A large body of literature in public administration has demonstrated the importance of financial condition in managing government organizations. Scholars have found that financial condition affects many aspects of public management while governments actively respond to their financial conditions. Using data from varied levels of U.S. governments – states, localities, and territories – this dissertation examines the dynamic roles of financial condition in three important areas of public management: financial reporting, public service delivery, and tax policy. This study investigated how U.S. graduate students financed their Master’s and doctoral programs in 2011-2012. In particular, it focused on students who were eligible to receive Federal financial aid and loans during that year, using a sample of graduate students included in the restricted-use version of the National Postsecondary Student Aid Study. This study rests its analyses and situates extant literature largely against Human Capital Theory, with return on investment as an underlying rationale for the allocation and use of different forms of Non-family, Non-repayable support for graduate studies. The purpose of this study was to explore the impact of school-level factors (physical resources, teachers’ and schools’ characteristics) and system-level factors (delegation of financial authority to public primary schools through Parent Teacher Councils (PTCs)) on two educational outcomes - retention rates to the last grade of primary school and learning outcomes - in the Khyber Pakhtunkhwa (KP) province, one of the least‐developed and conflict-affected provinces in Pakistan.

Fiscal decentralization has generated enormous interest in the past two decades. Despite some remaining skepticism regarding fiscal decentralization, many countries have adopted various forms in an effort to improve public service quality. The primary objectives of this dissertation are to understand fiscal decentralization in unitary countries, to gain information about the role of the equalization program in local finances, and to investigate local financial accountability issues in a unitary country. Three independent but linked studies were conducted to achieve the above objectives.
