The present study focuses on the factors that can increase or decrease military-economic involvement in communist regimes. This anomalous form of military behavior, labeled as the Military Business Complex (MBC), emerged in various communist regimes in the 1980s. However, in the early 2000s, the communist governments of China and Vietnam began to decrease the number of industries managed by their military institutions, while these industries increased in Cuba. This current study asks why the Cuban MBC regime increased in the early 2000s, while the Chinese and Vietnamese ceased or reduced their MBC involvement. Through a comparative analysis of all three …

By considering the new road that connects the urban center of Pokhara to the previously isolated region of Lower Mustang, this paper examines the impacts of development in the area. I focus on the varied perspectives of three sets of individuals in the area: the founder of an NGO focused on agricultural development, youth from villages surrounding Jomsom, and a Canadian woman who settled in small village with her Thakali husband. I combine these personal accounts with an analysis of development on a broader scale, discussing a range of themes including conceptions of culture, education, and poverty. I emphasize that …

The 12,000 kilometers of international boundaries within the Amazon’s lowland rainforest biome form the axis of a borderland region shared by the nine states of Amazonia (Figure 1). These Amazon borderlands contain high concentrations of conservation units and indigenous territories to preserve the transboundary region’s rich ecological and cultural diversity (Figures 2 & 3). However, this biocultural diversity is increasingly threatened by advancing development frontiers and a growing global demand for Amazonian resources.

Forest management generally, as well as forest research and forestry assistance, have long been within the jurisdictions of the Agriculture Committees. Although most forestry programs are permanently authorized, forestry has usually been addressed in the periodic farm bills to reauthorize many agriculture programs. The main objective of this chapter is to analyze the public policymaking process in Paraguay, particularly with regard to the formulation and implementation of policies that affect the generation of remunerative employment. Concretely, the chapter addresses how the broad institutional (i.e., political, administrative and legal) environment influences—both negatively and positively—the potential for formulating and implementing a medium-term employment strategy for poverty reduction in Paraguay. The main policymaking focus of the employment strategy will be on the private sector. However, the potential contribution of an employment strategy for the public sector itself towards poverty reduction is also considered.

Forestry-based livelihoods in remote Vietnamese communities have been influenced in recent years by forest land allocation schemes, changes to property rights, and forest management devolution initiatives. Examples include the Five Million Hectare Reforestation Program, Project 327, and official “Red Books” that grant long-term land use rights and access rights to villagers. Major challenges to forestry-based livelihoods include disputes over land tenure, conflict between different levels of government, illegal logging practices and harvesting of NTFPs and competition over land for natural versus plantation forests.
