The 1992-1995 Yugoslav wars resulted in landmines and explosive remnants of war that continue to contaminate the Balkans. In 2021—over 25 years after the end of the wars—the Landmine & Cluster Munition Monitor considered Bosnia and Herzegovina to be the most explosive ordnance-contaminated country in Europe, and characterized the landmine contamination alone as "massive." As of March 2022, The Landmine Monitor reported that Bosnia and Herzegovina had more than 945 km2 of suspected hazardous areas (SHA) and more than 20 km2 of confirmed hazardous areas.

The intervention of third-party mediators is often critical in the resolution of intrastate armed conflicts. Their success hinges on such factors as the mediator’s skill and perceived impartiality, the support of the United Nations Security Council and clarity of their mandate, the timing of their interventions (the ‘ripeness’ concept) and the involvement of civil society. The purpose of this research will be to assess the effectiveness of third-party interventions in the Bosnia and Herzegovina and Serbia, Libya, and Myanmar conflicts on the basis of these criteria. The purpose of this article is to explore broadsheet newspaper framing and agenda- setting of two events using the five- frame model developed by Semetko and Valkenburg (2000). This article provides insight into how the leading broadsheet newspaper within BiH’s Republika Srpska frames relationships between the three main ethnic groups and is the first such study to occur in BiH. The study investigates whether atheism in B&H is treated, a priori, as amoralism and how this affects plural civic space. If religion is privileged, is it a politically dictated value system or pure ideology? Besides in-depth critical literature review, the author refers to a number of structural interviews focusing on both groups (theists and agnostic atheists) as a direct indicator of variability. The B&H Constitution obstructs the creation of a plural civic identity, hypostasizes the collective political mentality, and stigmatizes atheism and agnosticism in everyday life. Can remembering the tragic fate of children in war help overcome the divisive narratives of the past in Serbia, Bosnia and Herzegovina, and Kosovo? This paper addresses this question by examining efforts to commemorate children in war in these countries through monuments, exhibitions, and other creative formats, including a video and a theatrical performance. Based on in-depth, qualitative interviews with civil society representatives behind these initiatives, and those familiar with them, I argue that efforts to commemorate children in war can both consolidate and challenge divisive victimization narratives. Mine Free Sarajevo is a US-funded project aiming to clear more than six million square meters of mine-suspected and mine-contaminated land in Sarajevo, the capital of Bosnia and Herzegovina, and surrounding municipalities. The project utilizes land release methodology, a cost-effective and safe way to release large areas by combining technical and non-technical survey methods. Upon completion of the project, the Sarajevo region will finally become mine-free and safe for the local population. This will enable social and economic growth and the development of many infrastructure projects that have been on hold for years.

This article examines the process of genocide in the Prijedor municipality during the Bosnian civil war of the 1990s. In this article, genocide is understood as a dynamic and extraordinary phenomenon, which requires a subnational, or meso-level analysis, to capture the complexities of the case and to account for the shortcomings in the previous literature focusing mostly on the national-level. By narrowing the analysis to a more in-depth level, two explanatory factors help us understand the escalation and radicalization of violence to genocide: structural control and agency collaboration. In the aftermath of the September 11, 2001 attacks against the United States, foreign aid has focused on winning public hearts and minds in the aid recipient states as a hedge against insecurity and means to achieve progress in the “war on terror.” Western donors, especially the United States, argue foreign aid is an effective tool to expand government capacity and control over territory, win public hearts and minds, and ultimately mitigate the need and significant military costs of deployment to counter insecurity, extremism, and terrorism in weak, fragile and failing states.

Many modern conflicts leave behind unexploded ordnance (UXO) in their aftermath, inflicting severe human, social, and economic costs. Europe is not immune from this issue. Today, landmine-affected countries in Europe include Croatia, Bosnia and Herzegovina, Kosovo, and Serbia. With an average removal cost of 1,000 euros per mine, reduced funding is the main reason why demining is still unfinished in this region after more than 20 years of work. Every year, deminers and civilians die or are injured because of ordnance explosions.

Socializing With The Out-Group: Testing The Contact Hypothesis Among School Students In Bosnia And Herzegovina, Matthew Thomas Becker

The purpose of this article is to test the contact hypothesis among self-identifying Bosniak, Croat, Serb, and Bosnian high school seniors in Bosnia and Herzegovina, using the Other-Group Orientation Scale (Roberts et al., 1999). This article finds that attending a ‘non-appropriate’ ethnic school statistically increases tolerance of out-group members, which conforms to the predictions of the contact hypothesis, originally put forth by Allport (1958). This field research also found that secondary schools are largely homogenous in the country, thus preventing high levels of cross-ethnic contact in schools, which was expected. After the signing of the Dayton Peace Accords on 14 December 1995, the newly formed Government of the Federation of Bosnia and Herzegovina requested that the United Nations set up and manage a mine clearance program. However, it soon became clear that the government should take responsibility and ownership of the program.

