The Perceived Role Of High-Level Black Urban Managers In Virginia, Karen Ann Johnson
Theses and Dissertations in Urban Services - Urban Management
Focusing on sixteen cities in Virginia, the researcher studied the perceived managerial and career roles that high level black urban managers play in local government. From June to August 1991, black managers in the study completed self-assessments in the following areas: (1) socio-demographics, (2) perceived managerial and career role, (3) behaviors associated with managerial activism, pursuing the needs of the black community and career development, and (4) characteristics of their work environment. Based on their responses, the managers were assigned to role groups. Differences among the groups were noted. The entrepreneurs reported a higher degree of organizational support, role norm …

Issues In The Unorganized Areas Of Northern Ontario, Dean Nickerson

This paper examines how the unorganized or unincorporated areas of Northern Ontario pose difficulties for the provincial government based on a discussion of the steps the province has taken to compensate for the lack of local government and the problems that occur with respect to these provincial initiatives. The findings reveal that unorganized areas present a considerable burden on the Ontario government with respect to service provision, taxes, planning, and democracy.

This paper examines the overall effectiveness of financial impact analysis (FIA) in local government based on a survey of 48 municipalities in Ontario with populations over 25,000. The findings reveal that despite the usefulness of FIA as an evaluative technique for municipal expenditures and revenues, it remains an unpopular tool for local government administrators in the province.

This paper examines the issues involved with the privatization of local government services based on a case study of the Waterloo County Board of Education’s decision to privatize school bus operations. The findings reveal that a number of considerations should be made with regards to privatization, including whether the service is one that can be competitively substituted by the private sector, the type management controls, regulations, and evaluations that need to be put in place, and the contractual, legislative, and moral obligations to existing employees.

This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. If military-to-military programs contribute to U.S. political objectives then government policy toward military interdependence should allow the U.S. military to act as a catalyst for international cooperation as well as the guardian of U.S. security interests. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. The State of Michigan has been partially responsible for the treatment of the mentally ill population since 1832, when Wayne County General Hospital opened its doors. The state government made a commitment to care for the afflicted, and at the same time provide an opportunity for other individuals to participate in their treatment. Eventually this commitment led to the establishment of employment for many citizens, and gradually, over the decades, a mental health bureaucracy emerged. It was necessary to hire not only professional staff, but also support staff such as food services, housekeeping, maintenance, and the like. Mental health facilities …

Elderly people with irreversible cognitive declines such as Alzheimer's Disease (AD) make many demands on those who must care for them, whether those caregivers are family members or the paid staff of nursing homes. When family members no longer have the capacity to meet these demands, a move to a nursing home or other formal care facility becomes the only solution. Such a shift does not, however, mean the end of family caregiving. Instead, the family's caregiving activities must be integrated with the ongoing efforts of the formal care staff. In 1966, General Charles de Gaulle partially withdrew France from the integrated military structure of the North Atlantic Treaty organization (NATO). This action represented a climax in the ongoing evolution in French foreign policy. Both sides of the Atlantic failed to understand de Gaulle's actions because of the ambivalent relation between the concept of grandeur in world politics and France's loyalty to the Alliance. Consequently, the partial withdrawal was perceived as a drastic shift in policies exemplifying French "anti-Americanism" and lack of commitment to the Alliance and NATO.

This paper examines the negotiation and arbitration processes that were used in the annexation of the Greater London Area to determine their appropriateness in resolving boundary issues. A comprehensive literature review and an analysis of public hearings were conducted. The findings reveal that the arbitration process was unsuccessful and inappropriate in resolving the boundary adjustment dispute and the arbitration process did very little in adding substantial information to the decision-making process.

This paper examines concerns regarding the roles and responsibilities of councillors and bureaucrats within the policymaking process based on a case study of the Gore Park Rejuvenation Program in Hamilton. The findings reveal that if the expectations of councillors and bureaucrats are not coordinated, problems will eventually occur and, more specifically, if councillors do not prudently assess issues and bureaucrats fail to act responsibly, policies will not be properly formulated or delivered.

The purpose of this study was to examine the merger of the school systems of the City of South Norfolk and Norfolk County in the State of Virginia. The merger of these two geographical entitites was consummated on January 1, 1963. Norfolk County was formed in 1636 by the Virginia General Assembly. The cities of Norfolk, Portsmouth, and South Norfolk were carved from this county. A series of annexations by these cities between 1940 and 1960 cost Norfolk County thirty-three square miles of territory, 110,000 residents, and {dollar}1,881,000 in revenue.;In order to protect its viability, Norfolk County voted to merge …

Evidence of physical decline due in part to the rapid encroachment of commercial and industrial activity into some of Portland's residential areas in the mid-1960s and efforts to combat the forces of time and change through neighborhood revitalization provide the basis for this study. Additionally, some of the characteristics often employed in explaining the phenomenon in cities are manifested in the city of Portland. Portland's Southeast Hawthorne Boulevard illustrates commercial gentrification in progress. Once a declining service district, "Hawthorne" is now one of the city's most popular shopping streets. Tracing and classifying businesses, using address listings from city directories, gives an accurate picture of changes since 1980. Three parallel trends can be distinguished in the makeup of the business mix: a shift from services to retailing; a move towards a regional, rather than a neighborhood, market area; and a cultural upgrading associated with the influx of increasingly expensive stores. Classification also aids in the definition of a tipping point at which revitalization became gentrification. …

The overseas qualified doctor is a potential threat to the state-sanctioned control practising doctors have over medical knowledge in Australia. The nonrecognition of qualifications of many migrant and refugee doctors, in particular from non-English speaking background (NESB) countries, presses them into a subordinate relationship lo that of registered practitioners. The ownership of medical knowledge is limited lo state-recognised practitioners, thus allowing them to maintain significant economic and social advantage within the general community. Federalism and Intergovernmental Relations (IGR) saturates the academic study and practice of public administration. The two are combined into a structure of government (federalism) and the flow of information and instructions within that structure (IGR). Forming a single and complex theoretical approach to public administration, they offer definition and clarification to the nature of American government. However, the approach is inherently biased - as currently offered. Deliberate or not, it stresses the supremacy of each level of government over lesser units - a clear hierarchical structure.
