Homeless individuals are particularly vulnerable to victimization, sometimes resulting in fatalities. Theories of victimization prove useful to understanding the risks inherent in being homeless as well as the public’s perception of the homeless population. Problematically, public policy that criminalizes this population may exacerbate the victimization of this group. Municipalities have turned to law enforcement and the criminal justice system to respond to people living in public spaces. Programs that ensure adequate income, affordable housing, and supportive services to prevent homelessness and address the needs of those who are homeless are essential. Individuals experiencing homelessness and housed residents have increasingly been in conflict over the use of public spaces, which has led to efforts to regulate how individuals experiencing homelessness use public spaces. However, the discourses around the use of public parks seem to value housed residents over homeless individuals. How individuals experiencing homelessness construct meanings of public spaces has not been given adequate attention in the literature. Drawing on a symbolic interactionist theoretical framework and grounded theory methodology, the researcher conducted 10 semi-structured interviews on how individuals experiencing homelessness construct meanings of a public park. Social service outreach workers serving homeless populations exemplify what Michael Lipsky calls street-level bureaucrats (SLBs) who exercise discretionary power in the performance of their professional roles. This dissertation draws on over 200 hours of ethnographic fieldwork in an urban center in the Mountain West to examine the challenges faced by homeless outreach workers and case managers in serving the needs of homeless clients and the practices they use to manage those challenges. Using a grounded theory analysis of participant observation and interview data, this dissertation focuses on what is termed “aggressive advocacy” in which social service SLBs creatively and actively …

For the first time since 2010, the number of individuals experiencing homelessness increased in the United States in 2017 (HUD 2017). A lack of affiliations with family and friends has been suggested as a cause of homelessness (Burt 1992; Jencks 1995; Lippert and Lee 2015). This study employs affiliation theory, thematic coding, and 21st century coding methods to examine social enterprise employment as a solution to ending homelessness and increasing the number and types of affiliations individuals gain while working at a social enterprise. This study is a systematic review to examine homeless veterans identified to be most at risk of unsuccessfully completing the VA’s housing program (HUD-VASH), which promotes the use of Housing First (HF) as it’s model for treating homelessness. The literature review identified those who were rural and experiencing comorbid substance use disorders (SUD) and mental health issues to likely be those who were most at risk. There were multiple reasons why this subgroup was most vulnerable including limited access to resources, higher levels of substance use and more serious mental health diagnoses, and chronic health needs. The unsheltered population has been denigrated since the formation of the United States. This is true in a city I call Marinville, Illinois where the privatization paradigm, social stratification, and anti-homeless ordinances have contributed to the shutdown of at least five homeless encampments. Multiple times per week, law enforcement officials interact with the chronically unsheltered population and incarcerate individuals for petty ordinance violations. In our current regulatory system, city officials, police officers, and homeless service organizations (HSOs) all influence the unsheltered population’s lives, including options for social and spatial mobility. This paper examines problem drinking, alcohol-related violence, and homelessness among youth living in the slums of Kampala—an understudied population at high-risk for both alcohol use and violence. This study is based on a cross-sectional survey conducted in 2014 with youth living in the slums and streets of Kampala, Uganda (n = 1134), who were attending Uganda Youth Development Link drop-in centers. The analyses for this paper were restricted to youth who reported current alcohol consumption (n = 346). Problem drinking patterns were assessed among youth involved in alcohol-related violence. Homelessness is a social and political issue of great importance in the United States. For every 10,000 people in the U.S. 17 are experiencing homelessness (Bishop et al. 2017). Despite being a consequence of structural factors in the economy such as a lack of affordable housing and livable wages, the news media often frames the issue as an outcome of individualistic factors such as deviant characteristics, criminality, and personal flaws like drug addiction and mental illness.
