The interview-based paper describes structures and mechanisms which link market, State and the university, in order to explain, in principle, what a scientist is meant to be in Chile. By analysing four communities (astronomers, molecular biologists, sociologists, and communication scientists), it attempts to uncover the social and cultural reasons why there are these scientific communities with patent social and intellectual identity; latent but constituted identities, evolving; and communities in path-searching definable identity. Reinforcing a utilitarian historical relationship between university and society, and exacerbated by Neo-liberalism, these structures and mechanisms have been precipitated during the last 20 years. The adoption of mobile technologies for emergency management has the capacity to save lives. In Australia in February 2009, the Victorian Bushfires claimed 173 lives, the worst peace-time disaster in the nation’s history. The Australian government responded swiftly to the tragedy by going to tender for mobile applications that could be used during emergencies, such as mobile alerts and location services. These applications, which are becoming increasingly accurate with the evolution of positioning techniques, have the ability to deliver personalized information direct to the citizen during crises, complementing traditional broadcasting mediums like television and radio. Primitive Accumulation And Enclosure Of The Commons: Genetically Engineered Seeds And Canadian Jurisprudence, Wilhelm Peekhaus

This paper juxtaposes the legal decisions made in the case of Percy Schmeiser, who was sued by Monsanto for patent infringement, against the attempt by the Organic Agriculture Protection Fund to obtain class certification in its efforts to sue Monsanto and Bayer for genetic contamination of organic canola. Together these two cases establish an unacceptable incongruity at common law between the rights enjoyed by intellectual property owners and any corresponding duties that might attach to their inventions. I suggest that Marx’s concept of primitive accumulation offers a suitable theoretical register for apprehending contemporary erosions of the commons through the enclosure …

In 2001 Goldman Sachs named Brazil, Russia, India and China (BRICs) the most rapidly-growing countries in the world capable of surpassing the United States, Japan and Europe as leading economies by 2050.

This article aims to expose the main governmental shifts in recent Americanhistory (1961-2000) by examining two programs: the Assistance to Families with DependentChildren (AFDC) and the Agency for International development (US-AID). Through the ex-ploration of primary and secondary sources, we analyse the production, organisation andcirculation of governmental practices in the realms of both domestic and foreign policy. In theAmerican context, practices of government typically revolve around freedom, efficiency mo-dels and individual responsibility. Throughout the analysis, we find that the general critiqueswhich have guided reforms and experiments in both areas converge around the same ele-ments. This testifies to the fact that …

This paper sets out a conceptual framework for the analysis of the role played by higher education establishments in urban-renewal initiatives. It is based on an integrated analysis of the uses of the university both as promoters of business innovation and in terms of their civic and social outcomes. This is combined with the dimensions habitually considered in urban regeneration strategies. After the amended provisions of the National Pension Act came into effect in October 2008, creating a new retirement system that joined up the existing military personnel, public school teacher, and labor pension schemes as well as individual accounts and farmers' non-contributory welfare subsidies, Taiwan's system of safeguards for economic security in old age was still fragmented but finally covered the whole of the population. Based on microdata on 4.303 individuals, this paper discusses demographic aspects of the family in Rio de Janeiro during the 16th, 17th and 18th centuries. We analyse patterns of origin, age (at baptism, at marriage, at the baptism of a first child and at death), fertility (number of children, duration of the fertile period, intergenesic interval), marriage patterns (age at first and second marriage, span between marriages, interval from marriage to first child, widowhood), and mortality (child, from child-birth and in general).
