Law Number 5 of 2014 concerning State Civil Apparatus mandates that all Government Agencies must implement Merit System-based in HR Management. However, even though Ministry of Youth and Sports received predicate "Good” in Merit System evaluation in 2021, but Ministry of Youth and Sports ranked 29th out of 33 Ministries (within bottom 5). How Does Foreign Direct Investment (Fdi) Impacts Egypt Economic Stability From The Specific Focus Of Exchange Rate And Economic Growth, Mohamed Medhat Merdan

This thesis examines the relationship between foreign direct investment (FDI) and economic dependency in Egypt, focusing on two channels through which such dependency may manifest: exchange rate volatility and economic growth. FDI has historically financed a disproportionately large share of Egypt's gross fixed capital formation relative to comparable regions, yet rigorous empirical research on its macroeconomic consequences within the Egyptian economy remains limited. Drawing on Dunning's eclectic (OLI) paradigm and Porter's diamond model, this study develops three hypotheses and tests them using an ARDL bounds testing approach applied to fifty-five years of annual data spanning 1970 to 2025.

This thesis examines the detention of suspected ISIS affiliates and their family members held in facilities administered by the Kurdish-led authorities in North-East Syria. Thousands of foreign nationals remain detained without trial, without repatriation, and in conditions widely criticized as inhumane. Existing scholarship and political discourse often describe these facilities as legal voids, limbo, or black holes where law has broken down or ceased to apply. This thesis challenges that characterization. Rather than existing outside the law, the facilities are governed through overlapping frameworks of international humanitarian law, international human rights law, counterterrorism security resolutions, and domestic laws. This study examines how local non-governmental organizations (NGOs) in Hadhramaut, Yemen plan and operate under conditions of fragility and uncertainty. Although strategic planning is often presented as a formal and structured process, NGOs in fragile settings face ongoing disruption, unstable funding, and weak institutions. This study asks how planning takes place in practice under these conditions. The study uses qualitative data from 22 semi-structured interviews with NGO leaders, staff, and external actors. A conceptual framework combining contextual fragility, resource dependence, organizational capacity and resilience, and legitimacy and networks was used to examine how these factors shape organizational planning. The research investigated barriers and facilitators to employment for autistic youth and adults in Egypt, with a particular focus on technical and vocational education and training (TVET) as a potential pathway into work, and explored stakeholder perspectives on the potential, barriers, and conditions for adapting the Egyptian TVET system to improve their employability. Despite record volumes of development finance flowing into Egypt, the private sector, particularly its micro, small, and medium enterprises, has yet to experience the broad-based growth these investments were designed to catalyze. Between 2020 and 2025, international development partners committed more than 15.6 billion dollars to Egypt's private sector, yet private investment remains a modest share of the national economy, and most domestic firms continue to face severe barriers to credit.

This thesis examines impact investing in Egypt from the vantage point of the impact investors, revealing that Egypt's constraint is not the availability of capital but its direction, as the absence of legal recognition, coordinated intermediaries, and a shared impact-measurement standard keeps capital out of a market otherwise rich in social enterprise potential. The growing use of Generative Artificial Intelligence (GenAI) and AI-assisted tools in journalism raises governance questions concerning accountability, human oversight, transparency, verification, editorial responsibility, and implementation. In Egypt, these issues arise within an emerging but fragmented governance environment that includes national AI guidance, media regulation, professional self-regulation, and developing newsroom practices. Black birthing people in the United States continue to experience unequal maternal health outcomes, shaped in part by racism and barriers to nutritious food, culturally relevant health education, and supportive community spaces. Horizontal Regulatory Barriers In International Trade: Evidence From Electric Plugs, Yuan Mei, Mingzhi (Jimmy) Xu

Domestic policies regulating the horizontal dimensions of product differentiation can impede international trade and have become a major concern in contemporary trade negotiations. We estimate trade frictions associated with incompatible designs of electric plugs, a well-known example of a horizontal regulatory barrier. Our findings indicate that fewer electronic devices are exported to destinations with incompatible electric plugs, and this effect operates through both the extensive margin and the intensive margin of exports. These results are further corroborated by an online survey of Chinese electronics exporters. Moreover, incompatible plugs are associated with lower average quality of exported electronic devices, suggesting that …

