Contemporary Lesbian, Gay, Bisexual, Transgender, Queer/Questioning (LGBTQ+) youth are identifying and communicating their identities earlier in childhood than generations before as a result of more awareness and more acceptance of gender identity and sexual minorities by society. A qualitative study of U.S. 4-H program leaders and Extension directors generated an emergent theme around the importance of serving LGBT youth and the resulting implementation challenges. The administrators of 4-H, the largest youth serving organization in the country, recognize the presence of LGBTQ+ youth in 4-H and believe the organization must be inclusive. Farmers Markets And Single-Use Plastic: Why Environmentally Conscious Consumers Don’T Bring Reusable Bags, Scott Hardy, Jill Bartolotta

This study looks at the role of Extension in helping local officials reduce plastic bag use at farmers markets in three Lake County, OH communities. We distributed free reusable bags to shoppers and conducted an education and outreach program. We then took observations to determine if the free reusable bags were being used. We also invited shoppers to take a voluntary survey about their environmental attitudes, why or why not they use the reusable bags, and how best to reduce plastic bag use moving forward. A Five-Step Stakeholder Communication Plan For More Effective Natural Resource Management, Hannah O. Brown, Susan K. Jacobson, Marcy Cockrell, Jessica Sutt, Katherine Allen, Amy Copeland

Effectively communicating with diverse groups involved in environmental management is critical to facilitating successful projects. This five-step communication plan is designed to enable resource managers and extension professionals to successfully engage their stakeholders. This plan, which uses oyster reef management as an example, was informed by two primary sources: an expert meeting with stakeholder leaders and coastal residents and a review of relevant literature. By incorporating stakeholder input throughout the planning and implementation of natural resource management projects, new and innovative ideas emerge, and relationships between stakeholders, managers, and extension agents are strengthened.

Parental Awareness Of Rural Adolescents’ Dating Behaviors: Implications For Parent Education, Sarah Taylor, Yan Xia, Pooja Brar

Most parent education programming focuses on educating parents with young children. Programming has focused less on supporting parents during their adolescent children’s dating and sexual development. This study extends literature by exploring the extent to which rural parents are aware of their adolescent child’s dating behaviors, as perceived by adolescents. Findings reveal three main themes: parents are fully aware of their child’s dating behaviors, parents are aware they date but not aware of specific dating behaviors, and parents are not aware at all. Decentralize Your Dollars: Incorporating Participatory Grant Making Into Resource Allocation Decisions, Noelle Harden, Jamie Bain, Stephanie Heim

Participatory grant making is a concept that can support decentralized decision making, shared power, and racial equity in Extension programming. The underlying philosophy of participatory grant making is to empower individuals and communities with flexibility and support to make collective decisions about financial resources. In this article, we draw on our experiences and provide concrete examples to demonstrate the power of this model for improving Extension programming and internal procedures. We conclude that the concept could be adapted for an array of financial decision-making settings to help Extension stay relevant and rooted in the communities we serve.

Leadership Life Skills Development In 4-H Teen Leadership Programs, Amy M. Leman, Junfeng Wang

This study introduces a framework for 4-H leadership competencies and explores the relationship between 4-H leadership programs and participant leadership life skills development. Illinois 4-H members aged 15-18 completed an online survey about their 4-H experiences and skills. Participants reported local programs exhibited the characteristics in the leadership competencies framework. Members participating in leadership competency programs reported higher leadership life skills scores than those in other 4-H non-leadership oriented programs. Females reported higher leadership life skills scores in comparison to males. However, spending more years in leadership programs was only related to a significant change in skills development for some …
