This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?

Although organizational justice is a critical issue for effectively managing employees in government agencies, it has been neglected in previous public management research. Further, the limited amount of research that has examined the consequences of organizational justice in government agencies did not clarify the underlying psychological process through which perceptions of organizational justice may influence public sector employees' work attitudes and behaviors. Specifically, previous research did not examine any indirect effect that employees' perceptions of organizational justice may have on their attitudes and behaviors in government agencies. Fiscal decentralization has generated enormous interest in the past two decades. Despite some remaining skepticism regarding fiscal decentralization, many countries have adopted various forms in an effort to improve public service quality. The primary objectives of this dissertation are to understand fiscal decentralization in unitary countries, to gain information about the role of the equalization program in local finances, and to investigate local financial accountability issues in a unitary country. Soldiers Of Conscience : Conscription And Conscientious Objection In The United States And Britain During World War I, Timothy Mark La Goy

Conscience and the freedom to exercise conscience have long been cherished civil liberties in western democracies. However, during World War I, traditional concepts of conscience and conscientious objection to military service were challenged by the demands of conscription and militarism in the United States and Britain. This dissertation examines the definition, context, and exercise of conscience by conscientious objectors (COs) during the war. This study finds that conscience existed in a dynamic state. COs were compelled by changing circumstances to reevaluate and restate their objections as they responded to changing circumstances in army camps, guardhouses, and prisons.

Private higher education (PHE) worldwide has been a rapid development in the last several decades. The private sector will continue to grow, diversify and undoubtedly play a significant role in the political economy of higher education. Nevertheless, systematically empirical studies on the trio relationships among PHE, institutional diversity and political economy are still miniscule, especially outside the U.S. In Thailand, studies on even public higher education utilizing international literature are rare, as is research with a macro-level empirical analysis of private-public comparison. Government agencies are continually challenged to find ways to improve the implementation of public programs in order to serve the needs of citizens and deliver public value. Governments around the world have adopted performance-related activities, primarily focused on the development and use of performance measurement as a major way to achieve these improvements. However, research to-date has focused predominately on managerial use of performance information for decision making and has narrowly defined the nature of information and knowledge. Theorizing and problematizing the relationships and impacts of information and knowledge on public organizations and public management are needed.
