The proliferation of weapons of mass destruction (WMD) into the hands of rogue dictators and terrorists has brought a sea change in strategic international relations, and is accelerating the necessity of public international law to protect humanity. Traditional balances of power have little force left to deter WMD. Major powers must seriously revamp and proactively exploit public international law, and, to that end, bolster multilateral institutions to marshal an action plan to leash this unacceptable risk. Leadership is needed on three levels: 1) promote a new mission for public international law to address WMD; 2) muster a broad-based coalition of …

The Role Of The Mortgage Industry In Economic Development, Kayode Omotosho

This article examines the role of the mortgage industry in economic development with a view to identifying its problems, challenges and opportunities. Possible areas of assistance from other stakeholders are also highlighted. The article discussed the evolution of mortgage banking and financing in Nigeria and the demand/market for mortgage sector finance services in Nigeria. It estimates that Nigeria needed N50 billion annually to provide an estimate of 8 million housing units in 2000. The article then examines the Federal Mortgage Bank of Nigeria (FMBN) in the last decade (1990 - 2000) and National Housing Fund (NHF) as well as the …

Boots On The Ground: Use And Implications Of War Metaphors In A Top Team, Jo L. Longnecker

This paper describes the use and implications of war and military metaphors shared by a top management team working in the defense industry. The team used war metaphors pervasively to make meaning of the ambiguity and uncertainty in its environment. Five categories of war metaphors and action verbs were found. Findings from this study suggest the team used metaphors to structure and communicate abstract ideas and experiences, highlight or hide aspects of the work environment, unite team members, lead their organization, and maintain their warlike culture. Further findings demonstrate how the team constructed and maintained metaphors individually, intersubjectively, unreflectively, and …

An Empirical Investigation Into The Power Behind Empowerment, Raymond D. Gordon

Using the four dimensional frame that Hardy and Leiba-O’Sullivan (1998) developed to conceptually explore the “power behind empowerment” the study empirically illustrates how a police organization’s reform program, which was designed to empower lower level officers, foundered on its own innocence. The reform program adopts a resources dependency approach to power, which resonates with the first of the four dimensional frames of power; unobtrusive forms of power embedded at a deeper level of the organizations social system, which are consistent with the third and fourth dimensional frames, remain unaccounted for. A research and methodological framework is developed to bring the …

In her paper, "Television and Politics in the Former East Germany," Claudia Dittmar analyzes how in the former East Germany (GDR) while television audience was restricted severly by government, at the same time West German broadcasts acquired a substantial audience and what the impact of these broadcasts had on the audience. West German television programs enjoyed a high level of popularity with the East German population, thereby posing the greatest competition to the GDR's own television stations. Western fascination with the body and all things corporeal has permeated millennial anthropology,capturing the attention of anthropologists working in different parts of the world. In lowland South America, Seeger, da Matta, and Viveiros de Castro (1979) called attention, early on, to the Amerindian propensity to use the body as the main instrument to convey social and cosmological meanings. In a now famous essay entitled “Of Torture in Primitive Societies,” Pierre Clastres (1974) suggested that Amerindian initiation rituals—always entailing some kind of torture and bodily modification—were meant to mark initiates not only as adults but, above all, as fellow and equal …

Menopause and methodological doubt be gins by making a tongue-in- cheek comparison between Descartes' methodological doubt and the self- doubt that can arise around menopause. A hermeneutic approach is taken in which Cartesian dualism and its implications for the way women are viewed in society are examined, both through the experiences of women undergoing menopause and through the commentary of several contributors in Feminist Interpretations of Réné Descartes by Susan Bordo (1999). This examination is located inside the story of the paper, which was written over the duration of a university hermeneutics course, and reflects the author's evolving understanding of …

An Ethnographic-Case Study Of Beliefs, Context Factors, And Practices Of Teachers Integrating Technology, Julie Angers, Krisanna L. Machtmes
The Qualitative Report
This ethnographic-case study explored the beliefs, context factors, and practices of three middle school exemplary teachers that led to a technology-enriched curriculum. Findings suggest that these middle school teachers believe technology is a tool that adds value to lessons and to students learning and motivation. Due to a personal interest in technology, these teachers are self-taught and apply for grants to acquire new hardware and software. They receive support for release time to continue with ongoing professional development, which has helped to change their teaching strategies from teacher-centered to student-centered. They are not afraid to take risk using trial and …

Using The Delphi Technique To Search For Empirical Measures Of Local Planning Agency Power, Amal K. Ali
The Qualitative Report
This paper shows how the Delphi technique was used to conceptualize and operationalize local planning agency power. In the first of two Delphi studies, twelve scholars suggested four dimensions of agency power: legal authority, degree of control, relative autonomy, and capacity. In the second Delphi study, sixteen professional planners operationalized power dimensions proposed by the first Delphi study. The dimensions were operationalized in the context of Florida’s planning system. The proposed measures were tested empirically by reviewing Florida statutes, surveying municipal planning agencies, and conducting statistical analysis. This research presents important lessons learned for researchers interested in Delphi studies and …
