Collaborative leadership is a critical component in emergency management and resilience. Although cross-sector leadership is considered compulsory in the management of many disasters, the skills and competencies for successful execution of collaborative leadership approaches in emergency management and resilience are still largely unknown, especially as it pertains to the COVID-19 pandemic response. The perspectives of emergency management and resilience leaders may fill in this research gap.

This paper examines nonprofits' capacity for responding to simultaneous hurricane-pandemic threat, addressing: (1) strategies nonprofits use to deliver services during the COVID-19 pandemic, and (2) how natural hazards may affect nonprofit roles in emergency service delivery during a pandemic. Data come from a survey of New Orleans-based nonprofits demonstrating effects of pandemic on local nonprofit service delivery, and workshops with U.S. coastal community stakeholders exploring expectations for nonprofit roles in emergency operations nationwide. Nonprofits have applied resilient strategies including virtual operations, staff reductions, and funding diversification, but vulnerabilities remain. Findings guide a research agenda for building nonprofit and community resilience.

Communities in coastal Virginia, particularly in the urban region of Hampton Roads and the rural Eastern Shore peninsula, are experiencing the impacts of climate change as part of everyday life. The first Rotating Resilience Roundtables event took place on October 11 and 12, 2018 on the Virginia Tech campus in Blacksburg and was co-organized between the Coastal@VT initiative at Virginia Tech and Old Dominion University/Virginia Sea Grant Climate Adaptation and Resilience Program. Executive Summary

After two years, the Hampton Roads Sea level Rise and Resilience Intergovernmental Planning Pilot Project (Intergovernmental Pilot Project or IPP), convened at Old Dominion University, has come to a successful close. Although the conclusion of the project is different than originally imagined by the drafters of the IPP Charter, the process in and of itself brought hundreds of stakeholders together, built lasting and ongoing relationships, and produced many workable recommendations for the region that can be accomplished by a variety of partnerships. Initiated in June 2014, the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Pilot Project (Intergovernmental Pilot Project or IPP) convened at Old Dominion University is an effort to use the knowledge skills and expertise of all regional stakeholders to create a framework or template for intergovernmental strategic planning that can be used outside the region; and, to implement that integrated strategy in Hampton Roads, Virginia creating an effective and efficient method for planning holistically for sea level rise and recurrent flooding.
