample water supply, and some areas still lie in ruins from the aftermath of the Maoist insurgency. This paper will seek to understand the role of poverty in the historically and presently unfolding political environment of Nepal. Several factors show direct correlation between poverty and insurgent activity, such as land ownership, level of education and socio-economic standing. This paper looks into Chile's educational system and the recent policy reforms that President Michelle Bachelet seeks to establish. More specifically, this paper explores the "Proyecto de Ley de Fin al Lucro, la Selección y el Copago," which aims to eliminate private for-profit institutions within the public system, admission selectivity, and mandatory copay fees. With this, Bachelet's administration along with Chile's Ministry of Education intend to end the inequality of access to education, which is part of Chile's broader problem of great socioeconomic inequality. Despite efforts at narrowing the achievement gap, ethnicity-based disparities in achievement are an enduring and pervasive issue in American education. Holy Angels, a high achieving, African American, urban, elementary school in Chicago, Illinois offers a model for successful education of ethnic minority children. Despite coming from predominantly welfare supported, single-mother homes, located in crime ridden inner-city Chicago, during the period bounded by this study, Holy Angels’ students produced test scores among the highest in the nation. Children today are growing up in a technology-saturated world and yet early childhood teachers do not typically include technology in their classrooms, or if they do, they include it inappropriately. The literature states that integrating technology in early education can yield many benefits, but many teachers of young children avoid using technology because they do not know how to incorporate it appropriately. This dissertation is an exploratory observational study of early childhood teachers (preschool through third grade) who integrate technology in their programs in developmentally appropriate ways.
