Tingginya harga minyak dunia mengakibatkan pemerintah Indonesia di bawah pimpinan Susilo Bambang Yudhoyono (SBY) harus mengurangi subsidi Bahan Bakar Minyak (BBM). Hal ini berdampak pada kenaikan harga BBM sebanyak tiga kali yaitu pada Maret 2005 (kenaikan harga berkisar 60 persen), Oktober 2005 (sekitar 108 persen), dan Mei 2008 (sekitar 30 persen). Kebijakan ini dimaksudkan agar dana yang diperoleh dari pengurangan subsidi BBM dapat dipindahkan alokasinya untuk empat program utama bagi penduduk miskin dan tidak mampu. Program-program tersebut adalah Bantuan Langsung Tunai, Bantuan Operasional Sekolah (BOS), pelayanan kesehatan gratis, dan infrastruktur desa. Universities in the United States increasingly experience demographic, business, and community pressure to hire, retain, and educate women and ethnic minority faculty, staff, and students. Responses to this pressure have changed over time from isolated open-door initiatives to comprehensive diversity initiatives designed to create welcoming campus environments for people of all backgrounds. Current literature on the assessment of diversity initiatives in higher education suggests the need to use approaches that include attention to the entire university, and to institutionalize the norms and values associated with diversity initiatives as part of the change process. The U.S. Environmental Protection Agency (EPA) has established numerous voluntary environmental programs over the last fifteen years, seeking to encourage businesses to make environmental progress beyond what current law requires them to achieve. EPA aims to induce beyond-compliance behavior by offering various forms of recognition and rewards, including relief from otherwise applicable environmental regulations. Despite EPA's emphasis on voluntary programs,relatively few businesses have availed themselves of these programs -- and paradoxically, the programs that offer the most significant regulatory benefits tend to have the fewest members. This exploratory study examined the collaborative strategy used by Tri Cities Partnership (TCP) to facilitate the collaborative process required by the United States Department of Housing and Urban Development (HUD) to receive Continuum of Care funding. The study examined partner perceptions of TCP's leadership, organizational structure, benefits and drawbacks of participation, and relationships with partners. A follow-up survey and key informant interviews explored themes related to organizational affiliation with TCP, benefits and drawbacks of participation, relationships with partners, challenges impacting the ability of TCP to facilitate collaboration and strategies for involving key stakeholders. Nigeria is ethnically a diverse nation-state. Its ethnic diversity, like that of the United State of America ideally is a source of strength. However on the contrary, analysis of post independence inter-ethnic relations in Nigeria indicates surge from ‘ethnic accommodation to ethnic agitation’. Consequently, due to frequent inter-ethnic conflict, the task ‘to keep Nigeria one’ is therefore more than ever becoming an uphill task. This article explores the root causes of the growing inter-ethnic conflicts in contemporary Nigeria from the perspective of the ethnic security dilemma prism and concludes that it is a relevant explanatory tool for understanding it.

While significant progress has been made to better protect the country from health emergencies, funding for essential programs has been cut, putting these improvements in jeopardy. Additionally, a number of critical areas of preparedness still have significant gaps, including surge capacity and biosurveillance systems, and these problems are less likely to be addressed as funding decreases.

Peace without justice is an illusion. The use of the International Criminal Court (ICC) to investigate and prosecute human rights violations not only provides restorative justice for those harmed by the wrongdoing but also retributive justice towards the perpetrators. Restorative justice seeks to help heal the wounds of the victims and community by acknowledging and witnessing the pain and suffering of the victim. Retributive justice seeks to punish the offenders. The hope is that retribution will deter or prevent future acts of violence by holding perpetrators accountable for the violations of human rights, genocide, war crimes, and crimes against humanity. …

This paper examines the participation rate and success of female officers in the police promotion process viewed within the theoretical context of organizational culture, systemic discrimination, and the pipeline and glass ceiling theories. A survey of female officers employed with the Ontario Police Services between 2000 and 2007 was conducted. The findings reveal that although the challenges and obstacles faced by women have not disappeared, encouraging progress has been made. For both the sergeant and staff sergeant ranks, women are seeking promotion in proportions that exceed the historic and weighted seniority requirements associated with police promotions that previously required pre-determined …

Bystanders' Reactions Towards Co-Punishment Events In The Taiwanese Military: Examining The Moderating Effects Of Organizational Norms, Shu-Cheng S. Chi, Hsin-Hsin Lo, Tsai Ming-Hong, Brian P. Niehoff

The present study examined bystanders' justice perceptions about co-punishment events. In a sample of 169 logistic officers in the Taiwanese military, responsibility attributions (i.e. liability attributed to co-punished persons) had a negative relationship with perceived harshness, and a positive relationship with perceived procedural justice. In addition, the effects of responsibility attributions on procedural justice were weaker if the person perceived stronger rather than weaker organizational norms of co-punishment.

Agenda-Setting And The Media: A Look At Child Welfare Legislation, 1995-2005, Tamara Temoney

This project used a content analysis methodology to determine the agenda-setting capacity of the media to influence child welfare legislation in a state legislature. With a foundation in agenda-setting theory, this study identifies how the coverage of child abuse and neglect in the print media impacts decision-makers to introduce legislation related to child abuse and neglect. Through a comparison of the issues covered in the newspaper with the issues receiving legislative attention, this study showed that media influence varies by topic, with some topics being more open to media affects than others. The Azerbaijan National Agency for Mine Action (ANAMA) is a success story and is one of only five such agencies with comparable success. If the main stakeholders maintain their current support and approach to it, that success should continue.

The United Nations Development Programme (UNDP) approach to the project with ANAMA has proven to be a large part of this success and although its impact is now less – given the increasing strength of ANAMA – its role is still very important.

All the Outcomes and Outputs assessed by this evaluation have been met.

Across America, homeless students face a myriad of barriers that impede education and school access and success of homeless children. The purpose of this study was to determine the barriers to enrollment and school success for homeless students. The ultimate goal was to provide information to parents, teachers, administrators, and school districts that could serve as a vital resource tool in educating homeless students while removing barriers.

The participants consisted of 215 certified teachers, school administrators, and homeless liaisons in 23 school districts representing the populations that provide afterschool instruction to homeless students. The study was conducted in the spring …

This study is interested in defining new variables that contribute to the explanation of whether or not an individual applies to postsecondary institutions. Prior research has explained differences based on demographic variables, such as first generation status, income and race, and differences in information and social support that an individual possesses. While these variables have a significant effect on the decision, they do not completely explain why individuals decide to pursue postsecondary education. The paper will examine how elements of youth development can enhance the camp experience, so that new camps for youth with disabilities and/or serious illness, such as Flying Horse Farms, can start with a solid knowledge base of what works and why it works. As America moved into the 21" century financial scandals associated with large publicly traded corporations brougt widespread concern about the reliability of financial reporting. In response the U.S. Congress adopted the Sarbanes-Oxley Act of 2002 (SOX). Undergirding SOX was the belief that improvements in the reliability of an organization's financial disclosures would lead to increased trust in the issuing organization.

Currently most of the key mine action activities in the Sudan are managed by the UNMAO. However, the mandate of UNMAO expires in June 2011, by which time the national authorities should have assumed all necessary regulatory and coordination responsibilities. In order to accelerate the transfer of responsibilities to the national authorities, UNMAO is developing a Transition Plan.
