This study analyzes the citations of Masters Theses in Library and Information Science of Nnamdi Azikiwe University, Awka, Nigeria submitted from 2011 to 2018 with a view to determining the format and age of materials used and most frequently cited journals. The document checklists were used for data collections and the citations were extracted from the title pages and reference lists of each of the theses. Data obtained from 48 Masters Theses were examined. This study is a citation analysis of serials in postgraduate Theses and dissertations of library and information science of public universities in Southeast Nigeria submitted from 2013 to 2021. The study was guide by five research questions in line with the objectives of the study. The study employed a descriptive survey design with a sampled population of 296 derived through census method from four public universities offering library and information science. This study was organized to assess and have records about the information literacy and computer literacy skills among the students at the University of Jammu. To collect the data, a questionnaire was framed and distributed among 265 students studying at the University of Jammu. Out of 265 students, 243 questionnaires were received with responses being filed in them. Of the 243 students, there were 159 males and 84 females. This short commentary introduces and discusses the “Library Philosophy and Practice (LPP) Phenomenon,” wherein a scholarly journal published in a developed country has an extremely large number of authors from developing countries, relative to the typical journal. Elements of journals that fit the LPP phenomenon are discussed, as well as what this phenomenon says about barriers to scholarly publishing for researchers from developing nations. Implications for journals that lack diverse authorship from developing nations are listed. This phenomenon may be studied in other disciplines to further illuminate divides in the scholarly realm.
