Contemporary Lesbian, Gay, Bisexual, Transgender, Queer/Questioning (LGBTQ+) youth are identifying and communicating their identities earlier in childhood than generations before as a result of more awareness and more acceptance of gender identity and sexual minorities by society. A qualitative study of U.S. 4-H program leaders and Extension directors generated an emergent theme around the importance of serving LGBT youth and the resulting implementation challenges. The administrators of 4-H, the largest youth serving organization in the country, recognize the presence of LGBTQ+ youth in 4-H and believe the organization must be inclusive. Throughout history, the relationship of humans with nature evolved with culture. Climate change calls for a cultural shift in how we relate to nature and fellow humans, pointing to the need to rethink most human activities. Youth are frequently seen as agents of change. However, the widespread understanding that youth environmental engagement is necessary and brings more sustainable outcomes has almost no supporting empirical evidence. Research is needed to reveal whether youth environmental engagement is related to climate policies and ecological consequences and how this engagement varies across cultures.

Effectively communicating with diverse groups involved in environmental management is critical to facilitating successful projects. This five-step communication plan is designed to enable resource managers and extension professionals to successfully engage their stakeholders. This plan, which uses oyster reef management as an example, was informed by two primary sources: an expert meeting with stakeholder leaders and coastal residents and a review of relevant literature. By incorporating stakeholder input throughout the planning and implementation of natural resource management projects, new and innovative ideas emerge, and relationships between stakeholders, managers, and extension agents are strengthened.

4-H Student Nutrition Advisory Councils Support Positive Youth Development And Health Outcomes Among Underserved Populations, Shannon Klisch, Katherine E. Soule

4-H SNAC Clubs engage youth in low-income schools with majority Latinx enrollment in leadership activities to increase schoolwide health and wellness. 4-H SNAC Clubs aim to develop youth health leaders, establish youth-adult partnerships, and increase access to 4-H in Latinx communities. Outcomes related to healthful living and positive youth development were assessed using the Teen Teacher Retrospective Survey (n=59) across five 4-H SNAC Clubs. Leadership Life Skills Development In 4-H Teen Leadership Programs, Amy M. Leman, Junfeng Wang

This study introduces a framework for 4-H leadership competencies and explores the relationship between 4-H leadership programs and participant leadership life skills development. Illinois 4-H members aged 15-18 completed an online survey about their 4-H experiences and skills. Participants reported local programs exhibited the characteristics in the leadership competencies framework. Members participating in leadership competency programs reported higher leadership life skills scores than those in other 4-H non-leadership oriented programs. Females reported higher leadership life skills scores in comparison to males. Fostering Civil Public Dialogue Through Collaboration: Opportunities For Extension, William A. Warren

This article addresses the issue of incivility in public policy debates by pointing to citizen collaboratives as an alternative that promotes civil dialogue. Collaboration forums bring together those having diverse and often opposing interests to craft solutions to public policy issues intended to advance all parties’ interests in an atmosphere of mutual trust, mutual learning, and respect. Extension has a role to play through engagement with collaboratives to build community capacity and advance community and ecological sustainability. Examples of Extension involvement and the potential success that collaboratives can achieve is presented.

Understanding Food Policy Councils: Lessons For Extension Partners, Gail Feenstra, Clare Gupta, David Campbell, Jennifer Sowerwine, Katherine Munden-Dixon

This paper presents findings from a survey of 34 food policy councils (FPCs) in California. The survey addressed organizational structure and functions, policy priorities and achievements, and the use of research or other information. We find that most FPCs have formed in recent years, operate with small budgets and limited or no staff, and function primarily to foster network relationships. FPCs rely on community-based knowledge more than academic research, suggesting an opportunity for Extension professionals to lend expertise. We conclude by identifying specific ways Extension professionals can support FPCs as they seek to enhance local and regional food systems.

Academic departments need to periodically assess their programs to ensure that students are developing the competencies needed for successful careers. Consistent with this goal, a new framework for guiding the doctoral specialization in extension education was developed by the Department of Agricultural Education and Communication at the University of Florida. A modified Delphi method was used to guide the project with a goal of achieving consensus regarding fundamentally important theories, knowledge, literature, and experiences for graduate students pursuing doctoral degrees specialized in extension education. The resulting framework can be used as a guide for recruiting, advising, and communicating job qualifications.

For most of the history of the patent office, recorded patents were used primarily to enforce the patent holder’s rights during the life of the patent and to evaluate prior art, in determining patentability. The limits of manual indexes and hand counts of entries made more sophisticated analyses impractical. Recently, a number of researchers have begun to apply scientometric methods to assess trends and causation in patterns of innovation in the United States by organizing data elements from patent documents. This exploratory study examines how a community experiencing food insecurity while navigating multiple crises can be a model to inform resources, processes, and systems supporting communities facing similar circumstances. Data for this study were collected from residents of a community in Oconee County, a rural county in the northwest corner of South Carolina experiencing pervasive food insecurity. The community was severely impacted by the onset of COVID-19 and further devastated by a tornado in mid-April. The area of the county that sustained the greatest damage from the tornado was the Utica Mill Hill community, home to the county’s most vulnerable …

Extension-Led Demonstration: Grameen Microfinance Methods And Capital Access For Low-Income Female Entrepreneurs, Mark A. Edelman

A nonprofit community development financial institution and Extension collaborated to conduct a demonstration project to evaluate efficacy of Grameen peer-group microfinance methodology in addressing barriers faced by low-income women entrepreneurs in a small metro area. Program performance metrics achieved by 284 culturally diverse, low-income entrepreneurs (almost all women) over 5 years included a program loan repayment rate of 99%, increased average client income, bank savings accumulation, and increased opportunities for improved credit scores. Client survey responses indicated program methods developed confidence and skills in finances, leadership, and teamwork. Extension professionals may play various roles in such endeavors.

In 2010, the United States experienced the worst environmental disaster in its history. An explosion on a BP oilrig located in the Gulf of Mexico triggered the crisis. As a result, the United States coast guard and BP were charged with crisis communication in its response to the crisis. This essay provides an unprecedented examination and analysis of the communication experiences of public information officers who worked in the unified command center in Houma, Louisiana during the Deepwater Horizon oil spill response. Liaison librarianship is an evolving specialty area in academic librarianship in which success is heavily dependent upon long-term relationship building between departments and librarians. In times of turnover and change the success of the liaison model is threatened due to the lack of continued staffing in liaison roles. This paper presents a case study of a team-based liaison coverage model for STEM fields during an extended period of turnover and change. Without this shared approach to liaison and functional duties, it would not be possible for only three people to provide service to over 14,000 patrons across multiple colleges.
