When meeting the challenges in automatic and semi-automatic Web service composition, capturing the user's service demand and preferences is as important as knowing what the services can do. This paper discusses the idea of semantic service requests for composite services, and presents a way to model the elements of a composite service request as user preferences and constraints. The model is based on an interactive and iterative strategy meant to obtain the exact requirements from potential service consumers. The markup vocabularies and associated inference mechanism of OWL-S are used as a means to bring semantics to service requests. Language constructs …

This study uses emerging meta-analytic methods, in combination with structural equations methodology, to synthesize empirical studies and extend the understanding of relationships amongthe correlates (antecedents and/or outcomes) of innovation in organizations. this study draws upon a meta-analytic database of 155 independent samples from 108 studies from the period of 1970 through 2004. Specifically, the study examines the impact of 26 determinants and 3 performance outcomes of innovation with an overall sample size of 229,395. Organizational resources account for the majority of unique variance explained in predicting innovation generation. Overall findings indicate that innovation is significantly and positively related to superior …

For an economy competing at the global frontier, an innovation-based growth strategy requires a well-developed technological infrastructure, a set of capabilities-focused technology policies, as well as an institutional environment that stimulates innovation and entrepreneurship. This paper examines the role played by science and technology policy in an economy's transition to an innovation-based growth strategy. We discuss the challenges governments face as they restructure economic institutions to deepen R&D capabilities and encourage technology creation. We review Singapore's experience in this regard and assess its ongoing efforts to remake itself to compete at the global frontier.

An important role of education – and the resultant accumulation of human capital – for a less-developed economy is to facilitate technology diffusion in order for it to catch up with developed economies. This paper presents a model linking education, the accumulation of physical capital and technological progress. In the model, investment in education and the accumulation of physical capital are complementary, and intertwine with the technology progress through related effects on technology diffusion and the expansion of the technology frontier. The allocation of effort to education, the optimal savings rate and the technology gap are endogenously determined in the …