The war in Bosnia and Herzegovina took place between April 1992 and October 1995. This article measures the role of schools in the ethnic socialization and identity formation processes of high school seniors in Bosnia and Herzegovina (BiH) via ordinary least squares regression analysis and attempts to contribute to a better understanding of educational transitions in the postsocialist space and youth identity formation in a postconflict society. BiH has three ethnonational curricula (Bosniak, Croat, and Serb), each with an ethnocentric focus. This study is concerned with the particular relationship between the process of nationalism and a group’s salient identity. It proposes that nationalism as the independent variable serves as a principal factor and facilitator for a change of identity, which is seen as the dependent variable. The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.

This paper aims to outline the existing policies aimed at providing protection for sexual abuse survivors in the Democratic Republic of the Congo. In an attempt to provide justice for the survivors of sexual abuse, an analysis of the 1992-1995 Bosnia and Herzegovina post-conflict reconstruction is included. In particular, prosecution of sexual violence and rape as a weapon of war will be provided in order to weigh the benefits and weaknesses of international criminal law. Bosnia and Herzegovina is a country that suffers from a lack of a national identity as it has three main ethnic groups, Bosniaks, Croats and Serbs, who are all fighting for power. After the Bosnian war, which lasted from 1992-1995 and involved genocide that was committed against the Bosniaks, the ethnic divisions were further entrenched. Historically, large, aging conventional weapons stockpiles in Bosnia and Herzegovina have been a challenge to regional security in Eastern Europe and potentially beyond. The International Trust Fund Enhancing Human Security (ITF), the Office of Weapons Removal and Abatement in the U.S. Department of State’s Bureau of Political-Military Affairs (PM/WRA), and many other donors have funded stockpile reduction efforts in Bosnia and Herzegovina and in surrounding regions since 1999. Devastating floods swept through Bosnia and Herzegovina, Croatia, and Serbia in May 2014. The destructiveness of the floods, landslides and sediment torrents on minefields resulted in significant environmental and security issues. These three countries’ mine action centers launched a joint project cofunded by the Republic of Croatia’s Ministry of Foreign and European Affairs to develop effective and efficient methods and technologies that might improve the situation. Their research seeks to provide reliable assessments of the flood damage to minefields and generate accurate implications for potential hazardous areas.

Divided Schools And Divided Societies: Ethnic Saliency, Socialization, And Attitudes Among High School Seniors In Bosnia And Herzegovina, Matthew Thomas Becker

This dissertation explores the role of schools, families, and other-group contact on ethnic saliency and student attitudes towards outside groups in Bosnia and Herzegovina (BiH) via statistical analysis. It was found that families, via familial example, have a statistically significant (p < 0.001) effect on increasing tolerance towards outside groups, and schools tend to play a secondary role due to a high degree of ethnic homogeneity within secondary schools. Frequency of religious service attendance also plays a statistically significant role in increasing ethnic saliency. Another significant finding is that a majority of high school seniors are not opposed to socializing outside of their own respective ethno-national groups. This dissertation finds that a coupling and de-coupling of ethno-national identity and religion are currently taking place in BiH; among Bosniaks and Croats they are coupled, whereas among Serbs and self-identifying Bosnians they are de-coupled. Data was gathered via field surveys taken by high school seniors from 78 high schools in 53 cities and towns located across the country.

This is an ethnographic study of what it means to be a Muslim woman in post-war and post-socialist Bosnia and Herzegovina. Almost two decades after the end of inter-ethnic wars that led to the dissolution of socialist Yugoslavia in the 1990s, Bosnias inhabitants are undergoing radical social, economic, political, and particularly religious transformations. Systematic mass rape during conflict has for centuries met with global ignorance and political complacency despite its atrocious character. The conflicts in Bosnia and Rwanda in the 1990s altered the silence surrounding this long tolerated, dark underbelly of war. Applying Barry Buzan's and Ole Waever'sSecuritization Theory to the cases of Bosnia and Rwanda, this dissertation finds that rape during both wars was successfully securitized. After the end of the 1992-1995 Bosnian war, the people of Sarajevo found themselves rebuilding their country while also learning to live with their former enemies in this developing democracy. In this study we examined the extent to which democratic practices and social justice values were being taught in Sarajevo’s schools. Using a case study method, we gathered data gathered from interviews with educators in a variety of roles in Sarajevo, observations of elementary and secondary classroom teaching, and daily reflective journal entries about living and teaching in the city during the fall of 2008.
