The Advocacy Coalition Framework (ACF) has influenced a generation of policy scholars with its emphasis on causal drivers, testable hypotheses, and falsification. Until recently, the role of policy narratives has been largely neglected in ACF literature partially because much of that work has operated outside of traditional social science principles, such as falsification. Yet emerging literature under the rubric of Narrative Policy Framework (NPF) demonstrates how the role of policy narratives in policy processes is studied using the same rigorous social science standards initially set forth by Paul A. Will The Followers Be Led? Where Union Members Stand On Immigration?, Roger Waldinger

Immigration is a source of cleavage on both sides of the usual ideological divides, as illustrated by its propensity to divide the American labor movement. This paper explores this question through a detailed analysis of a 2006 survey of national opinion, conducted by the Pew Centers, which provides the unusual opportunity to spotlight the opinions of union members. The results signal a warning light, as the views of union members turn out to be very different from those advanced by their leaders.
