Cluster Battle Is Over, But The War Rages On, Chester Smolski
Smolski Texts
"The Chinese have a saying: 'Life is a tragedy for those who feel and a comedy for those who think.' For Americans, the same could be said for zoning in the seemingly never-ending war between residents and developers over land development."

Herculean Task Ahead For R.I. Land-Study Panel, Chester Smolski
Smolski Texts
"It has an impressive title--Commission to Study the Entire Area of Land Use, Preservation, Development and Regulation. Selection of the 23 committee members was made by top governing and legislative officials--governor, lieutenant governor, State majority leader and House speaker. It has a budget of $50,000 and is supposed to submit recommendations to the General Assembly by Feb. 25--a virtual impossibility."

Property Rights And Hospital Behavior Under Drgs : An Examination Of Nonprofit, Government, And Forprofit Sectors, Elizabeth M. Andal Sorrentino
FIU Electronic Theses and Dissertations
This study compares nonprofit, government, and forprofit hospitals in South Florida. Property rights arrangement is defined as rights to residual profits in the forprofit hospitals, and the tax-exemption status on the part of nonprofit and government hospitals with obligations to serve charitable purposes in the public interest. This dissertation derives and tests implications about differences in behavior in the context of efficiency, equity, and quality of care delivered in nonprofit, government, and forprofit hospitals.
Fifty-six hospitals with Joint Commission on Accreditation of Hospitals (JCAH) accreditation were compared on institutional variables (bed size, location>; efficiency variables (occupancy rates, ancillary expenses, …
Contracting For Social Service Client Transportation: Multnomah County, Oregon, Final Report, Kenneth Dueker, Judy S. David
Contracting For Social Service Client Transportation: Multnomah County, Oregon, Final Report, Kenneth Dueker, Judy S. David
Center for Urban Studies Publications and Reports
The Multnomah County Aging Services Division (ASD) and the tri-county developmentally disabled programs provide transportation services for their elderly and handicapped clients primarily by contracting with TRI-MET, the regional transit district. This system is strained because the demands for transportation services are increasing, the cost of contracted services exceeds the county's transportation funds, the quality of service does not meet all clients' needs, and TRI-MET has been spending less of its primary funding sources on elderly and handicapped transportation. The county therefore contracted with the Center for Urban Studies of Portland State University, to examine the current provision of transportation …

High Price Of Housing Has Some Unseen Costs, Chester Smolski
High Price Of Housing Has Some Unseen Costs, Chester Smolski
Smolski Texts
"Affordability is the major problem in the housing industry today, at least in this part of the country. The Northeast, now the most expensive area in the nation in which to build a house, is fine for those who are sitting in their appreciating houses, but the region is at a distinct disadvantage when it comes to attracting a pool of talented people to live and work here."

Technical Bulletins: Mandatory Medicare Coverage For Newly Hired State And Local Workers, Richard Stokes
MTAS Publications: Technical Bulletins
This Technical Bulletin discusses a Budget Reconciliation Bill designed to reduce the federal budget deficit by raising eighteen (18) billion dollars in the next three (3) years. The reconciliation legislation included a provision that required all state and local government employees hired after April 1, 1986 to be covered by the Medicare portion of the Social Security Tax. The new bill required both employers and employees to pay a tax of 1.45% on the first $42,000 of income earned by an employee.

Middletown Needs A Better Eye To Its Future, Chester Smolski
Middletown Needs A Better Eye To Its Future, Chester Smolski
Smolski Texts
"In the last 25 years this town in the middle of Aquidneck Island has undergone the most dramatic swings of population of any community in the state. Subject to decisions made in Washington, D.C., as to the concentration of Navy personnel, Middletown has had more than its share of ups and downs. Having its own Navy facilities and housing as well as housing personnel based in Newport, Middletown has seen its 1960 population of 12,675 explode to 29,900 in 1970 and then experience the greatest population loss in the 1970s of any of the nine Rhode Island communities that lost …

Helping Communities Determine Development, Chester Smolski
Helping Communities Determine Development, Chester Smolski
Smolski Texts
"The word uppermost in the minds of many communities these days is 'development,' a process that manifests itself on the land in the form of the built environment. Alarmed at the speed with which land is being used--and often abused--communities are being faced with touch decisions on how to cope with development, either by directing it, managing it or even stopping it."
