Urban Watershed Services For Improved Ecosystem Management And Risk Reduction, Assessment Methods And Policy Instruments: State Of The Art, Yaella Depietri, Lorenzo Guadagno, Margaretha Breil

Fondazione Eni Enrico Mattei Working Papers

Under scenarios of increasing unplanned urban expansion, environmental degradation and hazard exposure, the vulnerability of urban populations, especially of their poorer segments, needs to be tackled through integrated economic, social and environmental solutions. Basing our analysis on the concept of ecosystem services, we suggest that urban areas would benefit from a shift in perspective towards a more regional approach, which recognizes them as one of many interconnected elements that interact at the watershed level. By integrating an ecosystem approach into the management of water-related services, urban management policies can take a first step towards fostering an improvement of the health …

Who Should Bear The Cost Of China’S Carbon Emissions Embodied In Goods For Exports?, Zhongxiang Zhang Nov 2011

Who Should Bear The Cost Of China’S Carbon Emissions Embodied In Goods For Exports?, Zhongxiang Zhang

Fondazione Eni Enrico Mattei Working Papers

China’s capital-intensive, export-oriented, spectacular economic growth since launching its open-door policy and economic reforms in late 1978 not only has created jobs and has lifted millions of the Chinese people out of poverty, but also has given rise to unprecedented environmental pollution and CO2 emissions. While estimates of the embedded CO2 emissions in China’s trade differ, both single country studies for China and global studies show a hefty chunk of China’s CO2 emissions embedded in trade. This portion of CO2 emissions had helped to turn China into the world’s largest carbon emitter, and is further widening its gap with the …

Redd And International Organizations, Valentina Giannini Jan 2011

Redd And International Organizations, Valentina Giannini

Fondazione Eni Enrico Mattei Working Papers

Climate change mitigation can be achieved, according to many, by means of Reducing emissions from deforestation and forest degradation in the Tropics (REDD). Within the climate change policy debate we thus find discussions on how to reduce GHG emissions by designing appropriate REDD programmes and projects. In this paper I try to capture this debate by looking at the role of five major international organizations, which were chosen to represent the different aspects related to REDD. In order for REDD to be successful, not only GHG reduction, but also multiple benefits should be achieved: indigenous and local peoples’ involvement, livelihood …

The Economic And Environmental Effects Of An Eu Ban On Illegal Logging Imports. Insights From A Cge Assessment, Francesco Bosello, Ramiro Parrado, Renato Rosa May 2010

The Economic And Environmental Effects Of An Eu Ban On Illegal Logging Imports. Insights From A Cge Assessment, Francesco Bosello, Ramiro Parrado, Renato Rosa

Fondazione Eni Enrico Mattei Working Papers

Illegal logging is widely recognized as a major economic problem and one of the causes of environmental degradation. Increasing awareness of its negative effects has fostered a wide range of proposals to combat it by major international conservation groups and political organizations. Following the 2008 US legislation which prohibits the import of illegally harvested wood and wood products, the European Union (EU) is now discussing a legislation proposal which would ban illegal timber from the EU market. In this study we use the ICES computable general equilibrium model to estimate the reallocation of global demand and timber imports following the …

Eastern Europe And The Former Soviet Union Since The Fall Of The Berlin Wall: Review Of The Changes In The Environment And Natural Resources, Anil Markandya, Wan-Jung Chou May 2010

Eastern Europe And The Former Soviet Union Since The Fall Of The Berlin Wall: Review Of The Changes In The Environment And Natural Resources, Anil Markandya, Wan-Jung Chou

Fondazione Eni Enrico Mattei Working Papers

This paper reviews the environmental record of the transition countries of Eastern Europe and Central Asia since the fall of the Berlin Wall, with a focus on areas of key concern to public policy at the present time. With the impacts of environment on public health being given the highest priority, we examined several associated health indicators at the national level, as well as looking at important environmental issues at the local level. In this respect, we focus on environmental problems related to air and water quality, land contamination, and solid waste management. Despite showing a highly differentiated performance across …

Institutions And Forest Management: A Case Study From Swat, Pakistan, Lorenzo Pellegrini, Gideon Kruseman Jun 2008

Institutions And Forest Management: A Case Study From Swat, Pakistan, Lorenzo Pellegrini, Gideon Kruseman

Fondazione Eni Enrico Mattei Working Papers

Deforestation in the North western part of Pakistan is a long standing problem. The Forestry Department, as formal managers of the forest resources, has been undergoing a long reform process aimed at improving its performance. This reform process has not resulted in less deforestation. From the policy perspective this has been leading to stated intentions to further reform the Forestry Department, the question is whether organizational reform is the answer. We think there are more limiting bottlenecks to sustainable forest management in Pakistan. De facto property rights are not as simple as denoted by statutory law. In this article we …

The Rule Of The Jungle In Pakistan: A Case Study On Corruption And Forest Management In Swat, Lorenzo Pellegrini Oct 2007

The Rule Of The Jungle In Pakistan: A Case Study On Corruption And Forest Management In Swat, Lorenzo Pellegrini

Fondazione Eni Enrico Mattei Working Papers

Corruption in the forest sector of Swat, Pakistan is impairing the sustainable management of forest. We analyze corruption in a case study setting against the backdrop of the reform options that are most often cited as possible solutions. As we highlight in this study, the ‘crime and punishment’ approach is not feasibly implemented if the overall institutional environment is weak. Since countrywide overhaul of corruption through sweeping reform programs, the other reform approach, is a difficult and lengthy task, there is a need for an alternative kind of reform. In the case of a corruption-ridden centralised forest management regime, institutional …

Predicting The Deforestation–Trend Under Different Carbon–Prices, Georg E. Kindermann, Michael Obersteiner, Ewald Rametsteiner, Ian Mccallcum Apr 2007

Predicting The Deforestation–Trend Under Different Carbon–Prices, Georg E. Kindermann, Michael Obersteiner, Ewald Rametsteiner, Ian Mccallcum

Fondazione Eni Enrico Mattei Working Papers

Background: Global carbon stocks in forest biomass are decreasing by 1.1 Gt of carbon annually, owing to continued deforestation and forest degradation. Deforestation emissions are partly offset by forest expansion and increases in growing stock primarily in the extra-tropical north. Innovative financial mechanisms would be required to help reducing deforestation. Using a spatially explicit integrated biophysical and socio-economic land use model we estimated the impact of carbon price incentive schemes and payment modalities on deforestation. One payment modality is adding costs for carbon emission, the other is to pay incentives for keeping the forest carbon stock intact. Results: Baseline scenario …
