“Home Court Advantage: Comparing International Criminal Tribunals To Domestically-Grown Reconciliation”, Elise Treon

Scholars have studied wars and their causes for centuries, but what happens when the tanks roll out and the guns stop firing? The concept of reconciliation is a relatively new field of study in international relations, and the scholarship of specific transitional justice mechanisms remains underdeveloped. I comparatively analyze the differences between external and internal peacebuilding strategies – specifically the effectiveness of international tribunals in establishing long term deep reconciliation. In defining internal and external transitional justice mechanisms, I differentiate between a reconciliation process that prioritizes rebuilding citizens’ lives over one that prioritizes the desires of the international community. Memorialization Of Children In War In Serbia, Bosnia And Herzegovina, And Kosovo, Ana Gvozdic

Can remembering the tragic fate of children in war help overcome the divisive narratives of the past in Serbia, Bosnia and Herzegovina, and Kosovo? This paper addresses this question by examining efforts to commemorate children in war in these countries through monuments, exhibitions, and other creative formats, including a video and a theatrical performance. Based on in-depth, qualitative interviews with civil society representatives behind these initiatives, and those familiar with them, I argue that efforts to commemorate children in war can both consolidate and challenge divisive victimization narratives. Art therapists and art educators are continuing to define the boundaries of their professions while finding opportunities for collaboration. While there are limited studies focusing on art therapy with students, the existing research suggests that the interventions that have been done are associated with an increase of self-esteem, ability to communicate thoughts and feelings, and healthy self-expression for students. Discussions of diversity in American librarianship usually focus on gender or ethnicity, but historical studies also show a lack of diversity in educational and disciplinary backgrounds. Librarians traditionally hail from the humanities, especially English and history. But as current educational attention shifts to science, technology, engineering and math (STEM) fields, are librarians reflecting this change? Anonymized data from ALA-accredited graduate programs from the last five years was collected, coded, and classified to determine librarians’ educational and disciplinary backgrounds and in what ways, if any, they differ from the past 65 years and from the contemporary U.S. general population. This article argues that despite presiding over a failed economy, the Zimbabwe African Union Patriotic Front (ZANU PF) led by Robert Mugabe, has willing and enthusiastic supporters. There are claims that the large crowds witnessed singing and dancing at ZANU PF rallies are mobilized by force because the attendees do not benefit anything from supporting the regime. In a divergence from the consensus of the literature, this article surfaces other explanations than coercion for the huge turnout at rallies, rented crowds, handouts, and well-articulated election manifestos. The psychological dimension, especially the fundamentalist mindset created by instrumentalist nationalism, is one such …

Genocide's Aftermath: Neostalinism In Contemporary Crimea, Greta Uehling
Genocide Studies and Prevention: An International Journal
The Crimean Tatars’ genocide is one of the clearest, and yet least studied of twentieth-century genocides. This article explores that genocide’s aftermath, beginning with the Crimean Tatars’ attempts to reinscribe their presence in their historic homeland following the 1944 deportation. The ongoing contestations over the past are examined here as a historical habitus informing attitudes and behavior in the present. Drawing on unparalleled interview data with the Russian-speaking population in Crimea, I explore the durability and ontological resonance of constructions of Tatars as traitors both past and present. After the violent breakup of Yugoslavia, it was necessary to find a way for Bosnia and Herzegovina’s three main ethnic groups to live together again. The Dayton Peace Agreement was thought to be the answer. Signed in 1995, it provided a new framework for the country, establishing the Republika Srpska for the Serbs, the Brcko District as an autonomous region, and the Federation of Bosnia and Herzegovina, which was further divided into cantons between the Bosnian Croats and the Bosniaks. With such a political structure, it was of interest to survey the quantity of intergroup contact between the groups today, …

