Economic Vitality Index 2022: Disparate Recovery Across Ohio, Molly Schnoke, Georgina Guadalupe Figueroa, Jack Yochum

The Center for Economic Development tracks the economic health of Ohio's 88 counties using the Economic Vitality Index (EVI). After establishing a baseline with 2019 data and analyzing pandemic impacts through 2021, the 2022 EVI shows resilience amid inflation and high interest rates. Urban counties like Cuyahoga, Franklin, and Montgomery display positive recovery trends, whereas Appalachian counties in Southern Ohio continue to face economic challenges.

The Center for Economic Development at the Levin College of Public Affairs and Education, Cleveland State University was contracted by Cleveland City Councilperson Deborah Gray to provide an accounting of assets and strengths in Cleveland’s Ward 4. The research team conducted interviews with stakeholders throughout the Ward, spoke to residents at community meetings, and conducted a survey of residents to better understand what challenges and opportunities residents and stakeholders felt were important for consideration in the planning of new projects and programs, support for existing services, and to provide guidance to the Councilperson for resource and funding considerations.

The Midwest Hydrogen Center of Excellence submitted detailed comments on implementing tax credits for clean hydrogen production under section 45V of the U.S. tax code as established by the Inflation Reduction Act. Clean hydrogen has the potential to play an important role in decarbonizing the U.S. economy by reducing emissions in some of the most difficult-to-decarbonize sectors. The Midwest Hydrogen Center of Excellence submitted comments in support of efforts to draft language defining what forms of clean hydrogen production will be eligible for tax credits under IRS Section 45V. The need to transition our energy economy to clean hydrogen is urgent. If we rely primarily upon electrolysis and other renewable sources for hydrogen, it will take too long to develop. Accordingly, the 45V tax credit rules should be written to encourage clean hydrogen generation from steam methane reformation. Much has been written on the topic of feminine beauty, and existing studies suggest that ideas about beauty are a powerful cultural mirror that reveal what we value as a society and how we are valued by society (e.g., Etcoff 1999; Rhodes 2006; Whitefield-Madrano 2016; Wolf 2002). Texas Spanish has been characterized from a variety of perspectives, whether that be descriptively (Cardenas 1970), historically (Lipski 1988), and/or sociolinguistically (Chaston 1996, Martínez 2003, Bayley et al. 2012, Carter and Wolford 2016). However, to date, no study has sought to produce a dialectological account of Spanish discourse in Texas. By combining methods of quantitative and corpus linguistics, the present study seeks to investigate the dynamics of how Spanish discourse features, namely discourse markers and fillers, vary across multiple regions in Texas. The use of Spanish and English and the attitudes held toward both languages in migrant communities provide insight into the tension between the new arrivals’ desire to retain cultural and linguistic ties to their homeland and their desire to assimilate to the language and culture of their new home. The rapid growth of Hispanic communities in the western United States has prompted multiple recent studies on states whose Hispanic history is relatively recent when compared with the states that border Mexico. One state that has received relatively little attention in this area is Utah, whose Hispanic population has more than quintupled in the past three decades. One in seven Utahns identified as Hispanic or Latino in the 2020 Census, as compared to fewer than one in 20 in 1990. The Amazon rainforest, home to many and diverse indigenous language populations, expands over a vast territory in South America, the most extensive river system in the world. In the western area, Spanish coexists with many indigenous languages since colonial times. New varieties of Amazonian Spanish emerged in this context of long-term language contact. These varieties are understudied, although research has increased in the last decade. This report is an update to a techno-economic feasibility study undertaken in 2018 to examine the efficacy of building and operating a microgrid in Downtown Cleveland, Ohio. Many factors have changed since 2018, including the 2022 passage of the Inflation Reduction Act, pursuant to which significant tax credits will make microgrids and grid edge technology adoption more attractive. Such a microgrid could offer enhanced resiliency and uptime to customers at prices that are competitive with existing rates for commercial power within the local investor owned utility’s service area. Economic Impact Of The Muskingum Watershed Conservancy District On The Regional Economy, 2014-2022, Mark Henning, Randall Jackson, William M. Bowen

The Muskingum Watershed Conservancy District (MWCD), the largest conservancy district in Ohio, initiated a significant, multi-year capital improvement plan in 2014 in response to increasing revenues associated with Utica Shale development. This study used input-output analysis to estimate the regional economic impact of MWCD’s spending on infrastructure improvements and related operations from 2014 through 2022. Cleveland State University’s Energy Policy Center found that MWCD’s $182.1 million in capital spending during the study period resulted in $486.8 million of gross output (total economic activity of all sales/revenues), $221.9 million of value added (gross output minus intermediate inputs), $135.6 million in labor …

As United States looks to decarbonize its energy systems, there is likely to be a surge in interest in multi-customer District Energy. Interest in networked thermal will be especially high for low-income neighborhoods, which have been targeted by the Inflation Reduction Act for clean energy development. In northern climates, many such areas have no air conditioning, and residents are increasingly at risk with the intensity and duration of hot weather resulting from climate change. Glenn Research Center, located in Cleveland and Sandusky, Ohio, continues to create vast economic benefits within the regional economies of Northeast Ohio and Ohio by employing local labor, paying high wages to their employees who spend most of their income locally, engaging local contractors, and collaborating with local higher education institutions, providing them with research grants and contracts. Middle Neighborhoods (MNs) are generally recognized for their safety, stability and affordability for residents. They also provide an important opportunity to give lower-income populations access to affordable housing and an overall higher quality of life, but the number of MNs is declining throughout the U.S. Recognizing these opportunities and challenges regarding MNs, the research team set out to fill in the existing knowledge gaps about which public policies and programmatic activities are effective at 1) stabilizing MNs and 2) providing equitable access for lower-income and marginalized populations to join and stay in MNs.

This research paper aims to use several forms of regression analysis and neural networks to examine disparities in American income based on demographic groups. We present three models: a linear regression, a logistic regression, and a neural network to determine significant predictive factors in determining income. Exploring concepts presented by past literature in the field of economics, our research aims to pinpoint disparities and provide explanations for why they may be present in American income patterns. The Housing Choice Voucher Program (HCVP), known as Section 8, is the most recognizable public housing program in the U.S. Through empowering households to use their voucher to rent units in high-opportunity neighborhoods, this program can liberate and transform the outcomes of families experiencing poverty. However, in many Cleveland neighborhoods landlords still exclude Section 8 tenants by simply refusing to accept housing choice vouchers as payment. This explicit refusal leaves low-income households with limited options and traps participants into high-poverty neighborhoods.
