Norfolk, Virginia endures frequent tide- and rain-impacted flooding with king tides and flooding neighborhoods. The heavy rainfall envelops parking lots at the naval airbase, and plans are underway to create barrier sea walls that can be adjusted based on conditions. Given various dire predications for future sea level rise, Old Dominion University has created a “Maritime Consortium” aimed at bringing together interested faculty and students from a range of fields (e.g., oceanography, engineering, education, and other fields). [First paragraph] Victimization from cybercrime is a major concern in Virginia, the US, and the world. As individuals and businesses spend more time online, it becomes increasingly important to understand cybercrime and how to protect against it. Such an understanding is dependent on valid and reliable baseline data that identifies the specific nature, extent, and outcomes of cybercrime activity. The management of dunes and beaches in Hampton Roads is critical to the region’s tourism industry and to provide protection from storms and flooding. During the summer of 2017, we surveyed over 675 residents of Hampton Roads to gauge their preferences for the management of dunes and beaches. An overwhelming majority felt that all taxpayers should have a say in maintenance practices along with government regulations to assist with the protection of beaches and dunes. Residents leaned towards localized input from citizens as preferred methods of management and understood the importance their tax dollars play in funding those methods. While …

[Introduction] Pretrial services agencies in Virginia are actively engaged in identifying, testing, and implementing pretrial services legal and evidence-based practices (LEBP) that are consistent with the legal and constitutional rights afforded to accused persons awaiting trial, and that research has proven to be effective in reducing unnecessary detention while assuring court appearance and the safety of the community during the pretrial stage. The virginia pretrial risk assessment instrument (VPRAI), known nationally as the "Virginia Model," was the first research-based statewide pretrial risk assessment in the country. Achievement gaps, the focus of this research, result from unequal achievement and the variance in achievement existing between different segments of the student population, for example, the difference in achievement between minority students and non-minority students. The No Child Left Behind Act of 2001 and AYP (Adequate Yearly Progress) focus on achievement gaps despite contradictory expressions about the efficacy of the act. The No Child Left Behind Act has created discussion and awareness of race, SES (economically advantaged and disadvantaged) and academic achievement.

Utilizing Cullen's (1994) Social Support Theory and Hunter's (1985) three dimensions of social life, this study is a quantitative, cross-sectional secondary data analysis designed to examine the relationship between institutional social support and rates of juvenile crime for counties and cities in Virginia for the year 2000. Resting on the contention that an inverse, significant relationship exists between measures of institutional support and rates of juvenile property and violent crime, this study examines types of support provided by the institutions of family, school, and the government. Perhaps as evidence of a growing cultural gap between our students and ourselves, one of the authors was recently amused when a student asked whether probation was a "cool" sanction. In this study, we begin an investigation into how cool the probation sanction is in the eyes of residents of the Commonwealth of Virginia. Specifically, we use data from a telephone survey of 840 registered voters to explore three questions. First, how often would they recommend the probation sanction in comparison to other sanctions? This study was designed to explore the hypothesized gap between what state guidelines on criminal sanctioning recommend for misdemeanor offenses, and what the public perceives· as just punishment for these offenses. This language attitude study targets third grade, fifth grade, eighth grade and high school students in the Northampton County, Virginia, Public School System. Two hypotheses were proposed. First, students exhibiting negative attitudes toward their own dialect have a lower performance level in language arts classes than students expressing positive attitudes. Second, factors such as sex, race, grade level, and level of exposure to other dialects are reflected in language attitudes. This study identified defendant characteristics that are related to pretrial outcome (success or failure pending trial) in Virginia. The study also investigated the potential differences in predictors across community types (Large Urban, Small Urban, Mixed, and Rural). Identification of factors that are predictors of outcome, as well as any differences across community types, can assist judicial officers in making the bail decision. The bail decision, to release or incarcerate a defendant pending trial, is a monumental one. The purpose of this study is to investigate which factors impact offenders' recidivism on electronic monitoring. Research on electronic monitoring has mainly concentrated on individual program completion rates. A review of the available literature on electronic monitoring reveals few evaluative studies focusing on offender recidivism. No long term recidivism studies are available for electronic monitoring. The present research reviews 277 offenders five years after completing their electronic monitoring sentence in Norfolk, Virginia. This study analyzes the effectiveness of risk-needs assessment used in the classification of probation and parole for adult criminal offenders in the Commonwealth of Virginia. The use of risk-needs classification instruments dramatically increased in the 1980's and 1990's, but some research has indicated that these instruments do not have universal applicability and must be validated to the population to which they are applied. Using 1989-1994 data collected from the Portsmouth Department of Social Services in Portsmouth, Virginia, this study looked at severity and recidivism of child abuse in Portsmouth from 1989-1994. Analyses of data from the Portsmouth Department of Social Services indicated that children living in single parent families are more likely to be severely abused than children living in two parent families but no differences were observed for race and age.

This study attempts to identify the leadership styles of Virginia prison wardens within public adult prisons, and to determine which factors contribute to the development of their leadership styles. The two instruments used in this study to assess leadership style were the Leadership Practices Inventory (LPI, which measures "transformational" leadership), and the Leader Behavior Analysis II Self (LBAII Self, which measures "transactional" leadership). Both instruments have been used in prior research with correctional personnel, and comparisons of this research study is made with previous dissertations utilizing the LPI and LBAII.

Virginia's Eastern Shore High School Students: Factors That May Impact Their Educational Aspirations, Valdimir Demont Handy

Using 1995 Survey data collected from high school students on Virginia's Eastern Shore, this thesis investigated whether or not self-esteem and perceived parental expectations play a role in the educational aspirations of rural high school students. Results demonstrated that self-esteem and perceived parental expectations are both positively related to students' educational aspirations. Caucasians and females were found to have higher educational aspirations than their counterparts. Results also indicated that the relationship between self-esteem, perceived parental expectations, and students' educational aspirations does not vary significantly across ethnicity or gender in this rural population.
