Policy Considerations Regarding The Integration Of Lusophone West African Immigrant Populations, Kezia Lartey, Brandon D. Lundy

On January 23, 2012, Resolution No. 3 enacted the National Immigration Strategy for the island nation of Cabo Verde, the first of its kind in the country. As a buffer nation to Western Europe with a rapidly developing economy and good governance indicators, Cabo Verde is transitioning from a sending and transit country to a receiving nation for African mainlanders, especially from Guinea-Bissau. How effective are these immigration policies at managing these changing mobility patterns? Are immigrants successfully integrating into host communities? How might integration be handled more effectively? This policy briefing reports integration successes and failures from ethnographic research …

[Excerpt] Unauthorized immigration to the US has a long and varied history shaped by a number of shifts in immigration policy. Of the global immigrant stock, 10–15 % is estimated to be undocumented (20–30 million; International Organization for Migration 2008). Today, undocumented immigrants comprise roughly 40 % of the immigrant flow to the US. Although immigrants often come to this country as a result of complex factors that were initiated or supported by the US—including free trade agreements and wars that devastated immigrants’ home countries and their national economies—once they become unauthorized, they find themselves in extremely vulnerable positions. Besides …

Book Description: The current daily experiences of undocumented students as they navigate the processes of entering and then thriving in Jesuit colleges are explored alongside an investigation of the knowledge and attitudes among staff and faculty about undocumented students in their midst, and the institutional response to their presence. Cutting across the fields of U.S. immigration policy, theory and history, religion, law, and education, Undocumented and in College delineates the historical and present-day contexts of immigration, including the role of religious institutions. This unique volume, based on an extensive two-year study (2010-12) of undocumented students at Jesuit colleges in the …

Is Incorporation Of Unauthorized Immigrants Possible? Inclusion And Contingency For Nonstatus Migrants And Legal Immigrants, Maria Lorena Cook
Is Incorporation Of Unauthorized Immigrants Possible? Inclusion And Contingency For Nonstatus Migrants And Legal Immigrants, Maria Lorena Cook

[Excerpt] What does inclusion for nonstatus migrants look like? How do we recognize and measure inclusion for this population? How might we model inclusion for nonstatus migrants? This essay addresses these questions, drawing primarily on empirical examples from the United States and Spain. Although Spain has become a country of immigration relatively recently, both countries have received large numbers of unauthorized immigrants, especially in the early part of the 2000s. These two countries also illustrate different means of inclusion for unauthorized migrants. During most of the 2000s opportunities for the “regularization” of unauthorized migrants have arguably been greater in Spain …

Counterpoint: Reply To Orrenius And Zavodny, Vernon Briggs

[Excerpt] On the fundamental conclusions, the positions argued by Pia Orrenius and Madeline Zavodny and my own are in essential agreement. The immigration policy of the United States is in dire need of changes. The public concern is, in their words, “driven by the increase in immigration in recent years, particularly of unauthorized immigration.” Our mutual worries pertain to the disproportionately adverse impacts of the immigrant inflow on the nation’s low-skilled work force and the high fiscal burden borne by local communities and states with growing immigrant populations. The differences between the two papers center on the approaches taken to …

The Elusive Goal: The Quest For A Credible Immigration Policy, Vernon Briggs

[Excerpt] The starting point for all immigration reform efforts must be making the immigration system enforceable. Nothing else makes sense. Otherwise, immigration policy is on a squirrel wheel going nowhere. Illegal immigrants will keep coming in defiance of its terms.

The Career Of Vernon Briggs, Jr.: A Liberal Economist’S Struggle To Reduce Immigration

[Excerpt] At the conclusion of Cornell’s spring semester in 2007, Briggs ended his 47 years of college teaching. As he retired, Cornell honored him with emeritus status. Since then, he has occasionally given public talks and written articles on the need for immigration reform. He says his work still draws motivation from a principle he left with his students at the end of the last lecture in each of his classes over his entire career: “The mode through which the impossible comes to pass is effort.”
That quote from Justice Oliver Wendell Homes was passed on to Briggs by Michigan …
The Effect Of Immigrant Composition On Student Achievement: Evidence From New York City, Ryan Yeung
The Effect Of Immigrant Composition On Student Achievement: Evidence From New York City, Ryan Yeung

