The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

Afghanistan and Iraq war student-veterans have increased in population on college campuses in the United States (U.S.) as a result of using the Post 9/11 GI Bill. Healthy Campus 2020 (American College Health Association, 2012) highlighted the importance of college student wellbeing, health promotion and disease prevention, while the U.S. Department of Veteran Affairs has called for an approach to services that is strength based (United States Department of Veteran Affairs, 2008). Public higher education has experienced a decline in state funding in real dollars. This has created financial challenges for many students and their families, as well as institutions.

Tax revenue has decreased as a result of the economic recession, causing state leaders to reprioritize their fiscal responsibilities. Higher education has been viewed as a discretionary expense in competition with other state programs, so funding can, and often, does vary. Colleges and universities use alternative financial resources, most notably private fundraising, to meet their goals. Educational Effects Of State Actions Banning Access To In-State Resident Tuition Rates For Unauthorized Immigrant Students, Luis Alexander Villarraga Orjuela

This research studies the effects of state laws banning access to in-state resident tuition (ISRT) rates and other educational benefits for unauthorized immigrant students (UIS) in five states: Arizona, Colorado, Georgia, Indiana, and Ohio. It measures the overall effect of policies denying ISRT that were implemented between 2005-2012 in the United States.

Three potential effects are evaluated. First, the study estimates the policy effects on the college enrollment of UIS. Because the policy does not deny access to higher education institutions, the possibility exists for this population to attend public or private colleges. Higher education institutions commonly play a role in community development. Rural communities may be even more dependent on the university's investment. As higher education has looked to meet demands of stakeholders calling for greater accountability, it has become necessary for universities to be able to justify the effectiveness of these efforts. The purpose of this study was to determine the elements necessary for successful rural community development in Western Oklahoma. The individuals who staff the nation's 4,600 Community Development Corporations (CDCs) represent the front line in production of affordable housing for America's poor. CDC staff members work within chronic funding uncertainties, applying complex and often ambiguous policies, under pressure to address shortfalls in affordable units. As such, they represent a prime example of Lipsky's (1980) street level bureaucrats (SLBs): agency workers with no formal policy role, who nevertheless shape policy by exercising discretion in the course of implementing ambiguous directives under stressful and alienating conditions.

The school-to-prison pipeline metaphor represents an educational environment that allows public schools to push many at-risk children out of school and into the juvenile justice system or even worse, the adult criminal justice system (Wald and Losen, 2003; Lynn, 2010; Tuzzolo and Hewitt, 2006). The purpose of this study is to examine whether a school-to-prison pipeline exists in eastern Oklahoma, and if so, to better understand the characteristics of the public schools that may be contributing to it. The study was based on Donald Super's Career Development Theory, Jack Mezirow's Transformational Learning Theory, and David Kolb's Experiential Learning Theory. These three theorists help form the conceptual foundation for the study.

For the fourth time in the past 20 years, the state of Arkansas has implemented a performance-funding program. Although directly referenced in the title of Act 1203 of 2011, the implemented performance-funding program does not include a measure of how efficiently institutions are converting their inputs into outputs. In a report to the Arkansas Joint Senate and House Education Committee meeting in September 2014, Picus Odden & Associates recommended that the Legislature change the state’s transportation funding system. Currently, transportation funding is distributed from the state to districts on a per pupil basis as a part of the unrestricted foundation formula. In doing so, the system does not account for the variation in costs of transportation for districts across the state; therefore, Picus Odden & Associates recommended that the state’s transportation funding structure be changed. Across the nation, over 1.3 million threeand four-year olds attend state funded pre-K programs in 40 states (and Washington D.C.).1 In Arkansas, over 25,000 three- and four-year olds are enrolled in state-funded programs. Since 2008, approximately $111 million a year of state funding has been spent on preKindergarten in Arkansas. 2 In the 2014 election season, the topic of pre-K and state funding for pre-K has been debated in a number of state races, including Arkansas. Therefore, the purpose of this policy brief is to describe pre-K in Arkansas and summarize the existing research examining the impact of pre-K.

