Policing The Project: Crime, Carcerality, And Chicago Public Housing, Madeleine Rose Hamlinn

This project examines how Chicago's public housing was policed from 1937 to 2000, when the city announced plans to redevelop public housing into privately-owned mixed-income communities under the Plan for Transformation. Drawing upon interviews, historical newspapers, and archival records, it centrally argues that policing contributed to making public housing into a carceral space: one that resembled the prison in design and management and also funneled residents into the criminal-legal system. Writing against popular narratives of public housing as an inherent site of crime and violence, this project instead positions the police—and, by extension, the state—as a central contributor to violence …

The severity of the crime is often the most intuitive reflection of whether a region is safe and the top factor for the public when evaluating a region. Economist's list of the safest cities in seven major North American cities, Chicago was ranked at six, just above Dallas. Chicago scored the lowest in personal security, which is closely tied to the crime. Against the backdrop of higher unemployment and prices, this study is interested in how property-based crimes are related to the economic decline in Chicago geographically. Gun crime is a major public health concern in the United States. In Chicago, Illinois, gun crime incurs a significant cost of life along with monetary costs and community unrest. Due to past legislation, there is limited research applying quantitative methods to gun crime in Chicago. The overall purpose of this work is to create a cellular automata model to observe and project the epidemic spread of gun crime in Chicago. To create that model, t-test analyses of temporal patterns, a Bayesian point process model, a negative binomial Bayesian subset selection, and a k-selection algorithm are used.
