Libraries are expanding digital references services to include chat and instant messaging. Various companies have developed systems for purchase that meet this need without requiring users to download new software or learn a new skill. These systems share many features in common, including transcript storage, sending URLs, and pushing Web pages. Several librarians at an Association of Research Libraries academic library wished to test instant messaging reference with the ability to control and experiment with different implementations of these features. This article describes the features of instant messaging reference systems and the in-house development of a system that incorporates them.

Georgia State University is a culturally diverse urban institution in downtown Atlanta, with a full-time equivalent enrollment of approximately 15,000. At the heart of this urban and culturally diverse institution is the GSU Pullen Library. The library established a separate collection development department, with several subject bibliographers in the 1970s. When a new university librarian began work in October 1997, each of the five bibliographers dealt with broad subject areas, such as business and science/health science. The bibliographers worked with departmental faculty representatives, also called book chairs, to determine what was needed in the library. Another group of ten librarians …

Zora Neale Hurston’s Dust Tracks on a Road is a complicated text that reflects a complicated woman, and one that falls somewhere between the categories of autobiography and biography. While the work cannot be completely discounted as autobiographical, it contains themes surprisingly reminiscent of James Weldon Johnson’s The Autobiography of an Ex-Colored Man. Like Johnson’s autobiography of a fictional man, Hurston’s account contains hard to believe situations that lead readers to question its authenticity and verisimilitude. Additionally, Hurston’s stance on the race issue, a preaching of one view while practicing another, leads to questioning. Further, Dust Tracks on a Road …

Objective: To evaluate performance characteristics of DSM-IV Personality Disorders (PDs) criteria.
Method: Six hundred and sixty-eight adults recruited for the Collaborative Longitudinal Personality Disorders Study (CLPS) were assessed with diagnostic interviews.
Results: Within-category inter-relatedness was evaluated by Cronbach’s alpha and median intercriterion correlations (MIC). Cronbach’s alpha ranged from 0.47 to 0.87 (median=0.71); seven of the 10 PDs had alphas greater than 0.70. Between-category criterion overlap was evaluated by ‘inter-category’ intercriterion correlations between all PD pairs (ICMIC). ICMIC values (median=0.08) were lower than MIC values (median=0.23). Vernacularism is the view that logical forms are fundamentally assigned to natural language expressions, and are only derivatively assigned to anything else, e.g., propositions, mental representations, expressions of symbolic logic, etc. In this paper, we argue that Vernacularism is not as plausible as it first appears because of non-sentential speech. More specifically, there are argument-premises, meant by speakers of non-sentences, for which no natural language paraphrase is readily available in the language used by the speaker and the hearer. The speaker can intend this proposition and the hearer can recover it (and its logical form). Since they cannot, by hypothesis, …

Fermentation and cowpea steaming can be used to improve the protein quality and quantity of fermented maize dough. In the production of maize-cowpea blends, it is important that the quality characteristics are evaluated to determine their functionality in the products. A 5x4x2x2 factorial experiment with cowpea level, fermentation time, cowpea steaming time and fermentation method as the variable was performed. The cowpeas were dehulled, steamed, dried at 65EC for 24 hours and milled into flours. Maize was soaked in water (18 hours), drained and milled into flour. The Return Of Assimilation? Changing Perspectives On Immigration And Its Sequels In France, Germany, And The United States, Rogers Brubaker

This article argues that the massive differentialist turn of the last third of the twentieth century may have reached its peak, and that one can discern signs of a modest “return of assimilation”. The article presents evidence of this from the domain of public discourse in France, public policy in Germany, and scholarly research in the US. Yet what has “returned” is not the old, analytically discredited and politically disreputable “assimilationist” understanding of assimilation, but a more analytically complex and normatively defensible understanding. The article concludes by specifying the ways in which the concept of assimilation has been transformed.

The Americans with Disabilities Act (ADA) ordered local governments to make bus and train systems more accessible to the disabled. The ADA imposed costly requirements upon local public transit systems but did not give local governments funds with which to satisfy this mandate. By reducing the funds available to transit systems, the ADA has sometimes forced cutbacks in transit service for everyone (including, ironically, the disabled to the extent that disabled people were able to use public transit before the ADA's enactment). Thus, the ADA has occasionally been counterproductive.

Any belief that a shift from uniform to as-bid pricing would provide power purchasers substantial relief from soaring prices is simply mistaken. The immediate consequence of its introduction would be a radical change in bidding behavior that would introduce new inefficiencies, weaken competition in new generation, and impede expansion of capacity.

This article generalizes the results shown in De Grauwe, Dewachter, and Embrechts (1993) in a more sophisticated framework. In their model, the speculative dynamics resulting from the interaction between chartists and fundamentalists are incorporated into a Dornbusch-style model to generate a chaotic nominal exchange rate. Here the model of Obstfeld and Rogoff (1995, 1996) replaces the Dornbusch model, and chaotic solutions are still shown to be possible for sensible parameter values.

These Islands were for over five decades in the first half of the nineteenth century an independent state under British protection and known as the United States of the Ionian Islands. A free-rider problem arises in a group when a public decision between two alternatives must be made based on privately collected evidence, leading to insufficient effort in gathering evidence and ex ante welfare loss for the group. As far as the field of Taiwan’s political history is concerned, her overseas counterparts, especially those affiliated with the opposition movement, is probably the most ignored one. In this paper, I contend that we have to take the overseas Taiwan Independence Movement (OTIM) seriously while considering the dynamics of Taiwan’s political development due to the following reasons. One might suppose that an emissions tax has an advantage over command and control (CAC) regulations since it raises revenue that can be used to cut other distorting taxes. In this paper, we show that the focus on revenue raising is misplaced. In a simple analytical general equilibrium model, we show that the same welfare effects of environmental protection can be achieved, by taxes that raise revenue, certain command and control regulations that raise no revenue, and even subsidies that cost revenue. Instead, the pre existing labor tax distortion is exacerbated by policies that generate privately-retained scarcity rents.
