Effective policy implementation is crucial for improving educational outcomes and ensuring equitable learning environments. While existing literature has shown that policy implementation is influenced by factors such as leadership capacity, stakeholder engagement, communication, resource availability, organization context, and accountability, there is little known about how K-12 urban principals narrate, interpret, and make meaning of their experiences to implementing board-mandated policies. This study addressed this gap by exploring how principals in an urban school district in Ohio navigated the complexities of implementing school board policies amid resource limitations, stakeholder resistance, and accountability pressures. History has it that post-war period in any country in the world appeared to be with many challenges of re-planning the defence system. It involves the reconstruction of pre-war institutions that are destroyed during the war for onward growth and development. Contrary to this tradition, this article explores that, in 1970 while Nigerians were celebrating about the end of the Nigerian civil war, fresh crises emerged in the country’s defence sector. Śaṅkha-Dvīpa And The Swahili Littoral: Reconstructing India–East Africa Contacts Before The Common Era, Narendra Vijayasimha

Zamani: A Journal of African Historical Studies

This article is the first focused attempt to explore India–East Africa relationships in the Bronze Age and early Iron Age, approximately two to three millennia before the Common Era (3000–300 BCE) from a puranic perspective. While extensive scholarship exists on medieval and later Indo–African exchanges, the pre-Common Era period has remained underexplored. Drawing on Purāṇic cosmographies, Greco-Roman geographical accounts, African archaeology, and Indian Ocean trade studies, this research reconstructs possible networks of contact facilitated by monsoon navigation and long-distance exchange. Methodologically, the article integrates textual exegesis, comparative cosmography, and archaeological correlation. The findings suggest that Indian conceptions of Śaṅkha-dvīpa reflect …

This article explores the significance of collaboration in the spread of missionary Christianity in Africa through a historical study of The Apostolic Church of Nigeria (TACN). It examines how the partnership between British missionaries and Nigerian leaders produced a hybrid mission model that combined Western ecclesiastical structure with African spirituality. Drawing on historical records, church documents, and existing scholarship, the article adopts a narrative–analytical method to trace how figures such as Pastors George Perfect, Idris J Vaughan and DO Odubanjo negotiated issues of theology, finance and cultural identity. This article critically examines Indonesia’s position in realizing its vision as a Global Maritime Fulcrum through an analysis of four main pillars of maritime power: maritime science, financial strength, maritime industry, and naval defense. The study is motivated by the paradox between Indonesia’s vast geographical and historical potential as an archipelagic state and its limited structural capacity to build modern maritime power. This study explored the perceptions of civics and civic education held by secondary school teachers of non-elective social studies classes in four schools within the same school district. Using a qualitative approach, this study examined how veteran teachers understood and defined civics, the ways in which they employed civics education in their teaching methodology and daily lessons, and the challenges or obstacles they perceived, if any, incorporating lessons reflecting a progressive experimentalist methodology. The fundamentals the Irish National Army used in the Irish Civil War (1922–23) are a model for the successful application of a classic counterinsurgency which, if understood earlier, could have made a difference in the United States’ most recent wars in Iraq and Afghanistan. The Irish Civil War has not been examined in-depth through the lens of modern counterinsurgency doctrine. This article draws on military history and recent counterinsurgency doctrines to provide US policymakers and military practitioners practical guidance for how counterinsurgent forces can foster trust and use appropriate tactics that lead to strategic success.

A New Security Framework For Nato’S Eastern Flank, Matthew J. Kukla, Anna Batta

The US Army War College Quarterly: Parameters

This article argues for a NATO-EU–led security strategy to achieve long-term deterrence in Ukraine after the end of the Russia-Ukraine War. Unlike existing analyses, this article straddles the strategic level of deterrence, outlining an operational road map. Its historical example of the Iraq War shows that long-term security requires the development of plans before a conflict ends, long-term commitments, and multilateral—not unilateral—security efforts. The proposed solution provides strategic planners and policymakers with a low-risk, high-reward approach that leverages burden sharing through a multinational framework.

This article details the East German military’s extensive, innovative covert-propaganda program, which was designed to influence West German attitudes for almost two decades during the Cold War. Unlike existing scholarship that primarily addresses intelligence-led disinformation, this study exclusively analyzes military-led information warfare. The problem addressed in this study was the lack of a mandated statewide law-related education (LRE) requirement within the California K–12 curriculum. Existing research linked structured LRE exposure to greater civic knowledge, stronger legal understanding, increased social responsibility, and reduced delinquency risk among disadvantaged youth. However, a gap exists due to the absence of integrated qualitative analyses combining prior LRE research with stakeholder perceptions. This article is dedicated to the multifaceted support that Ukrainian diaspora and Catholic organizations in the Republic of Croatia have been providing to Ukrainian refugees since the full-scale Russian invasion on February 24, 2022. Defending The Homeland: An Archaeoethnodemographic (Aed) Analysis Of Population Dynamics And Settlement Patterns In The Navajo Dinétah, Ad 1720–1745, Kurt Mantonya

This dissertation presents an innovative archaeoethnodemographic (AED) analysis of Navajo population dynamics during the Middle Period (AD 1720−1745) of the Gobernador Phase in the Dinétah, the ancestral Navajo homeland in northwest New Mexico. During this critical quarter-century, intensified Ute and Comanche slave-raiding and Spanish military expeditions forced the Diné to abandon traditional dispersed settlement patterns in favor of defensive aggregation around fortified pueblitos—small masonry defensive structures built on boulder-tops and mesa-rims throughout the region.

This article examines the history of German missionaries in the colonial Mbeya, a southwest region of Tanzania, from the 1880s to 1918. It explores how missionaries influenced political, social, and economic changes that had a profound impact on the lives of the local population. The article investigates the secular roles of missionaries, which, although they supported evangelisation, they were not directly non- secular aspects. In doing so, the article considers missionaries' efforts in education, health, agriculture, trade, and tax collection, which sometimes led to them working as colonial intermediaries in certain areas of Mbeya. The essay examines the ecological marginalization of Dalit and tribal women in India, especially by analysing the three points of intersection, namely, caste, patriarchy, and gender. Though it starts with a global outlook on the African water crisis, it substantiates the argument with Indian realities of water inequality and resource depletion. This paper examines the dynamics of power asymmetry in the interdependent relationship between Cameroon and France from 2000 – 2024 with a focus on security and economic cooperation. The main research question asks: To what extent has power asymmetry reinforced or mitigated the interdependent relationship between Cameroon and France within the realm of economic and security cooperation? Based on the hypothesis that increased interdependence between these two states during this period has strengthened existing power disparity. The paper examines how such dynamics have restrained Cameroon’s autonomy and its capacity to pursue policy goals.
