Contracting out has been considered one of the main performance management strategies for reducing costs and bringing more expertise into government agencies. Previous studies have examined the effects of contracting use on agency performance, but have focused more on measurable, traditional performance in the public sector. There is a lack of research analyzing the influence of contracting use on non-traditional performance outcomes, which are usually non-mission based and difficult to measure, such as fairness, nondiscrimination, due process, and individual rights. Scholars have pointed out that performance measurement processes pay less attention to these non-mission-based values and tasks.

Most evaluation capacity building (ECB) approaches use staff training as the method to build evaluation capacity (EC) in organizations. ECB has rarely been understood and empirically studied at the organizational level. The present study fills this gap by using an organizational learning perspective. Specifically, the study was a response to the following research question: do organizations with high EC differ from organizations with low EC in terms of OLC? OLC was measured using five measures of organizational learning: staff empowerment, staff development, external alignment, experimentation, and clear organizational goals. Government agencies are continually challenged to find ways to improve the implementation of public programs in order to serve the needs of citizens and deliver public value. Governments around the world have adopted performance-related activities, primarily focused on the development and use of performance measurement as a major way to achieve these improvements. However, research to-date has focused predominately on managerial use of performance information for decision making and has narrowly defined the nature of information and knowledge. Theorizing and problematizing the relationships and impacts of information and knowledge on public organizations and public management are needed.