This paper describes the design, implementation, and lessons from a case study in transforming two university classrooms into what we call an international “peace incubator.” In the besieged Gaza Strip, opportunities for normalization of relations with Israel are almost non-existent, and there is very limited desire or personal capacity among the student population of Gaza to do the work of peace-building. A semester-long videoconference class linking IUPUI and Gaza University students sought to address this deficit by developing a model for building ties of friendship and cooperation. In this essay, I analyze the results from 20 interviews I completed in Managua, Matagalpa, and San Ramon, selecting 8 to delve into in depth. I conducted the interviews in pairs, asking parents about their memories of the Nicaraguan Contra war in the 1980s and then asking their children about the histories their parents shared with them and their personal views of Nicaragua. Through these interviews, I sought to understand in a Nicaraguan context the presence of historical memory, the politicization of historical memory, the diversity of youth activism, and the way that youth view reconciliation within their countries. This thematic cluster of essays, titled “Gendered Violence: Continuities and Transformation in the Aftermath of Conflict in Africa,” focuses on the continuities between regimes of violence during organized political conflict and persisting violence against women in the postconflict era of democratic governance. The genesis for this collection evolved out of an international symposium organized by the first author of this introduction, in August 2011. This paper is written as an organizational report on the Urban Plunge Program for consideration by the John Perkins Center at Seattle Pacific University. I review Urban Plunge offering a critique and recommendations for re-imagining the program in its future development. I argue that the program needs to be clearly defined as an educational program, grounded in a conceptual framework, given a clarified and expanded mission, and guided by informed curriculum. Beyond critique, I create a proposal for programmatic content and organization to meet these identified needs.

I spent the semester exploring the family structures of homeless men in Minneapolis through interviews and participant observation. Originally, I was curious if differences in family structures affected men before, during and after being in a state of homeless. Specifically, I asked men about their family situations growing up, as well as the families they've created as adults. Through interviews with informants I was hoping to discover connections between how family structures and relationships as a child affected their relationships today. Faith-Based Peacebuilding: A Case Study Of The National Council Of Churches Of Kenya, John Mwangi Githigaro

This article explores the peacebuilding contribution of the National Council of Churches of Kenya (NCCK), following the post-2007 election violence in Kenya. Faith-based organizations are increasingly taking an active role in peacebuilding in conflict prone and affected societies. The paper presents research findings that the NCCK perceived that it was positively involved in areas of humanitarian assistance and building of bridges among communities divided by the violence. The paper contextualizes the triggers or the causes of the post-election violence in Kenya after the December 2007 elections and offers suggestions for peaceful co-existence.

The evaluation of the Support to Tajikistan Mine Action Programme (STMAP) was commissioned by UNDP to:
- Develop a roadmap for the future of TMAC
- Review the progress of STMAP against the goals of CPAP, UNDAF 2010-2015 and the national mine action strategy 2010-2015
The evaluation was conducted over a month and involved document review and a two week field visit to Tajikistan to interview TMAC staff and partners, and observe mine action activities.

Communication can be viewed as a negotiation of identity. In that negotiation it is inevitable that conflicts in identity will occur (Lederach, as cited in Stewart, 2006). When that conflict is between one’s personal identity and the corporate identity an organization asks, or even requires of that person, what processes are used to reconcile those differences? This question becomes even more salient in an organization utilizing a cultural style of organizational structure (Conrad & Poole, 2005). In the complex of motivating variables that define the push and pull factors behind recruitment and participation in civil conflict, "radicalization"—or "violent extremism"—is not conceived as a very strong motive, as is the case with studies on terrorism. As part of disarming youth combatants,the linkages between reintegration outcomes and possible rerecruitment into radical and extremist violence must be better understood to mitigate such risks. In our analysis, the policies guiding reintegration of child soldiers and youth should be better attuned to the relationship between recruitment motivations and reintegration outcomes, and must be approached from a political lens rather than a …

This paper analyses the Democratic Unionist Party‟s (DUP) discourses about paramilitary violence in Northern Ireland. Drawing on narrative analysis of DUP discourses reported in Northern Ireland‟s largest unionist newspaper, the News Letter (1998–2006), it explores the relationship between the party‟s identity, its discourses about republican and loyalist paramilitaries, and the impact of these words on the DUP‟s electoral success and on the peace process. The paper argues that these discourses may haunt the progress of peace-building, not least because the DUP will find it hard to disentangle itself from a history of scepticism and nay-saying even as it takes a …

Post-authoritarian regimes have struggled with the most appropriate way to deal with the former regimes’ human rights abuses.Several schools of though have emerged as to how this should be accomplished.Into this framework the South Africa model, the Truth and Reconciliation Commission (TRC), is discussed.The TRC has completed its charge and the results vary according to one’s perception of that charge.An assessment of South Africa’s attempt at truth and reconciliation and the TRC’s viability as a model for other transitioning societies are discussed.
