Education is an important protective factor in preventing involvement in crime. For those young people that enter the youth justice system, and especially youth justice centres, education is a critical, but infrequently explored part of their time in custody following generally disrupted schooling experiences. There are currently six youth justice centres in New South Wales, Australia. Each of these centres have an Education and Training Unit which are schools funded by and staffed with Department of Education personnel. There is evidence that young people accessing these schools regard them very positively. However, this article, drawing on publicly available information, raises …

Following the collapse of Lehman Brothers on September 15, 2008, the Australian government intervened in its own banking system, both to support domestic depositors and to keep its banking system competitive with those in countries whose regulators had already intervened. On October 12, 2008, the Australian government announced the Financial Claims Scheme (FCS) to insure bank depositors. The deposit guarantee automatically insured depositors at all authorized deposit-taking institutions and covered a range of deposit accounts. As initially announced, the FCS would provide a blanket guarantee to all depositors with no fee for participation. This blanket guarantee, however, prompted a migration …

The Spread Of International Borders As A Prelude To The Spread Of International Borders During Covid-19, David E. Toohey

This article analyzes how Covid-19 has impacted borders and xenophobia. In particular, it looks at how four countries with generally right-wing politics, but not necessarily right-wing viewpoints, have used xenophobia to deal with Covid-19: The United States, Japan, Brazil, and Australia. This paper chronicles the expected rise in blaming other countries for the spread of Covid-19 with unexpected consequences. Rather than solidifying national borders and constituencies in the face of an international threat through xenophobia, right-wing countries have instead created a successful border creation process with little room to expand. From International Borders To The Honeycombing Of Internal Borders: Response To Covid-19 Pandemic, David E. Toohey

This article looks at borders during the Covid-19 crisis. In particular, it looks at how internal borders have arisen following xenophobic and national responses to Covid-19. This rise of internal borders is referred to as the honeycombing of borders. This article takes a genealogical approach to understand how borders have arisen—despite not always favorable opinions about them. Therefore, this looks at Rancière’s (1999; 2004) concept of the “police order” in the imposition of the sensible through Foucault’s genealogical approach, both to show the temporary, haphazard nature of these borders and how they revert to less desirable things. This article investigates understandings of publicness in the context of public foundations in Australia by examining how perceptions of publicness inform and influence the practice and conduct of those grantmaking foundations. As part of a broader study on perceptions of accountability and identity in Australian foundations, the article provides empirical evidence from interviews with managers and trustees from a diverse group of public foundations suggesting that understandings and applications of two dimensions of publicness were significant: donations, or public money; and grantmaking, or public benefit. Further elements of publicness were expressed around foundations’ visibility and the transparency of their operations. …

This report is a personal account of prostitution survivors facing harassment from representatives of the sex industry in Australia. At events to promote a new collection of stories by survivors of the industry—Prostitution Narratives: Stories of Survival in the Sex Trade—speakers were intimidated and insulted. The survivors describe their experiences and their determination to speak-out against prostitution, even in the face of opposition.

The Australian government implemented a new policy in July 2013 in an attempt to more effectively address the recent spike in irregular migrants trying to reach its shores. In this paper, I examine the panic over migration in Australia concerning asylum seekers arriving by boat. The discussion is divided into two main themes. First, I look at how the Australian government is attempting to manage irregular immigration with a specific focus on the regional arrangement with Papua New Guinea. Generally, the world’s largest dams have been erected and managed
by governments, while individual owners have been responsible for private
dams. Both kinds of dams have experienced technical failures that
have resulted in tragic losses of life as well as disastrous damage to property
and environment, and this has generated serious concerns regarding