There has been a large body of recent literature focused on the effects of school composition on student outcomes. These studies have focused on peer group characteristics such as achievement, gender composition, ethnic and racial composition, and socioeconomic composition. This area of research has been commonly called "peer effects." A relatively unexplored area of peer effects research involves the effect of immigrant children on their schoolmates. Because of the heterogeneity between immigrant groups, this study focuses on East Asian and Dominican immigrant children. As these two groups are on opposite sides of the socioeconomic spectrum, comparing results of the two …
Illegal Immigration And The Dilemma Of American Unions, Vernon Briggs
Illegal Immigration And The Dilemma Of American Unions, Vernon Briggs

[Excerpt] Over its long and often turbulent evolution, the American labor movement has confronted few issues as persistently and as difficult has those related to subject of immigration. By definition, immigration affects the size of the labor force at any given time as well as its geographical distribution and skill composition. These vital influences, in turn, affect national, regional and local labor market conditions. Most immigrants directly join the labor force upon entering the country, as do eventually most of their family members. Hence, organized labor never has ignored immigration trends. As Samuel Gompers, one of the founders of the …

The Economic Downturn Is Accentuated By Labor Market Deficiencies Of U.S. Immigration Policies: A Mandate For Change, Vernon Briggs

[Excerpt] The depth and length of the economic downturn has already led federal policymakers to implement fiscal policy remedies (i.e., government spending and tax cuts) of unprecedented proportions. These efforts have been intended to enlarge labor demand by stimulating aggregate spending in the lagging economy. Likewise, the Federal Reserve has pursued an expansionary monetary policy (i.e., increasing the money supply) that has driven interest rates to historically low levels and held them there longer than has ever before been imagined. Despite the massive scale of these policy initiatives, they have been of little avail. Throughout this troublesome period, however, the …

In this paper, we model the interaction between idiocentric and allocentric immigrants in two settings – in a society that is predominantly collectivist and in a society that is predominantly individualist. Immigrants, either allocentric or idiocentric, can also be entity theorists (fixed mindset) or incremental theorists (growth mindset). We use evolutionary game theory to model how the host country cultural environment places selective pressure on the cultures of immigrant populations. This has implications for how well immigrants assimilate into their host country. Our results show: (a) depending on the initial ratio of allocentric and idiocentric immigrants, assimilation is either complete …

Illegal Immigration And Immigration Reform: Protecting The Employment Rights Of The American Labor Force (The Native Born And Foreign Born) Who Are Eligible To Be Employed, Vernon Briggs, Jr.
Vernon M Briggs Jr
[Excerpt] Ever since the latter half of the 19th Century when the United States began to use its lega l system as a means to regulate both the size and the composition of the flow of foreign-born persons into its population and labor force, policymakers have had to confront the issue of what to do about those who defy the ensuing limitations, restrictions, and exclusions. As a consequence, the subject of illegal immigration has made frequent appearances on the nation’s political reform agenda. For while the United States claims to be a “a nation of immigrants,” it also boasts that …

Each year, over 100,000 children are apprehended entering the United States unaccompanied by parents or legal guardians, and without valid immigration documents. As many as 8,000 of these children are placed in an elaborate system of border patrol detention centers, shelter facilities, and courts. While the Department of Health and Human Services (through the Office of Refugee Resettlement) funds programs that care for the undocumented immigrants, the Department of Justice, (through the Department of Homeland Security) sweeps up and deports the very same children (or their parents). Apprehended children therefore bring to light the competing agendas of security and humanitarianism. …

In industrial societies where civil law and state institutions have become well-established secular vehicles for governing the populace, it is widely assumed that the state no longer has an interest in fortifying the religious sector as a complementary source of social control. Thus, a distinction is drawn between the Islamic state that is ruled by religious law and the secular state of Western industrial societies in which religion is deemed to have lost its influence in the public sphere. This dissertation argues that civil law is not religiously neutral and thus challenges a central premise of secularization theory. Introducing a …
