For decades, Paul Romer’s endogenous growth theory has enriched the discussion regarding human capital in development. Romer posits that human capital is a vital resource and critical component of macroeconomic growth. With emigration identified as the leading cause of human capital loss for developing countries, Romer recommends growth policies focus on accessing knowledge in more developed parts of the world. As a way to achieve sustained development, institutions like the United Nations have proposed strategies similarly aligned with Romer’s theory. This research illuminates the partnership of a particular civil society actor, Benedictine monasteries, in achieving developmental goals and delivery outcomes for education and health in Tanzania. Faith based organizations (FBOs) like these Benedictine monasteries quietly persevered with their work. These monasteries without governmental support were able to achieve similar results in areas of Tanzania deprived of infrastructure and consistent governmental administrative attention.

Youth with experience in the foster system are often more susceptible to negative outcomes in adulthood due to their high levels of cumulative risk. The present study sought out to re-define the concept of “success” from the perspective of emerging adults with experience in the foster care system and to identify patterns among the characteristics and behaviors of foster families that promote success as these young adults transition out of the foster care system and into adulthood.
