This study examines the resources employed by the predominantly African American residents of Historic West Las Vegas, Nevada, to protest a street closure in their community. Previous studies of collective social action in the black community have stressed the involvement and resources of the black church. Instead, the residents of this community relied on cultural, social, and economic resources that did not depend heavily on the church. In this ethnographic case study, I combined participant observation, ethnographic interviews, prolonged engagement, photographs, and document analysis. The following study will present an examination of factors that impact levels of voting activity among American citizens from 1972 through 2004. The subject of voter turnout has been thoroughly examined by political scientists over the years, as have aspects of youth voting and the influence of education. Many of the same variables presented by scholars in recent years will be employed in this study. The City of Las Vegas current volunteer management program is unable to provide effective administration of its volunteers. We will discuss what type of volunteer management program would work best for the City of Las Vegas? Volunteer management models were examined to determine what best practices can be adopted by the City of Las Vegas. Research shows a correlation between citizen engagement, volunteerism in the community, and a better quality of life for citizens in communities that have active volunteer programs. This paper explores public participation as determined through three land use planning case studies in Clark County, Nevada. Chapter One outlines the existing conditions for public participation and introduces a set of questions to be explored. Chapter Two defines the scope and methodology employed in the research.
