This dissertation critically examines grading practices within schools, tracing the evolution from traditional to modern approaches and highlighting the social dimensions and debates surrounding grading. Through a mixed-methods study spanning three empirical chapters, it explores students' and teachers' perceptions of grading practices, the impact of professional development (PD) on teachers' approaches to grading equity, and the resultant effects on student outcomes. However, challenges arise in maintaining infrastructure capacity to accommodate the growing tonnage and value of freight transportation. Waterways offer high efficiency and environmental friendliness, with the capacity to transport substantial cargo volumes. The study compared the Outcome Measures (OM) to the traditional Graduation Rates (GR) to ascertain if OM portrayed the performance of higher education institutions differently than GR and to determine which of the two metrics aligned better with accountability policy objectives. GR refers to the percentages of first-time, full-time students who obtain a degree or certificate within 150% of the normal time. OM presents the award status of all degree/certificate-seeking undergraduate students on four cohorts: first-time, full-time (FTFT); first-time, part-time (FTPT); non-first-time, full-time (NFTFT); and non-first-time, part-time (NFTPT). Since October 7, 2023, there has been a sharp increase in antisemitic incidents on American college campuses, highlighting the urgency for additional research on this issue. Chapter Two examines Jewish students' perspectives on freedom of speech on college campuses, using a 2022 survey of 44,847 undergraduate students on 208 campuses conducted by the Foundation for Individual Rights and Expression (FIRE, 2022). The survey reveals that Jewish students often feel inhibited in expressing their opinions due to potential reactions from peers, professors, or their campus administration. The COVID-19 pandemic placed an undeniable burden onto the teaching profession which already faced levels of prestige and interest at 50-year lows. The strains of the pandemic resulted in educators reporting higher levels of job-related stress and burnout and exacerbated concerns about potential teacher shortages. This dissertation leverages administrative data from Arkansas to better understand challenges facing the teacher workforce following COVID-19 and evaluate two increasingly policies aimed at the teacher workforce. The increased reliance upon technology and lack of administrative support perceived during distance learning led to lower levels of commitment to teaching and increased levels of teacher burnout. University curriculum shapes political identity. Most studies focus on secondary education, overlooking the influence of university curriculum and its effect on students’ political attitudes. For this study, I examine the curriculum of three classes: American Government, African American Studies, and Astronomy. I argue that exposure to race-specific curriculum shapes racial identity. The results will suggest that students who take non-race-specific courses are more likely to support racially neutral and colorblind (White Nationalist) attitudes. I argue that curriculum affects students’ political attitudes.

The purpose of this study is to demonstrate a more comprehensive understanding of the impact that a child’s broader context has upon his or her academic outcomes, and presumably, life. Using Bronfenbrenner’s theory of human development, this study examines the extent to which social capital and student achievement are correlated and whether an infusion of funding for schools that presumably lack social and economic capital might predict academic achievement in schools from economically depressed regions. This dissertation, through a public policy lens, examines life after U.S. military service as it relates to reintegration, the ability of state-level veteran-specific mental health programs to address veterans’ mental health challenges, and states’ ability to address veteran homelessness. First, I use 2019 Centers for Disease Control and Prevention (CDC) Behavioral Risk Factors Surveillance Survey data, along with various measures of state-level characteristics, to examine the influence of relevant state-level policies on veterans’ mental health outcomes. This thesis examined the influence of social and structural communication variables on the perceived social connectedness of people experiencing homelessness in the Northwest Arkansas (NWA) and Joplin, Missouri areas. This study employed the ecological perspective of communication infrastructure theory (CIT; Ball-Rokeach et al., 2001) and a communication perspective which envisions communicative interaction as constitutive of social experience. Using survey data from 166 participants, this study examined 11 research questions and hypotheses drawn from extant literature on homelessness, social connectedness, and CIT. Many universities and K-12 public school systems express a significant, formal commitment to the ideals of diversity, equity, and inclusion (DEI). Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

The 2015 Jack Rabbit (JR) II field trials were conducted to improve understanding of the denser-than-air dispersion of chlorine in an urban environment. The field study involved five large-scale, outdoor release trials of chlorine in a mock urban environment (MUE) at Dugway Proving Ground (DPG). Various instrumentation was deployed, including JazTM Ultraviolet-Visible (UV-Vis) point sensors capable of measuring gas-phase chlorine concentration throughout the mock urban array.

Although the public policy literature has traditionally focused on public sector agencies’ roles in the policy implementation process, private sector managers who oversee regulatory mandates for their organizations are also policy actors. These actors operate between multiple conflicting field-level institutional logics that create demands that they must reconcile through their work.