This dissertation explores, through a mixed-methods approach, how fullmission bridge simulators support transfer of learning to navigation training onboard, and under what conditions transfer can be trusted. Qualitative and quantitative components were integrated across the four articles. The first study explores how key onboard training stakeholders perceive its challenges, limitations, and the possibility of reducing required sea-time. Findings show broad agreement that OBT remains important, though openness to simulator use was conditional on credible evidence that simulator-developed competence can transfer onboard. Recent advances in personalized sensing and comfort feedback have spurred the development of data-driven comfort models tailored to individual needs. However, because current models treat sequential comfort feedback independently, they are subject to unstable predictions and limited interpretability, hindering their deployment in building management. This study introduces a dynamic modeling framework that utilizes a Neural Ordinary Differential Equations-based Continuous-time Markov Chain to model the transitions in comfort states over time. Background: Off-label use of intravenous ketamine (IVK) for depression is a widespread practice with limited regulation in the United States. There is an urgent need for current, evidence-informed treatment guidelines to facilitate patient safety, clinical decision-making, and care quality in real-world contexts.

Methods: The American Society of Ketamine Physicians, Psychotherapists and Practitioners (ASKP3) convened an interdisciplinary working committee tasked with creating guidelines for use of IVK for depression in outpatient settings. Digital attention capitalism generates value through the capture and monetization of human attention, yet it has historically lacked standardized mechanisms for measuring attention-related harm. This paper argues that the Attention Safeguard Models (A.S.M.), Cognitive Attentional Standards (C.A.S.), and Sociological Impact Assessment (S.I.A.) collectively challenge this system by introducing an integrated framework for classifying, measuring, and evaluating digital attention harm and its societal consequences. The September 2026 veteran employment report shows that veteran unemployment increased slightly from 3.4% in August to 3.5% in September, while post-9/11 veteran unemployment rose from 3.5% to 4.1%. National labor market conditions remained relatively stable, with little change in overall employment and unemployment. The most significant concern was among younger veterans ages 18 to 24, whose unemployment rate increased sharply to 23.8%. Female veteran unemployment also rose substantially, reaching 6.1%, while male veteran unemployment declined to 3.0%. Unemployment rates varied across demographic groups, though many veteran populations continued to experience employment outcomes comparable to or better than nonveterans. Duration …

Amid several initiatives to federalize the Philippines, discourse on engendering federalization remains scarce. This gap forms the basis of this study, which examined the realities of engendering federalization. Data were gathered through in-depth interviews and key informant interviews with research participants from various sectors in Davao City. Guided by Caren Levy’s Web of Institutionalization Framework, the study focused on three core dimensions: political commitment to gender equality, resources, and policy. The findings revealed that engendering federalization, particularly political commitment to gender equality, requires advocacy, institutionalization, gender awareness, and gender-sensitivity formation. This research aims to highlight the impact of financial depth indicators on economic growth in Iraq during the period (2004-2024). It employs a quantitative approach to measure the relationship between the variables under investigation using the Autoregressive Distributed Lag (ARDL) model. The study concludes that the increase in the deposit index and broad money supply does not necessarily reflect genuine development in financial intermediation. The study investigates the relationship between risk-based audit quality, financial oversight efficiency and financial corruption reduction in banks listed on the Iraq Stock Exchange in the years 2008–2025 by applying International Professional Practices Framework (IPPF) 2024. A composite risk-based audit quality index was created which included auditor independence, auditor professional qualification, frequency of audit committee meetings, and auditor presence of a formal risk committee. In October 2020, a new service was launched at the State Archives of Belgium, the Social Sciences and Digital Humanities Archive (SODHA). It is the result of several years of feasibility research into the viability of a data archive for social sciences and digital humanities in the research landscape of Belgium. SODHA acts as a service provider for the Consortium of European Social Science Data Archive (CESSDA ERIC) and takes up the task of preserving and disseminating research data in any of the disciplines that constitute the aforementioned fields.

The Impact Of Tobacco-Free School Laws On Student And Staff Smoking Behavior, Rachana Bhatt, Peter Hinrichs

A number of U.S. states have enacted bans on tobacco use by students, staff, and visitors anywhere on the grounds of public elementary and secondary schools statewide. These laws are intended to reduce tobacco use, reduce exposure to secondhand smoke, reinforce anti-tobacco curricula taught in schools, and prevent children from viewing their teachers and fellow students using tobacco products. We examine the impact that the laws have on the smoking behavior of students, teachers, and other school staff by using stacked difference-in-differences estimators that exploit the time variation in adoption of the laws across states.
