Threat Of Nuclear Terrorism: The Developing Nuclear Security Regime, Muhammed Ali Alkış

International Journal of Nuclear Security

Terrorism has always been a part of human history in various forms. However, it had not been such a clear and present danger until the 9/11 attacks. After the 9/11 attacks, terrorism evolved into a new kind of terrorism only aiming to change a system with sensational attacks that cause so many deaths. Today, it poses a threat in the form of nuclear terrorism. Its potential rate of lethality could not be compared with any other forms of terrorism if terrorists managed to detonate an intact nuclear weapon or an improvised nuclear device. In addition, the psychological effects of sabotaging …

An Overview Of Approaches To Nuclear Security In Ghana, Raymond Agalga, Paul Atta Amoah, Daniel Nii Adjei, Daniel Frederick Charles, Emmanuel Ofori Darko

International Journal of Nuclear Security

Ghana has significantly improved its nuclear security infrastructure over the years. However, as threats increase by the day and new applications of nuclear and radiological technology are designed and implemented, Ghana must develop a rigid and comprehensive approach to mitigating the negative impacts on its nuclear security while improving prevention, detection, and deterrence of nuclear and radiological terrorism within its geographical space. This paper overviews the approaches adopted by Ghana to build a strong nuclear security regime within the past decade. These include improving legal frameworks for nuclear security by establishing an independent Nuclear Regulatory Authority; assessing nuclear security culture …

Small Modular Reactors And Advanced Reactor Security: Regulatory Perspectives On Integrating Physical And Cyber Security By Design To Protect Against Malicious Acts And Evolving Threats, Raphael Duguay Dec 2020

Small Modular Reactors And Advanced Reactor Security: Regulatory Perspectives On Integrating Physical And Cyber Security By Design To Protect Against Malicious Acts And Evolving Threats, Raphael Duguay

International Journal of Nuclear Security

How can future nuclear technologies and Small Modular Reactors (SMRs) deter and prevent organized crime groups, terrorists, and malicious actors from attempting to steal or sabotage nuclear materials and facilities? This paper presents the benefits of integrating Security by Design (SeBD) into a regulatory framework to allow more a flexible and effective design of physical protection systems for SMRs. During its effort to modernize the Nuclear Security Regulations, the Canadian Nuclear Safety Commission (CNSC) licensing application process provides for the option of SeBD in moving toward a performance-based approach with less prescriptive requirements. CNSC also recognizes the need for a …

Modern Advancements In Post-Detonation Nuclear Forensic Analysis, S. Adam Stratz, Jonathan A. Gill, John D. Auxier Ii, Howard L. Hall

International Journal of Nuclear Security

Deterring nuclear terrorism is a critical national asset to support the preclusion of non-state actors from initiating a nuclear attack on the United States. Successful attribution of a detonated nuclear weapon allows for timely responsive measures that prove essential in the period following a nuclear event. In conjunction with intelligence and law enforcement evidence, the technical nuclear forensics (TNF) post-detonation community supports this mission through the development and advancement of expertise to characterize weapon debris through a rapid, accurate, and detailed approach. Though the TNF field is young, numerous strides have been made in recent years toward a more robust …

Khalifa University Reachback Program Supporting Prevention Of Illicit Nuclear And Radiological Material Smuggling In The United Arab Emirates, Braden Goddard, Alexander A. Solodov, Patrick J. Simmons

International Journal of Nuclear Security

Trafficking of Illicit nuclear or radiological materials is a global threat which can involve and adversely affect any country. Ultimately, it is the responsibility of each state to prevent and combat illicit nuclear trafficking by screening all cargo and travelers entering, exiting, and transiting through its borders. As a part of the national radiation detection infrastructure of the United Arab Emirates (UAE), a reachback program was established at Khalifa University (KU) to provide capabilities for adjudication of radiation alarms at Khalifa Port and other radiation portal monitor (RPM) locations. In addition to the main mission, KU Reachback aims to educate …

Cultural Awareness In Nuclear Security Programs: A Critical Link, Al-Sharif Nasser Bin Nasser, Jasmine Auda, Katherine Bachner

International Journal of Nuclear Security

Nuclear security programs that offer training and capacity building opportunities to practitioners working in nuclear facilities play a central role in strengthening the global nuclear security architecture. There is often a significant divide, however, between both the development of these programs and their implementation, and between the programs’ intended and actual outcomes. As this article will argue, this disconnect can often be attributed to an absence of cultural awareness and an inability for internationally-designed programs to effectively resonate with local audiences. Accordingly, the importance of the role of cultural awareness in implementing nuclear security programs will be assessed, and its …

Ukraine At The Fulcrum: A Nuclear House Of Cards, Natalie Manaeva Rice, Dean P. Rice, Howard L. Hall

International Journal of Nuclear Security

The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.

The aggressive actions of Russia in …