The equity and adequacy of facilities funding for charter schools (as well as traditional public schools (TPS)) is a topic of hot debate in Arkansas and across the country. Proponents of charters argue that charter schools are burdened due to a lack of facilities funding. Other argue that there are great needs in our TPS districts as well, and that these needs should be met first. This brief describes what facilities funding is currently available to charter schools in Arkansas and what other states are doing that we could possibly leverage here in the Natural State.

Act 601, passed in April 2013, allows for schools to apply to become “schools of innovation.” Accepted schools receive flexibility from certain regulations in order to facilitate the use of innovative approaches to teaching and learning. In this policy brief, we discuss the history of Act 601, similar models in other states and their results, the application and approval process, the 2014-15 schools of innovation, and the role of the Office of Innovation for Education in supporting schools of innovation.

In early 2014 Elizabeth Fretheim, Director, Business Strategy and Sustainability for Logistics with Walmart, was reviewing with other members of the transportation team data on the fuel efficiency of their private fleet, which included over 6,000 trucks and 61,000 trailers operated by over 7,000 drivers. The logistics and transportation groups were vigilant in their basic goals of (1) loading trucks efficiently, (2) driving fewer miles, and (3) investing in fuel efficient equipment. This dissertation documents pension benefit choices made by public school teachers enrolled in the Illinois Teachers' Retirement System (TRS), where they choose between taking a lump-sum withdrawal of their refundable contributions and deferring a pension benefit. The analysis explores the extent to which vested teachers enrolled in TRS separate from service with positive pension wealth, estimates how much money is "left on the table" at a conventional discount rate, and investigates what types of teachers display higher or lower discount rates as indicated by cashout patterns. It focuses upon both the process of disaster aid delineating how Roman emperors were petitioned for assistance, the forms disaster relief took, and the political motives individual emperors had for dispensing disaster aid. In recent years, lottery scholarship programs have become a popular policy program for states that wish to help students afford higher education without having to raise new taxes. Through a statewide lottery, profits from the program are passed onto college students in the form of merit-based scholarships. Even with strong opposition from opponents who questioned how much a lottery would benefit the entire population of the state, the Arkansas Scholarship Lottery was created via voter referendum in 2008.

This dissertation is comprised of three essays that examined the experiences and welfare of traditional food crop farmers in Western Jamaica. It systematically analyses the interplay between smallholder farmers and often overlooked variables in society. The study used qualitative interviewing, field observations and discourse analysis techniques to generate context-specific evidence for food security policymaking.

The first essay examined smallholder farmers' motives for farming. This formed the basis for a farmer typology that provides a portrait of the participants, and was used to inform findings in subsequent essays in this dissertation. This dissertation examines the systemic effects of private school choice in the context of two statewide, means-tested school voucher programs-- the Indiana Choice Scholarship Program (ICSP) and the Louisiana Scholarship Program (LSP). Specifically, I examine public school responses to private school competition from the ICSP and the LSP and the direct impacts of the LSP on racial stratification in public and private schools. In Louisiana, I show that the lowest-graded public schools had a modest, statistically significant, positive response to the injection of competition, with impacts ranging from .001 to .06 SD. This is the first national study of the productivity of public charter schools relative to district schools. This report is a follow up to the charter school revenue study, Charter School Funding: Inequity Expands, released in April 2014 by the School Choice Demonstration Project at the University of Arkansas. That study was authored by the same research team that crafted this report. In the revenue study, per pupil revenues for public charter schools and traditional public schools (TPS) were compared. The 2013-14 school year marks ten years since the Arkansas General Assembly passed legislation to construct a new K-12 funding system in response to a 2002 Arkansas Supreme Court ruling in the decades-long court case, Lake View School District No. 25 v. Huckabee. The General Assembly established a foundation formula to provide adequate funding to districts across the state and created categorical funding to provide additional equity funding to districts based on need.
