Prevention of near-term terrorist attacks requires an understanding of current terrorist organizations to include their composition, the actors involved, and how they operate to achieve their objectives. To aid this understanding, operations research, sociological, and behavioral theory relevant to the study of social networks are applied, thereby providing theoretical foundations for new methodologies to analyze non-cooperative organizations, defined as those trying to hide their structure or are unwilling to provide information regarding their operations. Techniques applying information regarding multiple dimensions of interpersonal relationships, inferring from them the strengths of interpersonal ties, are explored. Multinational operations are carried out to achieve military and diplomatic objectives in various regions. Such operations derive a great deal of benefits from sharing budgets, political legitimacy, sharing each national experience and technological resources, and so forth. However, a coalition, one structure of multinational operations, often involves serious challenges in such areas as command and control, logistic support, communication and language, training, and intelligence and information due to its ad hoc characteristics. The purpose of this research is to compare two different biosurveillance methodologies: BioWatch and "A Hot Idea". BioWatch is fielded and operating in major US cities today. Air samples are collected on filter paper and analyzed for the presence of harmful biological agents. "A Hot Idea" is an evolving methodology using the human body's immune response to identify the onset of infection from a harmful pathogen. Detecting a temperature increase, using infrared thermographers, in a statistically significant portion of population would allow earlier identification of a biological release, accelerating initiation of response actions. In order to bring the doctrine of Effects-Based Operations (EBO) into a fully operational capability, Effects-Based Assessment (EBA) must provide relevant insight to the commander and his planning staff. Assessments of an effects-based plan and execution must include an assessment of the effects of a campaign on the enemy in addition to an assessment of the accomplishment of friendly actions taken to achieve the desired effects. The research was done as part of an effort to develop alternative fire suppressant technologies for aircraft engine nacelles. The turbulent shear flow behind a surface mounted fence inside an open circuit wind tunnel was investigated experimentally. The tunnel test section was designed to be 2-D and exhibit flow qualities similar to those found in a typical engine nacelle. A 279 mm wide fuel pan was inserted approximately four fence heights downstream of the fence location. The fuel pan was filled using water to simulate fuel with a depth of 32 mm. The Global War on Terrorism (GWOT) has yielded new challenges to the United States' strategic airlift infrastructure. The network of en-route airfields that serve as refueling and maintenance stops were designed primarily to service relatively static Cold War requirements. However, the GWOT has resulted in the need for an infrastructure that is responsive to a highly dynamic environment. This research uses a "value focused" methodology to identify en-route airfield locations that simultaneously maximize cargo throughput capability while possessing a high degree of adaptability to volatile cargo delivery requirements.

Every day, over 800,000 hazmat transactions take place across the United States. This segment of transportation is expected to grow at a modest two percent a year for the foreseeable future but differences of regulations between the state and Federal level have been a growing concern for both the government and members of the hazmat industry. A patchwork of often inconsistent permits, registration requirements, and hazmat organizational structures at the state level often create barriers to the efficient means of commerce for hazmat carriers and shippers. There are many types of models for counterterrorism, explaining different problems that the military faces in the fight against terrorism. This thesis proposes that one of the fundamental assumptions underlying existing models of counterterrorism is that the struggle with terrorists can be understood as a war in the traditional sense of the term. We propose to rethink the struggle against terrorism as a fight against an infection. The September 11, 2001 terrorist attacks redefined the federal approach to disaster planning. Prior to 9/11, disaster and emergency management meant preparedness for and response to natural and man-made emergencies such as floods, hurricanes, fires, and civil discord. The post-9/11 paradigm shift, a multi-pronged approach called "homeland security" strategy, now incorporates a multitude of man- and nature-made disasters to include border and transportation security; emergency preparedness, response and recovery against chemical, biological, radiological and nuclear threats; as well as information analysis and infrastructure protection. This study is based on a content analysis of two primary sources: 1) literature published on lesbian, gay, bisexual and transgender (LGBT) youth in professional journals for school providers (school counselors, nurses, psychologists and social workers) over more than a 30-year period; and 2) materials developed for school providers on LGBT youth by states with laws, regulations and professional policies related to sexual orientation and/or gender identity in schools. This dissertation focuses on student learning outcomes assessment in criminal justice programs in American colleges and universities. Particularly, this research sought to establish a baseline understanding about how criminal justice programs are measuring student achievement toward learning outcomes. The baseline does not include what students should be learning or how that learning should be assessed; it includes only what is actually happening in criminal justice programs in terms of how student learning is being assessed. Using data from the Black Women's Health Study (BWHS) and building on what is currently known about perceptions of racism and discrimination and its mechanisms, this study attempts to demonstrate the value of identifying additional variables that may serve as potential risk factors for obesity among African American women. The Florida Keys rely primarily on the reef system that surrounds the archipelago for their socioeconomic health and successful future. This study represents an attempt to describe the extent and features of safe haven legislation in the United States, discuss implementation issues, and to examine if the legislation is reaching its intended target audience in order to answer the question, "Is safe haven legislation an efficacious response to infant abandonment?" Safe havens are designated locations where infants can be anonymously abandoned without fear of prosecution or incarceration. This dissertation examines urban growth patterns in the Roanoke, Virginia, metropolis. It draws on the literature of contemporary human ecology and social area analysis to examine the effects of low-density development on low-income populations and racial minorities. The continuous spread of residential development beyond the boundaries of the central city and older suburbs into more distant, once rural areas is segregating the metropolitan area by race and income. Poverty, Inequality & Terrorism Relationship in TurkeyUsing empirical evidence criminological studies have identified a relationship between poverty and crime and many studies have concluded that a high crime rate is associated with a higher poverty rate. Other studies indicate that inequalities are a better determinant of crime than absolute poverty. Social disorganization theory, anomie strain theory and Marxist theory have been used to explain the phenomenon.
