The US Army War College Quarterly: Parameters

This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

The paper argues that the rise of China to a position of prominence in the contemporary world offers Western scholars a greatly expanded comparative perspective and, thus, an opportunity to re-assess their fundamental view of social reality. This comparative perspective draws attention to supra-national cultural unities, “civilizations,” first suggested by both Durkheim and Weber.

Cross-boundary interactions between second-home owners and local are complex over time–networks form and evolve within second-home owners and between owners and locals, each with its deliberately selective inclusion and exclusion. However, little attention has been paid to this phenomenon in the literature. This study, based on social network analysis alongside qualitative interviews, explores the dynamics of interactions between second-home owners and locals by analysing the networks formed by second-home owners in Qinglinkou, China. Mothers earn less than comparable childless women, and such motherhood penalty differs in magnitude by women’s socioeconomic and demographic characteristics. Prior research, however, has rarely considered how the effect of parenthood on women’s income may also depend on the characteristics of their partners. Using data from the China Family Panel Studies 2010–2018, we examine how the effects of motherhood on women’s earnings and within-couple income inequality vary by couples’ educational pairings in China. A large educational gap between spouses–hypergamy or hypogamy–exacerbates the motherhood penalty on a woman’s individual income and her share of the couple’s combined income. However, when the …

Why Do Farmers’ Cooperatives Fail In A Market Economy? Rediscovering Chayanov With The Chinese Experience, Zhanping Hu, Qian Forrest Zhang, John A. Donaldson

In The Theory of Peasant Cooperatives, Chayanov develops the theories of differential optima and vertical integration, which stress the vulnerability of peasant farming in capitalist markets, and argues that cooperatives can support smallholders only if they operate as ‘a cooperative movement’, are buttressed by a strong ‘cooperative culture’, and achieve ‘vertical integration’. Based on extensive fieldwork in China, we identify six major obstacles that explain the failure of most cooperatives. Chayanov’s arguments caution us to not only the vital importance of cooperatives to the resilience of peasant farming, but also the apparently insurmountable obstacles that cooperatives face in market economies.

Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

In late 2019, the emergence of COVID-19 in Wuhan, China, led to the implementation of stringent measures forming the zero-COVID policy aimed at eliminating transmission. Zero-COVID policy basically aimed at completely eliminating the transmission of COVID-19. However, the relaxation of this policy in late 2022 reportedly resulted in a rapid surge of COVID-19 cases. The aim of this work is to investigate the factors contributing to this outbreak using a new SEIR-type epidemic model with time-dependent level of immunity. In China, celebrities can dominate public discourse and shape popular culture, but they are under the state’s close gaze. Recent studies have revealed how the state disciplines and co-opts celebrities to promote patriotism, foster traditional values, and spread political propaganda. However, how do celebrities adapt to the changing political environment? Focusing on political signaling on Weibo, we analyze a novel dataset and find that the vast majority of top celebrities repost from official accounts of government agencies and state media outlets, though there are variations. Younger celebrities with more followers tend to repost from official accounts more. Celebrities from Taiwan …

China’s rapid modernization and development have led to changes across Chinese society, including within the family. China is experiencing declining birth rates, meaning that fewer older adults are becoming grandparents. At the same time, there has been growing demand for grandparents to serve as caregivers for their grandchildren. This data slice examines the changes in grandparenting in rural China and calls for policies that decrease caregiver burnout, stress, and associated poor health outcomes.

Rapid urbanization in 21st-century China has been fraught with contested demolition, overdevelopment and shoddy infrastructure with short lifespans. By viewing this infrastructure as having “high metabolism” and examining the urban scrap trade that is fuelled by its material outputs, this article challenges a common assumption that such a form of urbanization is merely wasteful and problematic. Crucially, such urbanization also puts rural migrants and scrap into motion in a way that helps to reproduce its form. Property In Whose Name? Intrahousehold Bargaining Over Homeownership In China, Jia Yu, Cheng Cheng

Previous research typically examined homeownership inequality across individuals or households, overlooking the intrahousehold allocation of homeownership. Using couple-level data of the 2016 China Family Panel Studies, our study addresses the gap by examining the bargaining over homeownership between husbands and wives in China. Descriptive results reveal a large gender gap in homeownership: only about one-quarter of couples listed the wife as an owner on the Housing Ownership Certificate, whereas about 92% listed the husband. The gender gap in ownership, however, has narrowed among couples married after 2000. Multivariate analyses show that economic autonomy, relative resources, housing purchase conditions, and modernization …

This article explores how heroism is constructed in China’s sociocultural context of values. It identifies a sociocultural novel, film, and heroic TV program as a mechanism for producing heroism for Chinese society. Furthermore, it explores the heroic principles that are generated by these media and how they inform expected actions in China. The article thus argues that the construction of Chinese heroism embodies specific representations of the expectations of humankind, a kind of “governing by worth” in heroism science. This commentary welcomes Gillen et al.'s geographies of ruralization as an alternative to the urban-centered analysis of socio-spatial transformation in post-reform China. We offer three perspectives to further develop such alternative articulation by drawing on China's most recent geographical experiences of rural revitalization. The first is the ‘top-down’ process of rural revitalization launched by different levels of Chinese state agents and how this is divergent from local needs or embedded in bottom-up engagement.
