In September 2016, Nicole Ludwig led a group of her neighbors in Germany to assist newly-arrived Syrian and Afghani refugees. The volunteers collected clothing and toys, organized activities and field trips for the refugee children, and taught them German. Later, the volunteers offered homework support and led library reading groups. For the adult refugees, the volunteers provided cultural assimilation instruction and cooking classes. The purpose of this research is to identify the key differences between German and American refugee policies as they relate to the ability of each country’s native population to successfully integrate refugees into their society. This body of work looks specifically at the German and American Refugee Resettlement Programs submitted to the United Nations. As shown in this research, new legal policy that can fight systematic distrust and discrimination becomes achievable by identifying the practices that contribute to in- and out-group dynamics between host country and refugees. This paper explores the recent rise in populism on both sides of the Atlantic by looking at three cases where populism has been successful including in the election of Donald Trump, the United Kingdom’s decision to leave the European Union, and the rise of the Alternative for Deutschland in German elections. The United States has a long tradition of assimilating diverse peoples into a shared culture and thus developing a transformative, holistic national identity. Despite this historical affinity for immigration, there have also been points during which rose issues with migrants entering the country illegally. Once this happens, politicians must decide how to deal with an influx of undocumented aliens. This paper focuses on amnesty acts, particularly ones past through the American Congress in the past century. The relationship between amnesty legislation and immigration flow will be investigated. Broadly speaking, this research is intended to shed light on how post-genocide societies attempt to address a traumatic history and reconcile the problems of ethnic and religious hatred. Germany and Poland are especially ripe cases for such research given their historical memories of the Holocaust and unique legal and diplomatic efforts to counter anti-Semitism. However, since many of the policies on this issue have only been implemented in the past ten to fifteen years, there has not yet been a comprehensive study that has evaluated their effectiveness. Alongside the rise of the activist movements in the late 1960s, the German artist Joseph Beuys (1921–1986) proposed his concept of “social sculpture” — a method of fostering creativity, aimed at transforming society through interdisciplinary dialogue — as an alternative to the chaotic political, economic, and social life of postwar West Germany. He sought to heal society through a work of art with holistic and spiritual intentions, centered on the belief that art can include the entire process of living and therefore can be created by a wide range of people beyond artists. Accompanying the increase in refugee numbers is the rise in anti-refugee sentiments. This phenomenon is most prominent in Europe, a region that has come under a lot of attention due to its proximity to refugee-producing nations, and the popularity of European countries amongst asylum seekers. Based on Amnesty International's Refugee Welcome Index, the German population is the most welcoming towards refugees amongst the European countries surveyed, and France is the least welcoming nation with the exception of Turkey and Russia.
